Job Purpose:

Lead the planning, design, development, and continuous improvement of Mawhiba’s digital solutions, applications, and platforms. The role is responsible for translating business and beneficiary needs into secure, scalable, and integrated digital solutions, while ensuring effective delivery, high-quality user experiences, and alignment with Mawhiba’s IT and digital transformation strategy.

Key Responsibilities & Duties:

Digital Solutions Planning & Business Alignment

• Develop and manage the digital solutions and applications roadmap in alignment with Mawhiba’s IT and digital transformation strategy.
• Work closely with business departments to understand their needs, prioritize digital initiatives, and translate requirements into practical technical solutions.
• Evaluate existing applications and platforms and identify opportunities for modernization, integration, and improvement.
• Establish performance indicators to measure the effectiveness, adoption, and impact of digital solutions.

Solution Design & Development

• Lead the design and development of enterprise applications, digital platforms, and integrated solutions in accordance with approved technical and architectural standards.
• Oversee solution architecture, application integrations, APIs, and technical requirements to ensure scalability, reliability, security, and maintainability.
• Ensure digital solutions are designed to support integration with internal systems, external platforms, and relevant national digital services.
• Coordinate with infrastructure, operations, cybersecurity, data, and enterprise architecture functions to ensure the readiness and successful implementation of digital solutions.

Digital Products, Delivery & Quality

• Manage the full lifecycle of digital products and solutions, from requirements analysis and design through development, testing, launch, and continuous improvement.
• Lead digital delivery using suitable agile methodologies and ensure initiatives are delivered within the approved scope, timeline, budget, and quality standards.
• Oversee user experience and interface design, quality assurance, application testing, release readiness, and post-launch performance.
• Monitor usage data, beneficiary feedback, and solution performance to identify improvement opportunities and enhance digital adoption.
• Ensure proper documentation of solution architecture, integrations, technical requirements, testing results, and application support procedures.

Vendors, Governance & Innovation

• Manage technology vendors and delivery partners, monitor their performance, and ensure compliance with contractual requirements and agreed service levels.
• Ensure effective knowledge transfer from vendors and delivery partners to internal teams.
• Promote the adoption of relevant emerging technologies, including artificial intelligence, automation, and low-code solutions, based on business value and institutional needs.
• Ensure compliance with applicable digital governance, cybersecurity, data protection, and technical standards.
• Contribute to the preparation and monitoring of the department’s budget and technology requirements.

Leadership & Performance Management

• Lead, develop, and empower the Digital Solutions Development team to achieve departmental objectives.
• Set individual and team objectives, monitor performance, provide continuous feedback, and support the professional development of team members.
• Establish a high-performance environment that promotes collaboration, innovation, accountability, and continuous improvement.
• Monitor delivery progress, manage risks and priorities, and provide regular reports to the General Manager of Information Technology & Digital Solutions.
• Coordinate with internal stakeholders and external partners to ensure alignment and successful delivery of digital initiatives.

Qualifications

• Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Information Technology, Computer Engineering, or a related field.
• Relevant professional certifications in project management, agile delivery, digital product management, solution architecture, or cloud technologies are preferred.

Experience

• Minimum 8 years of total professional experience.
• At least 4 years of experience in a leadership position.
