Job Title: Site HSE Manager
Job Purpose:
Lead and manage all Health, Safety, and Environmental (HSE) activities at the wastewater treatment plant to ensure a safe working environment, regulatory compliance, environmental protection, and continuous improvement of HSE performance while supporting reliable plant operations.
Key Responsibilities
- Develop, implement, and maintain the site's Health, Safety, and Environmental Management System.
- Ensure compliance with company HSE policies, client requirements, and applicable Saudi regulations and standards.
- Conduct risk assessments and implement appropriate control measures to eliminate or minimize workplace hazards.
- Lead routine HSE inspections, audits, and safety observations, ensuring timely closure of corrective actions.
- Manage the Permit to Work (PTW) system and verify compliance with all safe work procedures.
- Lead investigations of incidents, accidents, and near misses, identify root causes, and implement corrective and preventive actions.
- Develop and deliver HSE awareness programs, toolbox talks, inductions, and training sessions for employees and contractors.
- Monitor compliance with PPE requirements and safe working practices.
- Review and approve Job Safety Analysis (JSA/JHA), Method Statements, and risk assessments before work execution.
- Develop, implement, and maintain emergency response plans and coordinate emergency drills.
- Monitor environmental compliance, including waste management, chemical handling, pollution prevention, and environmental reporting.
- Prepare HSE reports, statistics, KPIs, and performance dashboards for management and clients.
- Coordinate with regulatory authorities, clients, consultants, and contractors regarding HSE requirements.
- Lead and supervise the site HSE team, ensuring high performance and continuous professional development.
- Exercise Stop Work Authority whenever unsafe conditions or behaviors present an immediate risk to people, assets, or the environment.
- Perform any other duties assigned by management within the scope of the position.
Qualifications
- Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- Professional certifications such as NEBOSH IGC, IOSH, OSHA, or equivalent are preferred.
Experience
- Minimum 5 years of experience in Health, Safety, and Environment (HSE), preferably within wastewater treatment plants, water treatment facilities, industrial plants, or operation and maintenance projects.
Required Skills
- Strong knowledge of HSE regulations, standards, and best practices.
- Experience in risk assessment, incident investigation, and Permit to Work systems.
- Knowledge of confined space entry, Lockout/Tagout (LOTO), working at height, lifting operations, hot work, and chemical safety.
- Strong leadership, communication, and team management skills.
- Excellent reporting, analytical, and problem-solving abilities.
- Proficiency in Microsoft Office and HSE management systems.
