Rawaj-HCM تعلن عن وظيفة مدير محاسبة التكاليف (Cost Accounting Manager) لشركة اتصالات رائدة في مجال مشاريع EPC بمنطقة الرياض.
نبذة عن الوظيفة
سينضم المرشح إلى شركة قابضة سعودية كبرى تنفذ مشاريع بنية تحتية اتصالات ضخمة بنظام EPC في جميع أنحاء المملكة. سيقود وظيفة محاسبة تكاليف المشاريع، مع ضمان توزيع دقيق للتكاليف وتحليل ربحية المشاريع وإعداد الميزانيات والتقارير المالية عبر مشاريع البنية التحتية للاتصالات وEPC. يتطلب الدور متخصصاً في الشؤون المالية يتمتع بخبرة قوية في الرقابة على تكاليف المشاريع من البداية حتى الإغلاق النهائي، ودعم اتخاذ القرارات التشغيلية والتنفيذية من خلال تقارير مالية دقيقة وفي الوقت المناسب.
المهام والمسؤوليات
- قيادة وظيفة محاسبة تكاليف المشاريع عبر مشاريع اتصالات وEPC متعددة.
- إدارة دورة حياة محاسبة تكاليف المشاريع بالكامل من إعداد المشروع وتخصيص الميزانية وتراكم التكاليف والمراقبة والتنبؤ وحتى إغلاق المشروع والتسوية المالية النهائية.
- مراقبة ميزانيات المشاريع والتكاليف الفعلية والالتزامات وفروقات التكاليف، مع ضمان تتبع مالي دقيق طوال دورة حياة المشروع.
- إعداد تقارير تكاليف المشاريع أسبوعياً وشهرياً وللإدارة التنفيذية، مع إبراز الأداء المالي وتجاوزات التكاليف والمخاطر والإجراءات التصحيحية.
- إجراء تحليل لربحية المشاريع وتحليل هامش الربح الإجمالي والتنبؤ بتكلفة الإنجاز (CTC).
- التنسيق مع مدراء المشاريع وأقسام المشتريات والهندسة والمالية لضمان التقاط دقيق للتكاليف والأداء المالي للمشاريع.
- ضمان تخصيص التكاليف المباشرة وغير المباشرة للمشاريع وفقاً للسياسات المحاسبية ومتطلبات المعايير الدولية للتقارير المالية (IFRS).
- مراجعة عقود المشاريع ودعم الاعتراف بالإيرادات وحسابات العمل تحت التنفيذ (WIP) والتكاليف المستحقة وأنشطة فوترة المشاريع.
- دعم إعداد ميزانيات المشاريع والتنبؤات وتخطيط النفقات الرأسمالية والتنبؤ بالتدفقات النقدية للمشاريع الجارية.
- مراقبة تكاليف المقاولين من الباطن وأوامر الشراء والتغييرات وأوامر التغيير والتزامات المشاريع.
- تطوير وتحسين نماذج تقدير تكاليف المشاريع ولوحات التقارير وأدوات التحليل المالي لتحسين اتخاذ القرارات.
- ضمان الامتثال لسياسات الشركة والضوابط الداخلية والمعايير الدولية للتقارير المالية (IFRS) والمتطلبات التنظيمية السعودية، بما في ذلك الامتثال المالي لهيئة الزكاة والضريبة والجمارك (ZATCA) عند الاقتضاء.
- دعم أنشطة الإغلاق المالي الشهري والربعي والسنوي المتعلقة بمحاسبة المشاريع.
- التعاون مع مراجعي الحسابات الخارجيين أثناء عمليات تدقيق المشاريع المالية.
- قيادة مبادرات التحسين المستمر لتعزيز ضوابط تكاليف المشاريع ودقة التقارير والعمليات المالية.
- استخدام أنظمة ERP (يفضل Microsoft Dynamics أو SAP أو Oracle) لضمان دقة محاسبة المشاريع التقارير وسلامة البيانات المالية.
- قيادة وتوجيه وتطوير فريق محاسبة التكاليف وتعزيز ثقافة المساءلة والدقة والتحسين المستمر.
الشروط والمتطلبات
- درجة البكالوريوس في المحاسبة أو المالية أو مجال ذي صلة.
- الشهادة المهنية مثل CPA أو CMA أو ACCA أو SOCPA أو ما يعادلها يفضل بشدة.
- خبرة لا تقل عن 8 سنوات في محاسبة التكاليف أو محاسبة المشاريع أو تمويل المشاريع.
- خبرة قوية في مجال الاتصالات أو EPC أو البنية التحتية أو الهندسة أو الإنشاءات أو المؤسسات القائمة على المشاريع.
- خبرة مثبتة في إدارة دورة حياة محاسبة تكاليف المشاريع بالكامل من البداية حتى التسليم والإغلاق النهائي.
- خبرة قوية في إعداد ميزانيات المشاريع والتنبؤ ومراقبة التكاليف وحسابات العمل تحت التنفيذ (WIP) والاعتراف بالإيرادات وتحليل ربحية المشاريع.
- خبرة في إعداد تقارير تكاليف المشاريع على المستوى التنفيذي ولوحات المعلومات المالية وتحليل الفروقات.
- فهم جيد للمعايير الدولية للتقارير المالية (IFRS) ومبادئ محاسبة المشاريع ومعايير التقارير المالية.
- خبرة في اللوائح المالية السعودية ومتطلبات هيئة الزكاة والضريبة والجمارك (ZATCA) تفضل.
المهارات المطلوبة

The Cost Accounting Manager will lead the project cost accounting function, ensuring accurate cost allocation, project profitability analysis, budgeting, and financial reporting across telecom infrastructure and EPC projects. The role requires a hands-on finance professional with strong expertise in project cost control from project initiation through final close-out, supporting operational and executive decision-making through timely, accurate, and insightful financial reporting.
Key Accountabilities
- Lead the project cost accounting function across multiple telecom infrastructure and EPC projects.
- Manage the complete project cost accounting lifecycle from project setup, budget allocation, cost accumulation, monitoring, forecasting, project close-out, and final financial reconciliation.
- Monitor project budgets, actual costs, commitments, and cost variances, ensuring accurate financial tracking throughout the project lifecycle.
- Prepare weekly, monthly, and executive project cost reports, highlighting financial performance, cost overruns, risks, and corrective actions.
- Perform project profitability analysis, gross margin analysis, and cost-to-complete (CTC) forecasting.
- Coordinate with Project Managers, Procurement, Engineering, and Finance teams to ensure accurate cost capture and project financial performance.
- Ensure proper allocation of direct and indirect project costs in accordance with accounting policies and IFRS requirements.
- Review project contracts and support revenue recognition, Work-in-Progress (WIP), accrued costs, and project billing activities.
- Support project budgeting, forecasting, CAPEX planning, and cash flow forecasting for ongoing projects.
- Monitor subcontractor costs, purchase orders, variations, change orders, and project commitments.
- Develop and enhance project costing models, reporting dashboards, and financial analysis tools to improve decision-making.
- Ensure compliance with company policies, internal controls, IFRS, and Saudi regulatory requirements, including ZATCA-related financial compliance where applicable.
- Support monthly, quarterly, and annual financial closing activities related to project accounting.
- Collaborate with external auditors during financial and project-related audits.
- Drive continuous improvement initiatives to strengthen project cost controls, reporting accuracy, and financial processes.
- Utilize ERP systems (preferably Microsoft Dynamics, SAP, or Oracle) to ensure accurate project accounting, reporting, and financial data integrity.
- Lead, mentor, and develop the Cost Accounting team while promoting a culture of accountability, accuracy, and continuous improvement.
- Bachelor's degree in Accounting, Finance, or a related field.
- Professional certification such as CPA, CMA, ACCA, SOCPA, or equivalent is highly preferred.
- Minimum 8 years of progressive experience in Cost Accounting, Project Accounting, or Project Finance.
- Strong experience within telecom, EPC, infrastructure, engineering, construction, or project-based organizations.
- Proven experience managing the complete project cost accounting lifecycle from project initiation through final project delivery and close-out.
- Strong expertise in project budgeting, forecasting, cost control, WIP, revenue recognition, and project profitability analysis.
- Experience preparing executive-level project cost reports, financial dashboards, and variance analysis.
- Solid understanding of IFRS, project accounting principles, and financial reporting standards.
- Experience with Saudi financial regulations and ZATCA requirements is preferred.
- Strong hands-on experience with ERP systems, preferably Microsoft Dynamics, SAP, Oracle, or similar ERP platforms.
- Advanced Microsoft Excel skills, including financial modeling, Power Query, PivotTables, and reporting automation.
- Strong analytical, problem-solving, and business partnering capabilities.
- Excellent communication and stakeholder management skills, with the ability to work closely with Project Managers and senior leadership.
- High attention to detail, strong organizational skills, and the ability to manage multiple projects simultaneously in a fast-paced environment.
