The client is looking to hire a Safety Officer for the their team at Al Khobar / Dammam.

Role : The Safety Officer is responsible for developing, implementing, and enforcing safety protocols and procedures within the electrical panel manufacturing facility to ensure a safe working environment for all employees. This includes identifying potential hazards, ensuring compliance with local and international safety regulations, conducting safety training, and investigating incidents.

Key Responsibilities:

1. HSE Policy and Procedure Implementation:

➢ Assist in the development, implementation, and review of HSE policies, procedures, and work instructions in line with company objectives and regulatory requirements.

➢ Ensure all employees and contractors are aware of and adhere to company HSE policies and procedures.

➢ Conduct regular inspections of the manufacturing facility, equipment, and work practices to identify potential safety hazards specific to electrical panel manufacturing (e.g., electrical hazards, machinery guarding, lockout/tagout procedures, material handling).

➢ Ensure compliance with all relevant Saudi Arabian safety regulations and international standards (e.g., OSHA, NFPA for electrical safety).

➢ Prepare and maintain all necessary safety documentation, permits, and reports for regulatory bodies.

➢ Lead toolbox talks and regular safety meetings for all employees, emphasizing specific hazards and safe work practices in electrical panels’ manufacturing.

2. Hazard Identification and Risk Assessment:

➢ Conduct thorough risk assessments for all manufacturing processes, machinery, and new projects.

➢ Investigate all incidents, accidents, and near-misses to determine root causes and implement corrective and preventive actions.

➢ Maintain accurate records of all incidents and prepare detailed incident reports.

➢ Implement emergency response plans and conduct regular drills (e.g., fire drills, electrical shock response).

3. Training and Awareness:

➢ Develop and deliver comprehensive safety training programs for all employees, including new hire orientation, electrical safety, machine guarding, confined space entry (if applicable), fire safety, and proper use of personal protective equipment (PPE).

➢ Provide practical demonstrations of safe work procedures and equipment operation.

➢ Maintain records of all safety training conducted.

4. PPE Management:

➢ Assess PPE requirements for various tasks within the manufacturing facility.

➢ Ensure adequate stock and proper distribution of appropriate PPE (e.g., electrical gloves, safety glasses, hard hats, safety footwear etc.).

➢ Conduct regular inspections of PPE to ensure their integrity and proper use.

5. Fire Fighting Equipment Maintenance:

➢ Keep checking the adequacy of the Fire Fighting Equipment.

➢ Ensure Fire Extinguishers are inspected regularly and re-filled before their expiry or in case of pressure loss

➢ Ensure fire hydrant system is in operational status all the time.

6. Health, Safety, and Environment (HSE):

➢ Adhere to all factory HSE policies and procedures, particularly when conducting electrical tests and working with live panels.

➢ Report any unsafe conditions or practices to the immediate supervisor.

Functional Requirement:

i. Education: Graduate or Diploma

ii. International certification like NEBOSH, OSHA, and IOSH are preferred.

iii. Experience: 3-4 years of similar role.

iv. Strong knowledge of Saudi Arabian safety regulations and international safety standards applicable to industrial and electrical environments.

v. Proven experience in conducting safety audits, risk assessments, and incident investigations.

vi. Familiarity with electrical safety standards (e.g., NFPA 70E) and lockout/tagout procedures is preferred.

vii. Proficiency in developing and delivering safety training programs.
