Job Purpose:
The Contracts Engineer is responsible for managing the interaction between the Owner and Contractors in technical work scopes, chasing up on production of RFPs, contracts, bids and tenders. Also, to carry out the process of contract MGMT for Retal and its subsidiaries to ensure the most competitors price and required quality as well as improve term of payments.
Primary Duties & Responsibilities:
- Market survey to source the best contractors & have approved contractor list.
- Collect & evaluate pre-qualification documents and review official documents of applied contractors.
- Nominate and create of Preferred Contractor List.
- Establish good business relationship with the contractors.
- Arrange the preparation of Requests for Proposals (RFPs)
- Technical co-ordination between Project Management, Consultants and Contractors.
- Gather all relevant tender documents
- Co-ordinate tender process, review of bid documents and BOQs
- Issue tender documents and invite all pre-qualified consultants and contractors to tender
- Co-ordinate the clarification of queries from the relevant parties
- Receive Tender documents from contractors and arrange review and revision of tender documents by technical personnel in Design and Construction Departments.
- Review proposals from consultants and contractors and prepare tender evaluation for each.
- Arrange clarification meetings to discuss and confirm requirements.
- Co-ordinate negotiations between the relevant parties.
- Prepare Service Agreements & Contract between Retal and the successful bidder.
- Prepare and issue Letter of Intent (LOI).
- Attend on-site project progress meetings.
- Establishes and manages strong business relationships with all contractors.
- Handle of any task within the scope of his work and assigned by his direct manager.
- Undertake any other ad-hoc engineering related duties as required.

Planning and forecasting
Experience and Qualifications:
- 4-5 years in Engineering (Civil, Arch., Construction Management)
- Professional Procurement and negotiation qualification
- 4+ years’ experience in construction field.
- 2+ years’ experience in contracting & bidding.
