Job Title: Site Engineer - Asphalt Operations

Job Purpose

The Site Engineer - Asphalt Operations is responsible for planning, coordinating, supervising, and executing aggregate base and asphalt paving activities in accordance with approved drawings, project specifications, method statements, and the construction schedule. The role ensures that all pavement works are delivered to the required quality standards, line, level, thickness, and compaction requirements while maintaining safe working practices, optimizing resources, and ensuring accurate documentation and reporting.

Key Responsibilities

Planning & Execution

• Plan, organize, and supervise daily aggregate base course and asphalt paving operations in accordance with the approved construction program.
• Verify site readiness prior to paving activities, including subgrade preparation, survey setting-out, levels, priming, tack coat application, and surface acceptance.
• Coordinate with the asphalt plant, logistics, and construction teams to ensure uninterrupted material supply and continuous paving operations.
• Monitor and control paving activities, including paving temperatures, screed settings, layer thickness, longitudinal and transverse joints, rolling patterns, and compaction.
• Supervise aggregate base laying activities, ensuring compliance with moisture content, grading, density, compaction, and dimensional tolerances.

Quality Assurance & Technical Compliance

• Ensure all construction activities comply with approved drawings, project specifications, method statements, Inspection and Test Plans (ITPs), and quality standards.
• Coordinate with Survey, QA/QC, and laboratory personnel to facilitate inspections, field testing, and verification of line, level, thickness, and compaction.
• Identify quality deviations and implement immediate corrective actions while reporting significant non-conformities to the Pavement Manager.
• Ensure all testing and inspection records are accurately maintained and readily available for client and consultant review.

Resource & Site Management

• Supervise and manage site personnel, subcontractors, equipment, and material utilization to maximize productivity and operational efficiency.
• Coordinate daily work activities to achieve production targets while minimizing delays and material wastage.
• Monitor equipment performance and coordinate maintenance requirements to avoid operational interruptions.

Progress Monitoring & Reporting

• Maintain accurate daily site records, including executed quantities, asphalt tonnage, manpower, equipment utilization, weather conditions, delays, and site activities.
• Prepare progress reports and provide quantity measurements and supporting documentation for interim payment applications and project invoicing.
• Assist in monitoring project progress against the construction schedule and recommend recovery measures where necessary.

Health, Safety & Environmental Compliance

• Ensure full compliance with project Health, Safety, and Environmental (HSE) requirements and company safety policies.
• Conduct daily toolbox talks and promote safe working practices across all site personnel.
• Ensure that all paving operations are carried out safely and that risks are identified and mitigated before work commences.

Coordination & Communication

• Attend coordination meetings with clients, consultants, subcontractors, and internal project teams.
• Implement client and consultant instructions while ensuring compliance with contractual and technical requirements.
• Maintain effective communication with project stakeholders to ensure smooth execution of site activities.

Qualifications

• Bachelor's Degree or Diploma in Civil Engineering.
• Professional certifications related to pavement construction or quality management are considered an advantage.

Experience

• Minimum of 7+ years of experience in road, highway, airport, or major infrastructure projects.
• Proven experience in aggregate base construction, asphalt paving, and pavement operations.
• Demonstrated experience supervising asphalt laying crews, paving equipment, and construction resources on large-scale projects.

Knowledge & Technical Competencies

• Strong knowledge of asphalt paving techniques, aggregate base construction, compaction methods, and pavement quality requirements.
• Thorough understanding of paving equipment, rollers, pavers, screed operations, and joint construction.
• Ability to interpret engineering drawings, cross-sections, longitudinal profiles, survey data, and pavement design details.
• Good understanding of project specifications, method statements, Inspection and Test Plans (ITPs), and quality control procedures.
• Knowledge of asphalt temperature control, density requirements, and pavement acceptance criteria.
• Familiarity with productivity monitoring, quantity measurement, and project reporting.

• Arabic language proficiency is considered an advantage.
