المهام والمسؤوليات
- تطوير وتنفيذ استراتيجية بيانات المؤسسة بما يتماشى مع أهداف العمل ورحلة التحول الرقمي لهلا.
- إنشاء نظام بيئي حديث وقابل للتوسع وآمن للبيانات يدعم التحليلات والذكاء الاصطناعي والتقارير واتخاذ القرارات التشغيلية.
- قيادة وتطوير فرق هندسة البيانات، ذكاء الأعمال، التحليلات، وحوكمة البيانات.
- الإشراف على تصميم وتنفيذ وتحسين منصات البيانات المؤسسية ومستودعات البيانات وبحيرات البيانات.
- ضمان خطوط أنابيب بيانات موثوقة تدمج أنظمة الدفع ومنصات التجار والأنظمة المالية ونظم إدارة علاقات العملاء والتطبيقات التشغيلية.
- دفع الأتمتة وقابلية التوسع والتوفر والأداء للبنية التحتية للبيانات.
- التعاون مع فريق الهندسة لوضع معايير بنية البيانات المؤسسية.
- تقديم لوحات معلومات تنفيذية وتقارير مؤشرات الأداء الرئيسية للإدارة العليا ولجان المجلس.
- وضع سياسات حوكمة البيانات ومعاييرها ونماذج الملكية على مستوى المؤسسة.
- تحديد ضوابط جودة البيانات وإدارة البيانات الوصفية وإدارة البيانات الرئيسية وعمليات دورة حياة البيانات.
- ضمان دقة البيانات واكتمالها واتساقها وسلامتها عبر جميع الأنظمة.
- ضمان امتثال ممارسات إدارة البيانات للمتطلبات التنظيمية للمؤسسة النقدية العربية السعودية (ساما)، وضوابط الأمن السيبراني للمركز الوطني الإلكتروني (NCA)، وقانون حماية البيانات الشخصية (PDPL)، والمعايير الداخلية للأمن والحوكمة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسوب، نظم المعلومات، علوم البيانات، الهندسة، الرياضيات، أو مجال ذي صلة. يمكن اعتبار الخبرة المعادلة بدلاً من التعليم الرسمي.
- خبرة تراكمية من 8 إلى 10 سنوات في هندسة البيانات، التحليلات، ذكاء الأعمال، أو إدارة البيانات.
- أكثر من 5 سنوات في دور قيادي يدير فرق بيانات المؤسسة.
- يفضل خبرة في التكنولوجيا المالية أو الخدمات المصرفية أو المالية.

- إجادة اللغتين الإنجليزية والعربية.

HALA currently holds multiple entities in UAE, Saudi Arabia and Egypt (including HALA Payments and HALA Logistics) and offers solutions that enable merchants to digitize their payments as well as manage their sales and operations.
Founded in 2017, HALA is currently licensed by the Saudi Arabian Central Bank.
Responsibilities:
- Develop and execute the enterprise data strategy aligned with HALA's business objectives and digital transformation roadmap.
- Establish a modern, scalable, and secure data ecosystem supporting analytics, AI, reporting, and operational decision-making.
- Lead and develop the Data Engineering, BI, Analytics, and Data Governance teams.
- Oversee the design, implementation, and optimization of enterprise data platforms, data warehouses, and data lakes.
- Ensure reliable data pipelines integrating payment systems, merchant platforms, financial systems, CRM, and operational applications.
- Drive automation, scalability, availability, and performance of data infrastructure.
- Collaborate with Engineering to establish enterprise data architecture standards.
- Deliver executive dashboards and KPI reporting for senior management and Board Committees.
- Establish enterprise-wide data governance policies, standards, and ownership models.
- Define data quality controls, metadata management, master data management, and data lifecycle processes.
- Ensure data accuracy, completeness, consistency, and integrity across all systems.
- Ensure data management practices comply with: SAMA regulatory requirements, NCA Cybersecurity Controls, Personal Data Protection Law (PDPL)Internal security and governance standards.
Qualifications:

Education |
Bachelor's degree in Computer Science, Information Systems, Data Science, Engineering, Mathematics, or a related field. Equivalent years of relevant experience may be considered in lieu of formal education. |

Experience |
8-10 years of progressive experience in Data Engineering, Analytics, Business Intelligence, or Data Management. 5+ years in a leadership role managing enterprise data teams. Experience in fintech, banking, or financial services is preferred. |

Skills
|
Fluent in English and Arabic. Strong analytical and reconciliation skills. |
