We are seeking an experienced and commercially focused Finance Manager to lead our finance function in Saudi Arabia. The successful candidate will act as a strategic finance partner to senior management and project teams, ensuring strong financial governance, accurate reporting, effective project accounting, regulatory compliance, and sustainable business performance.

Key Responsibilities

Financial Planning and Business Performance

• Lead the annual budgeting, forecasting, and financial planning processes for the Saudi operation.
• Prepare rolling forecasts, financial models, cash-flow projections, and management performance reports.
• Monitor actual performance against approved budgets and forecasts, investigate variances, and recommend corrective actions.
• Provide management with timely financial insights to support strategic and operational decision-making.
• Develop and monitor financial key performance indicators across business units and projects.

Project Accounting and Commercial Finance

• Lead the financial management and accounting of multiple projects throughout their full lifecycle.
• Establish project budgets, financial baselines, cost codes, and reporting structures.
• Monitor project revenue, costs, commitments, accruals, work in progress, billing, collections, and cash flow.
• Review project margins, cost-to-complete forecasts, profitability, and financial risks.
• Ensure accurate and timely recognition of project revenue and costs in accordance with applicable accounting standards.
• Partner with project, operations, procurement, and commercial teams to improve project performance and protect profitability.
• Review contracts, payment terms, variations, claims, and commercial obligations to identify financial exposure and cash-flow risks.
• Support project closeout, final account reconciliation, and financial performance evaluation.

Accounting and Financial Reporting

• Oversee general ledger, accounts payable, accounts receivable, fixed assets, cash management, and banking activities.
• Manage month-end and year-end closing processes and ensure reporting deadlines are achieved.
• Prepare accurate monthly, quarterly, and annual financial statements and management reports.
• Ensure financial records are complete, accurate, properly supported, and maintained in accordance with company policies.
• Support group consolidation requirements and provide financial information to corporate management.

Treasury and Working Capital

• Manage cash-flow forecasting and monitor the company’s liquidity requirements.
• Improve working-capital performance through effective management of receivables, payables, billing, and collections.
• Maintain professional relationships with banks and financial institutions.
• Monitor customer collections and support the resolution of overdue accounts.

Compliance, Audit and Internal Controls

• Ensure compliance with applicable Saudi financial, tax, zakat, VAT, withholding-tax, and electronic-invoicing requirements.
• Ensure financial reporting is prepared in accordance with applicable accounting standards endorsed in Saudi Arabia.
• Coordinate external and internal audits and ensure that requested information is provided accurately and on time.
• Develop and maintain effective financial policies, procedures, approval controls, and delegated-authority processes.
• Identify financial-control weaknesses and implement appropriate corrective actions. Saudi Arabia’s official framework includes ZATCA requirements for VAT, withholding tax, and electronic invoicing, together with accounting standards endorsed through SOCPA.

Systems and Process Improvement

• Ensure the effective use and integrity of the company’s financial ERP system.
• Recommend system enhancements, automation opportunities, and process improvements.
• Strengthen financial reporting, data accuracy, controls, and management visibility.
• Work closely with relevant departments to improve finance-related workflows and reporting.

Team Leadership

• Lead, coach, and develop the Finance Department team.
• Set clear objectives and monitor individual and departmental performance.
• Identify development needs and recommend appropriate training initiatives.
• Promote accountability, collaboration, accuracy, and continuous improvement within the finance function.

Qualifications and Experience

• Bachelor’s degree in Accounting, Finance, or a related discipline. Master’s degree in Finance, Accounting, or Business Administration is an advantage.
• CPA qualification is required.
• CMA or CFA certification is an advantage.
• Minimum of 10 years of progressive experience in finance and accounting.
• Strong and demonstrable project accounting experience is required.
• Experience within telecommunications, ICT, digital infrastructure, data centres, engineering, EPC, contracting, construction, or another project-based industry is strongly preferred.
• Strong experience in financial planning, budgeting, forecasting, reporting, cost control, and cash-flow management.
• Good understanding of Saudi financial, tax, regulatory, and statutory reporting requirements.
• Experience working with financial ERP systems.
• Advanced proficiency in Microsoft Excel and financial reporting tools.
• Proficiency in both Arabic and English.
