Key Responsibilities:

1. Assume overall leadership and management of the Saudi project company, covering both the construction and operational phases, and achieve the group's annual operational targets, taking full responsibility for the company's overall performance.
2. Maintain effective communication with the group headquarters, regularly reporting on the execution of operational objectives and plans, key influencing factors and solutions, team development, and other critical matters.
3. Lead the project company's team by decomposing annual operational targets into departmental goals and driving results.
4. Regularly convene and chair company management meetings, rationally allocate resources, and supervise, urge, and coordinate cross-departmental work.
5. Optimize resource allocation to continuously reduce operational costs.
6. Ensure safe production and operations, with zero tolerance for major production safety incidents.
7. Maintain smooth and effective communication with local partners, and establish positive relationships with owners, clients, and external stakeholders to foster a favorable external environment for the company's development.
8. Identify, develop, and coordinate available resources to continuously expand business and enhance the company's operational performance.
9. Uphold and implement the group's business philosophy, core values, and management systems, creating a scientific, standardized, and positive organizational environment and corporate culture to support efficient business operations and management.
10. Develop the professional capabilities of subordinate teams and continuously build and optimize the company's talent pipeline.
11. Complete other tasks assigned by the group headquarters.

Qualifications:

1. Bachelor's degree or above (no strict discipline restriction).
2. Minimum 8 years of experience in public utility operations management, with preference for candidates having experience in engineering project construction management; at least 2 years of overall management experience in overseas projects.
3. High moral character, open-minded and proactive, with outstanding team management skills, leadership acumen, and strong overall control capabilities.
4. Strong interpersonal understanding, communication, and coordination skills; keen analytical and problem-solving abilities; proficiency in external relations, public affairs, and strategic planning and decision-making.
5. Proficient in English as a working language, with basic computer skills.
6. Willingness to be stationed overseas on a long-term basis.
