المهام والمسؤوليات
- قيادة وظيفة Finance and Control المركزية عبر عمليات المدينة، بما يشمل المالية والحوكمة والمخاطر والرقابة والمشتريات وإدارة العقود
- الإشراف على فرق Finance, Governance Risk & Controls, و Contracts & Procurement، وضمان وضوح الأولويات والمساءلة وفعالية أساليب العمل
- دعم التخطيط المالي وإعداد الميزانيات والتنبؤ وإعداد التقارير ومراقبة التكاليف لعمليات المدينة بالتنسيق مع الإدارة المالية المركزية
- الإشراف على إعداد الفواتير وإدارة رسوم الخدمات واسترداد التكاليف والضوابط ذات الصلة لدعم الأداء التشغيلي
- دعم أطر الحوكمة والمخاطر والامتثال، بما في ذلك المنتديات والسياسات والمعايير
- الإشراف على تخطيط استمرارية الأعمال وضمان تحديد المخاطر التشغيلية الرئيسية ومراقبتها ورفعها والتخفيف من حدتها
- قيادة الإشراف على المشتريات وإدارة العقود، وضمان توافق أنشطة التوريد والموافقات وأداء الموردين ودورة حياة العقود مع متطلبات الشركة
- التنسيق مع الوظائف المركزية بما فيها المالية والمشتريات والشؤون القانونية والمخاطر والامتثال لتلبية متطلبات عمليات المدينة
- دعم تطوير عمليات وإجراءات عمليات المدينة ومتطلبات تفويض السلطة والضوابط المالية
الشروط والمتطلبات
- درجة البكالوريوس في المالية أو المحاسبة أو إدارة الأعمال أو العمليات أو إدارة المشاريع أو الإدارة الحضرية
- خبرة من 12 إلى 15 عامًا في المجال ذي الصلة، تشمل خبرة على المستوى القيادي في المالية أو الحوكمة أو المخاطر أو الرقابة أو المشتريات أو إدارة العقود أو العمليات التجارية
- فهم قوي للتخطيط المالي وإعداد الميزانيات والتقارير ومراقبة التكاليف والفواتير ورسوم الخدمات وآليات استرداد التكاليف
- معرفة قوية بالمشتريات وإدارة دورة حياة العقود وأداء الموردين والضوابط التجارية
- خبرة في إنشاء أو تشغيل أطر الحوكمة والمخاطر والامتثال والرقابة واستمرارية الأعمال
- خبرة في التنسيق مع الوظائف المؤسسية المركزية وترجمة المتطلبات التشغيلية إلى عمليات مالية وتجارية
- أهلية العمل في المملكة العربية السعودية

As Senior Director - Finance and Control, you will lead a broad function at the heart of City Operations, helping align financial management, governance, risk, procurement, and contract oversight with operational priorities. The role has significant cross-functional impact, partnering closely with central teams to translate operational needs into clear, effective financial and commercial processes that support performance, accountability, and control.
Responsibilities
As Senior Director - Finance and Control, you will lead a broad function at the heart of City Operations, helping align financial management, governance, risk, procurement, and contract oversight with operational priorities. The role has significant cross-functional impact, partnering closely with central teams to translate operational needs into clear, effective financial and commercial processes that support performance, accountability, and control.
Responsibilities
- Lead the centralized Finance and Control function across City Operations, covering finance, governance, risk, controls, procurement, and contract management
- Oversee the Finance, Governance Risk & Controls, and Contracts & Procurement teams, ensuring clear priorities, accountability, and effective ways of working
- Support financial planning, budgeting, forecasting, reporting, and cost control for City Operations in coordination with central Finance
- Oversee invoicing, service charge management, cost recovery, and related controls to support operational performance
- Support governance, risk, and compliance frameworks, including forums, policies, and standards
- Oversee business continuity planning and ensure key operational risks are identified, monitored, escalated, and mitigated
- Lead procurement and contract management oversight, ensuring sourcing, approvals, vendor performance, and contract lifecycle activities align with company requirements
- Coordinate with central functions including Finance, Procurement, Legal, Risk, and Compliance to address City Operations requirements
- Support the development of City Operations processes, procedures, delegation of authority requirements, and financial controls
- Bachelor's degree in Finance, Accounting, Business Administration, Operations or project management, or urban management
- 12-15 years of relevant experience, including senior-level experience in finance, governance, risk, controls, procurement, contract management, or commercial operations
- Strong understanding of financial planning, budgeting, reporting, cost control, invoicing, service charge, and cost recovery mechanisms
- Strong knowledge of procurement, contract lifecycle management, vendor performance, and commercial controls
- Experience establishing or operating governance, risk, compliance, controls, and business continuity frameworks
- Experience coordinating with central corporate functions and translating operational requirements into financial and commercial processes
- Eligibility to work in Saudi Arabia
- Background in real estate, infrastructure, or other asset-heavy operations is a plus
