تعلن شركة SYSTRA، إحدى الشركات الهندسية والاستشارية الرائدة عالمياً في مجال النقل العام والتنقل المستدام، عن فرصة توظيف (Bid Opportunity) لشغل وظيفة مدير إدارة المشاريع (Project Controls Manager) في مشاريع السكك الحديدية في الرياض. هذه المرحلة هي مجرد فرصة تقديم عطاء، وسيتم التعيين بعد الفوز بالمشروع واعتماد العميل النهائي.
نبذة عن الوظيفة
- الفرصة متاحة حالياً كمرحلة تقديم عطاء فقط (Bid Opportunity)، وسيتم أي تعاقد بعد الفوز بالمشروع واعتماد العميل النهائي.
- سيتولى مدير إدارة المشاريع قيادة وإدارة جميع وظائف إدارة المشاريع عبر مشاريع البنية التحتية الكبرى للسكك الحديدية والنقل، بما يشمل التخطيط والجدولة ومراقبة التكاليف وإعداد التقارير وإدارة المخاطر وإدارة التغيير ومراقبة الأداء.
- يُعد هذا الدور محورياً لدعم تسليم المشروع بنجاح وفقاً للميزانيات والجداول الزمنية ومعايير الجودة والالتزامات التعاقدية المعتمدة.
المهام والمسؤوليات
- قيادة وإدارة وظيفة إدارة المشاريع بشكل شامل، بما في ذلك التخطيط والجدولة ومراقبة التكاليف والمخاطر وإدارة التغيير وقياس التقدم وإعداد تقارير الأداء.
- وضع وصيانة إجراءات وأنظمة وأدوات وقوالب وبروتوكولات إعداد التقارير الخاصة بإدارة المشاريع بما يتوافق مع متطلبات PMC والعميل.
- إدارة وتوجيه فريق إدارة المشاريع لضمان التسليم الفعال عبر مجالات التخطيط والتكاليف وإعداد التقارير والمخاطر.
- مراجعة ومراقبة جداول المقاولين والاستشاريين لضمان التوافق مع معالم المشروع والمتطلبات التعاقدية واستراتيجية التسليم.
- تحليل أداء الجدول الزمني، وتحديد التأخيرات وتأثيرات المسار الحرج، والتوصية بإجراءات التخفيف والتعافي وقياس أثر الوقت عند الحاجة.
- إنشاء عمليات مراقبة التكاليف والإشراف عليها، بما في ذلك تتبع الميزانية والتنبؤ ومراقبة التدفق النقدي وتحليل التباين ومواءمة التكاليف مع التقدم الفعلي.
- إعداد وتجميع لوحات المعلومات (Dashboards) ومؤشرات الأداء الرئيسية (KPIs) وتقارير إدارة المشاريع للإدارة العليا وأصحاب المصلحة من العملاء.
- قيادة عمليات إدارة المخاطر والتغيير، بما في ذلك سجلات المخاطر وتقييمات الأثر ومراقبة الاتجاهات والتغييرات ودعم مراجعات المطالبات وتمديد الوقت.
- التنسيق مع فرق التجارة والهندسة والإنشاءات والعملاء لضمان التوافق في شؤون إدارة المشاريع والامتثال التعاقدي.
- ضمان الاستخدام الفعال لأنظمة إدارة المشاريع وسلامة البيانات وجودة التقارير والتحسين المستمر في عمليات الإدارة والحوكمة.
الشروط والمتطلبات
- خبرة لا تقل عن 20 عاماً في إدارة المشاريع والتخطيط والتكاليف وإدارة الأداء في المشاريع الرأسمالية الكبرى.
- خبرة إلزامية في مشاريع السكك الحديدية أو مشاريع البنية التحتية الكبرى للنقل.
- خبرة قوية في دول مجلس التعاون الخليجي (GCC) مطلوبة.
- خبرة في المملكة العربية السعودية مفضلة.
- خبرة مثبتة في العمل مع فرق PMC أو جهة العميل أو فرق إدارة البرامج الكبرى في مشاريع معقدة وواسعة النطاق.
- قدرة مثبتة على إدارة إدارة المشاريع عبر عقود وواجهات متعددة.
- درجة البكالوريوس في الهندسة أو إدارة الإنشاءات أو إدارة المشاريع أو مجال ذي صلة (مطلوبة).
- درجة الماجستير مفضلة.
- شهادة PMP أو PMI-SP أو AACE أو RICS أو ما يعادلها من الشهادات المهنية (مرغوب فيها).
المهارات المطلوبة
- معرفة قوية بمبادئ إدارة المشاريع وتقنيات الجدولة وأنظمة مراقبة التكاليف وممارسات إدارة المخاطر.
- إتقان استخدام برنامج Primavera P6 ومعرفة قوية بأدوات التكاليف وإعداد التقارير.
- فهم قوي لبيئات العقود من نوع EPC و Design-Build و FIDIC.

The Project Controls Manager will lead and manage all project controls functions across major railway and transportation infrastructure projects, ensuring effective planning, scheduling, cost control, reporting, risk management, change management, and performance monitoring. Missions/Main Duties
- Lead and manage the overall project controls function, including planning, scheduling, cost control, risk, change management, progress measurement, and performance reporting.
- Establish and maintain project controls procedures, systems, tools, templates, and reporting protocols in line with PMC and client requirements.
- Manage and mentor the project controls team, ensuring effective delivery across planning, cost, reporting, and risk disciplines.
- Review and monitor contractor and consultant schedules to ensure alignment with project milestones, contractual requirements, and delivery strategy.
- Analyze schedule performance, identify delays and critical path impacts, and recommend mitigation, recovery, and time impact measures where required.
- Establish and oversee cost control processes, including budget tracking, forecasting, cash flow monitoring, variance analysis, and alignment of cost with physical progress.
- Prepare and consolidate dashboards, KPIs, and project controls reports for senior management and client stakeholders.
- Lead risk and change management processes, including risk registers, impact assessments, trend monitoring, variations, and support for claims and extension of time reviews.
- Coordinate with commercial, engineering, construction, and client teams to ensure alignment on project controls matters and contract compliance.
- Ensure effective use of project controls systems, data integrity, reporting quality, and continuous improvement in controls processes and governance.
- Minimum 20 years of experience in project controls, planning, cost, and performance management on major capital projects.
- Mandatory experience in railway or major transportation infrastructure projects.
- Strong GCC experience is required.
- Saudi Arabia experience is preferred.
- Proven experience working with PMC, client-side, or major program management teams on large, complex projects.
- Demonstrated ability to manage project controls across multiple contracts and interfaces.
- Bachelor’s degree in Engineering, Construction Management, Project Management, or related field is required.
- Master’s degree is preferred.
- PMP, PMI-SP, AACE, RICS, or equivalent professional certification is desirable.
- Strong knowledge of project controls principles, scheduling techniques, cost control systems, and risk management practices.
- Proficiency in Primavera P6 and strong familiarity with cost and reporting tools.
- Strong understanding of EPC, design-build, and FIDIC-based contract environments.
- Ability to analyze complex data and provide strategic recommendations to project leadership.
- Strong leadership and team management capability.
- Excellent stakeholder management and communication skills.
- Ability to work in a high-profile, multicultural, and fast-paced delivery environment.
- Strong report-writing and presentation skills for senior executive audiences.
