Starways هي شريك تقني سعودي متخصص في التحول الرقمي الحكومي. تبحث عن محلل بيانات للعمل بشكل كامل وبحضور مكتبي في الرياض، السعودية.

المهام والمسؤوليات

  • جمع وتنظيف وتحليل البيانات من منصات حكومية متنوعة لاستخلاص رؤى قابلة للتنفيذ تدعم تحسين الخدمات واتخاذ القرارات الاستراتيجية.
  • بناء التقارير ولوحات البيانات (Dashboards) وإجراء التحليلات الإحصائية وتطوير نماذج البيانات بما يتوافق مع الأطر التنظيمية والامتثالية.
  • التعاون مع فرق متعددة التخصصات وعرض النتائج بصيغ واضحة.
  • المساهمة في التحسين المستمر لجودة البيانات ومقاييس الأداء للعملاء الحكوميين.

المهارات المطلوبة

  • مهارات تحليلية قوية وقدرات تحليل بيانات لاستخلاص الاتجاهات من البيانات المعقدة.
  • معرفة متينة في الإحصاء لتصميم التحليلات والتحقق من النتائج ودعم القرارات المستندة إلى البيانات.
  • مهارات نمذجة البيانات (Data Modeling) لبناء النماذج وتحسينها وصيانتها لأغراض التقارير والتكامل.
  • مهارات تواصل واضحة وفعالة لعرض الرؤى والتعاون مع أصحاب المصلحة التقنيين وغير التقنيين.

الشروط والمتطلبات

  • درجة البكالوريوس في علوم البيانات، الإحصاء، علوم الحاسب، الهندسة، أو مجال ذي صلة.
  • إتقان الأدوات ذات الصلة مثل SQL و Excel وأدوات BI مثل Power BI أو Tableau (الخبرة في Python أو R تعتبر ميزة إضافية).
  • خبرة في العمل مع منصات بيانات مؤسسية أو حكومية والإلمام بأطر حوكمة البيانات والامتثال تعتبر ميزة.
  • القدرة على العمل في الموقع في الرياض، وإدارة مشاريع متعددة، والتكيف مع بيئة سريعة الوتيرة وموجهة نحو المهام.

Starways builds government-grade platforms aligned with SDAIA, PDPL, NCA, and ISO compliance frameworks and supports client teams in fully owning these solutions. Its core expertise includes digital government platforms, AI and data, cloud and DevOps, enterprise applications, RPA, and technical outsourcing for leading public sector organizations.
Role Description The Data Analyst role at Starways is a full-time, on-site position based in Riyadh, Saudi Arabia. The Data Analyst will collect, clean, and analyze data from various government platforms to generate actionable insights that support service improvement and strategic decision-making. Responsibilities include building reports and dashboards, performing statistical analyses, and developing data models that align with regulatory and compliance frameworks. The role also involves collaborating with cross-functional teams, presenting findings in clear formats, and contributing to the continuous enhancement of data quality and performance metrics for government clients.
Qualifications
  • Candidates should possess strong Analytical Skills and Data Analytics capabilities to interpret complex datasets and identify trends.
  • Candidates should possess solid Statistics knowledge to design analyses, validate results, and support data-driven decisions.
  • Candidates should possess Data Modeling skills to structure, optimize, and maintain data models for reporting and integration.
  • Candidates should possess clear and effective Communication skills to present insights and collaborate with technical and non-technical stakeholders.
  • Bachelor’s degree in Data Science, Statistics, Computer Science, Engineering, or a related field.
  • Proficiency in relevant tools (e.g., SQL, Excel, BI tools such as Power BI or Tableau; experience with Python or R is a plus).
  • Experience working with enterprise or government data platforms and familiarity with data governance and compliance frameworks is beneficial.
  • Ability to work on-site in Riyadh, manage multiple projects, and adapt to a fast-paced, mission-driven environment.
