Project Overview
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.
King Salman International Airport will have a capacity of up to 120 million travelers by 2030 and 185 million travelers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050.
Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ - hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.
Job Summary
In this role, you will be accountable for supervising and managing the work of the customer's designers and contractors in the delivery of design for the airport terminal buildings Security and Access Control systems design including access control systems, intruder detection systems, surveillance systems, operational control center systems and ownership of the terminal buildings key suiting program. You will prepare estimates, work plans, progress reports and assist with the tender, evaluation and award recommendations for the Security and Access Control systems contractor(s).
You will coordinate and collaborate with other teams such as the Terminal Delivery teams, Stakeholder Management, Contracts & Procurement and Start-up/Commissioning as required through all stages of the Project life cycle. Your technical expertise and coordination will ensure outcomes meet customer and project requirements.
Major Responsibilities
- Supervision and management of the customer's designers and contractors in the delivery of terminal buildings Security and Access Control systems design.
- Review of technical submissions from designers and contractors relating to Security and Access Control systems.
- Support Contracts & Procurement in the delivery of design documentation to support procurement activities, post-tender technical evaluations, and award recommendations.
- Monitor and report on the progress and performance of the customer's designers and contractors.
- Coordinate with the Stakeholder Management team to ensure all required permits and approvals are obtained in a timely manner throughout the project lifecycle.
- Support Construction & Quality teams during execution of the works related to terminal buildings Security and Access Control systems, including resolution of Requests for Information (RFIs), field change requests, non-conformance reports, and work inspection requests.
- Support vendor factory testing and inspections for Security and Access Control systems.
- Support the Start-Up/Commissioning team from the outset to ensure start-up, commissioning, and handover requirements are addressed early in the design process, and support testing and commissioning activities during execution of the works.
- Coordinate Security and Access Control systems design with other project disciplines, and review project design criteria, vendor submissions, construction inspection records, and start-up test reports.
- Coordinate Security and Access Control systems design integration across multiple contracts, work packages, and stakeholders.
- Liaise with customer representatives as the subject matter expert and accountable person for the delivery of Security and Access Control systems engineering documentation, including presentations and reports as required.
- Conduct audits, prepare reports, and present findings related to designer, contractor, stakeholder, and project team compliance with engineering processes and policies.
- Support the production of verification packages to facilitate turnover of completed Security and Access Control systems and facilities.
Education And Experience Requirements
Requires a bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge And Skills
- Knowledge and experience with Security and Access control systems design including access control systems, intruder detection systems, surveillance systems, operational control center systems and key suiting programs
- Familiarity with applicable national and international design codes
- Familiarity with sustainability design requirements applicable to conservation of energy and water supplies and third party sustainability accreditation requirements such as LEED and PEER
- Understanding of airline industry and international regulatory codes, standards and design criteria relating to airport design
- Understanding of the requirements and approval process for the High Commission for Industrial Security (HCIS) for Saudi Arabia
- Experience with integration of airport Security and Access Control systems into building management systems and SCADA
- Knowledge of interface management and the management of system to civil and system to system interfaces
- Possesses working knowledge and production ability with computer-aided drafting software, such as AutoCAD and Revit
- Possesses a working knowledge of BIM processes, including experience designing projects in BIM platforms, particularly Revit and Navisworks
