المهام والمسؤوليات
- إدخال المتطلبات التشغيلية لأصول البنية التحتية في بوابات المراحل (stage gates) لضمان الجاهزية واحتياجات الخدمة واعتبارات التسليم.
- الإشراف على جودة الخدمة على مستوى المحفظة لأصول البنية التحتية لضمان تأكيد الخدمة، والتشغيل الموثوق، والالتزام بالمعايير المتفق عليها.
- دعم تخطيط دورة حياة أصول البنية التحتية من منظور تشغيلي، بما في ذلك أولويات الصيانة، ومتطلبات التجديد، وتخطيط التسليم، ورؤى الأداء.
- قيادة التفعيل التجاري لأصول البنية التحتية، بما في ذلك التأجير والترتيبات التجارية والمشاريع المشتركة والشراكات، ورسوم الخدمة، واسترداد التكاليف، ومدخلات الفوترة بالتنسيق مع إدارة المالية والرقابة.
- تطوير رؤى أداء محفظة أصول البنية التحتية وتوصيات التحسين لتعزيز تقديم الخدمة وأداء الأصول وتحقيق القيمة طويلة الأجل.
- التنسيق مع إدارة التشغيل والصيانة لأصول المدينة، والمشغلين، ومقدمي خدمات إدارة المرافق، وإدارة المالية والرقابة، وأصحاب المصلحة المعنيين لمواءمة أولويات المحفظة ومتطلبات الخدمة.
- ترجمة الاحتياجات التشغيلية إلى متطلبات بوابات المراحل ومدخلات الجاهزية.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية، أو الاقتصاد، أو تطوير العقارات، أو إدارة الأصول، أو التخطيط العمراني، أو مجال ذي صلة.
- خبرة لا تقل عن 12 سنة على مستوى إداري (مدير) في إدارة أصول البنية التحتية، أو المرافق، أو الطرق، أو البنية التحتية للمجال العام، أو إدارة المرافق، أو تشغيل الأصول واسعة النطاق.
- خبرة في تخطيط دورة حياة الأصول، وجودة الخدمة، وجاهزية التسليم، وإدارة أداء المحفظة.
- خبرة تجارية في المشاريع المشتركة والشراكات ورسوم الخدمة واسترداد التكاليف وتحسين القيمة.
- القدرة على ترجمة الاحتياجات التشغيلية إلى متطلبات بوابات المراحل ومدخلات الجاهزية.
- قدرة مثبتة على تقييم أداء الأصول، وتحديد فرص التحسين، وتطوير توصيات قابلة للتنفيذ.
- خبرة في التنسيق مع المشغلين، ومقدمي خدمات إدارة المرافق، ووظائف تشغيل المدينة، والإدارة التنفيذية، والجهات الحكومية، ووحدات الأعمال الداخلية.
- أهلية العمل في المملكة العربية السعودية.

This is an opportunity to contribute to the long-term performance of major infrastructure assets within a complex real estate environment, helping shape how critical services are planned, activated, and sustained over time.
In this role, you will provide leadership across infrastructure asset management with a focus on operational readiness, service assurance, portfolio performance, and commercial value realization. You will work across a broad stakeholder landscape to align operational priorities, support effective handovers, and help ensure infrastructure assets deliver reliable service and long-term value.

Responsibilities
- Input operational requirements for infrastructure assets into stage gates to ensure readiness, service needs, and handover considerations are captured
- Oversee portfolio-level service quality across infrastructure assets to ensure service assurance, reliable operations, and alignment with agreed standards
- Support infrastructure asset lifecycle planning from an operational perspective, including maintenance priorities, renewal requirements, handover planning, and performance insights
- Lead commercial activation of infrastructure assets, including leasing, commercial arrangements, joint ventures and partnerships, service charge, cost recovery, and invoicing inputs in coordination with Finance & Controls
- Develop infrastructure asset portfolio performance insights and optimization recommendations to enhance service delivery, asset performance, and long-term value realization
- Coordinate with City Assets O&M, operators, FM providers, Finance & Controls, and relevant stakeholders to align portfolio priorities and service requirements
- Bachelor's degree in civil engineering, economics, real estate development, asset management, town planning, or a related field
- 12+ years of relevant director-level experience in infrastructure asset management, utilities, roads, public realm infrastructure, facilities management, or large-scale asset operations
- Experience with asset lifecycle planning, service quality, handover readiness, and portfolio performance management
- Commercial experience with joint ventures, partnerships, service charge, cost recovery, and value optimization
- Experience translating operational needs into stage gate requirements and readiness inputs
- Proven ability to assess asset performance, identify improvement opportunities, and develop actionable recommendations
- Experience coordinating with operators, FM providers, City Ops functions, executive leadership, government entities, and internal business units
- Eligible to work in Saudi Arabia
