تدعو شركة PaxOcean إلى شغل منصب Operations Head, Supply Base في مدينة الجبيل، المملكة العربية السعودية، وذلك للإشراف على عمليات تأسيس قاعدة إمداد جديدة في ميناء رأس الخير وفقاً للتوجهات الاستراتيجية طويلة الأجل للمجموعة.

المهام والمسؤوليات

  • تطوير وتحسين الاستراتيجيات التشغيلية بما يتوافق مع متطلبات هيئة الموانئ السعودية (Mawani) وخفر السواحل ومكتب الزكاة داخل الميناء.
  • الإشراف على تنفيذ عمليات قاعدة الإمداد لتحقيق مستهدفات الإيرادات والأرباح لعمليات القاعدة وخدمات إصلاح السفن في الميناء.
  • التواصل مع قاعدة عملاء جدد وضمان تقديم دعم يركز على العملاء لجميع العملاء الجدد في قطاعي البحري والبترول العاملين في المملكة.
  • فهم عميق لعمليات حركة السفن وفقاً لمتطلبات هيئة الموانئ (Mawani) وخفر السواحل.
  • التنسيق مع زوارق الموانئ التابعة لهيئة الموانئ (Mawani) لتحريك السفن حسب الحاجة.
  • تخطيط وتنفيذ عمليات الشحن والتفريغ لضمان مناولة آمنة للسفن الواردة إلى قاعدة الإمداد.
  • فهم الخدمات اللوجستية التشغيلية لقاعدة الإمداد.
  • فهم عمليات تحميل المشاريع باستخدام (SPMT/Cranes) للوحدات والكتل وخطوط الأنابيب تحت البحر على البارجة.
  • التعامل مع عملاء يشاركون في تعيين مفتش ضمان بحري للتأكد من أن عمليات التثبيت البحري والتحميل تمت وفقاً لتعليمات المفتش.
  • متابعة جميع العملاء الجدد للترويج لقدرات وخدمات الدعم الخاصة بشركة PFMC لتحقيق تدفق إيرادات جديد.
  • معالجة استفسارات العملاء في الموقع والعمل مع الفريق التجاري لضمان الرد في الوقت المناسب.
  • متابعة المناقصات مع العملاء والوكلاء والتفاوض على العقود والمشاريع.
  • ضمان تقدير المناقصات في الوقت المناسب من قبل مقدر العروض التجاري.
  • إدارة علاقات العملاء مع شركة PFMC داخل الميناء.
  • إدارة فريق عمليات PFMC للحفاظ على مستويات المخزون الحرجة المثلى للمواد والمواد الاستهلاكية.
  • ضمان التزام أصحاب المصلحة الداخليين بالالتزامات التعاقدية وفهمها، وتحديد متى تنتهك الإجراءات اللوائح.
  • تقييم جميع المخاطر وتقديم توصيات بناءً على تحليل العوامل المؤثرة في الموقف التجاري.
  • تقديم الدعم الوظيفي والإداري في إدارة التغيير، بما في ذلك التفاوض والتسوية على أوامر التغيير مع العملاء.
  • مراجعة الإجراءات والسياسات الحالية للشركة فيما يتعلق بالإدارة التجارية، وتقديم ملاحظات بناءة لتحسينها وتحديثها.

الشروط والمتطلبات

  • خبرة لا تقل عن 5 سنوات في مجال العمليات في الموانئ السعودية / قواعد الإمداد، مع إلمام قوي بوظائف هيئة الموانئ (Mawani) وخفر السواحل والجمارك (يفضل).
  • درجة البكالوريوس في الهندسة البحرية (Marine Engineering) أو الهندسة المعمارية البحرية (Naval Architect).

المهارات المطلوبة

  • إجادة استخدام تطبيقات Microsoft (Excel / Word).
  • إجادة استخدام SAP Project Management.
  • إجادة استخدام Microsoft Project.
  • خبرة في إدارة الفرق.

Job Summary

The role allows the early startup of supply base operations in line with the group’s long term business direction of operating a New Supply Base setup in KSA located in Ras Al Khair Port.

Key Responsibilities

  • Development / improve operational strategies in line with the requirement of Saudi Port Authorities, Coast Guards and Customs (Zakat) office within the Port.
  • Take charge of executing the supply base operations to meet revenue and margin targets for supply base ops and ship repairs services in the Port.
  • Engagement with new client pool and ensure customer centric support is provided for all new Marine and Offshore customers operating in KSA.
  • Deep understanding of vessels movement operational process in line with Port Authority (Mawani) and coast guard requirements.
  • Engage Mawani harbour tugs for vessel movement needs.
  • Plan and execute stevedoring operations to ensure safe and secured handling of incoming vessels into Supply Base.
  • Understanding of supply base logistical operational services.
  • Understanding of project load out (SPMT/Cranes) operations (modules, blocks, subsea pipelines) onto laydown barge.
  • Handling of clients engaged marine warranty surveyor to ensure sea fastening and load out operations were carried out in line with warranty surveyor instructions.
  • Follow up on all new clients to promote PFMC capabilities and service support to bring in new revenue stream.
  • Handle site enquiries from customers and work with commercial team to ensure timely response.
  • Follow-up the tenders with customers and agents and negotiating the Contracts/Projects.
  • Ensure timely tender estimation is carry out by commercial estimator.
  • Handle client management for PFMC within port.
  • Manage PFMC Operations team to maintain optimal critical inventory levels for materials and consumables.
  • Ensure internal stakeholders adhere to and understand contractual obligations, and also determine when processes violate regulations.
  • To be able to assess all risks and make recommendations based on analysis of factors affecting a business situation.
  • Provide functional and management support in the management of Change, including negotiation and settlement of Change/Variation Orders with the clients.
  • Review of existing company procedures and policies on commercial management, and provide constructive feedback for refining/updating of the existing procedures.

Key Requirements

  • Minimum 5 years of relevant experience in the operations - Saudi Ports / Supply Base (Strong grasp of Mawani, Coast Guards and Customs Regulatory Function Preferred)
  • Conversant in Microsoft applications (Excel / Word)
  • Conversant in SAP Project Management
  • Conversant in Microsoft Project
  • Team management experience

Education

Bachelors in Marine Engineering or Naval Architect
