تعلن شركة Parsons Corporation عن توفر وظيفة قائد تقنية المعلومات والاتصالات (ICT Lead) في مجال الطيران وبرج المراقبة الجوية (ATCT) للعمل في الرياض، السعودية، على أن يكون المتقدم سعودي الجنسية.

نبذة عن الوظيفة

سيعمل المرشح كمسؤول تقني رئيسي لجميع أنظمة تقنية المعلومات والاتصالات الخاصة ببرج المراقبة الجوية خلال مراحل التصميم والبناء والاختبار والتشغيل والتسليم والدعم المبكر. يتطلب ضمان تسليم البنية التحتية للاتصالات والبيانات في برج المراقبة بمعايير حيوية للمهام تناسب بيئات الملاحة الجوية والعمليات المطارية، بالإضافة إلى دعم التنسيق متعدد التخصصات بين فرق تقنية المعلومات والأنظمة منخفضة الجهد والكهرباء والميكانيكا والمعمارية والأمن وأنظمة مراقبة الحركة الجوية وأصحاب المصلحة في عمليات المطار.

المهام والمسؤوليات

  • مراجعة وثائق التصميم والرسومات وبيانات الطرق ومواد التوريد ورسومات التنفيذ ومصفوفات الربط البيني والإرساليات الفنية المتعلقة بأنظمة ICT في برج المراقبة.
  • تنسيق تسليم أنظمة الكابلات المهيكلة والألياف الضوئية وشبكات LAN/WAN وغرف الشبكات والخزائن/الرفوف وتكوين السيرفرات/سويتشات ومعمارية الشبكة والخدمات اللاسلكية وواجهات التزامن والتوقيت والاتصال الهاتفي عبر IP واتصالات بيانات مواقع العمل والمشغلين والبنية التحتية السلبية المرتبطة.
  • مراقبة متطلبات التكامل بين أنظمة ICT وأنظمة المطار/البرج الأخرى مثل التحكم في الدخول وكاميرات المراقبة والإذاعة العامة وأنظمة الاتصالات الصوتية والأنظمة الجوية وأنظمة إدارة المباني وأنظمة الإنذار ضد الحريق ومراقبة UPS ومنصات الأمان حسب الاقتضاء.
  • المشاركة في المراجعات الفنية لضمان الامتثال لمعايير العميل ومعايير سلطة الطيران ومتطلبات الأمن السيبراني وفلسفة التكرار واحتياجات الصيانة والقيود التشغيلية لمنشأة حيوية تعمل على مدار الساعة.
  • مراجعة إجراءات الاختبار والتشغيل بما في ذلك FAT وSAT وما قبل التشغيل واختبارات الأنظمة المتكاملة وخطط النقل واختبارات التبديل الاحتياطي والتحقق من التكرار وعروض الجاهزية التشغيلية.
  • دعم عمليات التفتيش الميداني والتحقق من جودة التركيب ووضع العلامات والعزل والتأريض/التوصيل والمحتوى ومواقع المعدات وسجلات التنفيذ وفق المعايير المعتمدة.
  • تتبع مخاطر التصميم والبناء وتحديد فجوات الربط البيني وإصدار التعليقات الفنية ومتابعة الإجراءات التصحيحية حتى الإغلاق.
  • المساهمة في تطوير ومراجعة أدلة التشغيل والصيانة لأنظمة ICT وإجراءات التشغيل القياسية وسجلات الأصول ومتطلبات الصيانة الوقائية وقوائم قطع الغيار وخطط التدريب وملفات التسليم.
  • التنسيق مع أصحاب المصلحة بما فيهم مشغل المطار ومستخدمي مراقبة الحركة الجوية وفرق الأمن الرقمي/السيبراني والاستشاريين والمقاولين وممثلي السلطات.
  • إعداد التقارير الفنية وتحديثات التقدم وسجلات المشكلات والتوصيات الهندسية لدعم اتخاذ القرارات الإدارية.

الشروط والمتطلبات

  • درجة البكالوريوس في هندسة تقنية المعلومات والاتصالات أو هندسة الحاسوب أو الإلكترونيات/الاتصالات.
  • خبرة لا تقل عن 15 عامًا في مجال هندسة ICT، ويفضل أن تكون في المطارات أو مرافق الملاحة الجوية أو النقل أو المباني الحيوية للمهام أو البنية التحتية عالية التوفر.
  • خبرة مثبتة في مراجعة التصميم والإشراف الميداني والاختبار والتشغيل والتسليم لأنظمة ICT.
  • خبرة في مشاريع المطارات أو الطيران أو المنشآت الحيوية تعتبر ميزة قوية.
  • خبرة في البنية التحتية للشبكات النشطة والسلبية وأنظمة الألياف الضوئية ومعمارية LAN/WAN وتخطيط الرفوف والتوصيل ومفاهيم مرونة الشبكة.

المهارات المطلوبة

  • معرفة جيدة بأنظمة الكابلات المهيكلة والألياف الضوئية والشبكات المعتمدة على IP وغرف الاتصالات ومفاهيم التكرار وإدارة الربط البيني.
  • معرفة بممارسات تركيب ICT وتنسيق الاحتواء وواجهات التأريض/التوصيل وبيانات تخطيط الغرف ومتطلبات إيواء المعدات.
  • معرفة عملية بأدوات الاختبار والممارسات لاعتماد الكابلات النحاسية والألياف والتحقق من اتصال الشبكة.

Job Description

Parsons is looking for an experienced ICT Lead - Aviation, ATCT - Saudi National to plan, coordinate, review, and technically support the ICT systems Passive and active networks for serving the ATCT and associated external areas, ensuring the systems are fit for operational use, integrated with other airport platforms, secure, resilient, maintainable, and compliant with project and authority requirements.

You will act as the focal technical engineer for all tower-related ICT systems during design, construction, testing and commissioning, handover, and early operations support. Ensuring the ATCT communication and data infrastructure is delivered to a mission-critical standard suitable for air navigation and airport operational environments. Supporting interdisciplinary coordination among ICT, ELV, electrical, mechanical, architectural, security, ATC systems, and airport operations stakeholders.

What You'll Be Doing;

  • Review design documents, drawings, method statements, material submittals, shop drawings, interface matrices, and technical submissions related to ATCT ICT systems.
  • Coordinate the delivery of structured cabling systems, fiber backbone, LAN/WAN connectivity, network rooms, cabinets/racks, switches/ servers configuration, network architecture, wireless services, timing/synchronization interfaces, IP telephony, operator work position data connectivity, and associated passive infrastructure.
  • Monitor integration requirements between ICT systems and other airport/tower systems such as access control, CCTV, public address, voice communication systems, meteorological systems, BMS, fire alarm, UPS monitoring, and security platforms where applicable.
  • Participate in technical reviews to ensure compliance with client standards, aviation authority criteria, cyber-security requirements, redundancy philosophy, maintainability needs, and operational constraints of a 24/7 critical facility.
  • Review testing and commissioning procedures including FAT, SAT, pre-commissioning, integrated systems testing, cutover plans, failover testing, redundancy verification, and operational readiness demonstrations.
  • Support site inspections and verify that installation quality, labeling, segregation, grounding/bonding, containment, equipment placement, and as-built records meet approved standards.
  • Track design and construction risks, identify interface gaps, issue technical comments, and follow up corrective actions to closure.
  • Contribute to the development and review of ICT O&M manuals, SOPs, asset registers, preventive maintenance requirements, spare parts lists, training plans, and handover dossiers.
  • Coordinate with stakeholders including airport operator, ATC users, digital/cyber-security teams, consultants, contractors, and authority representatives.
  • Prepare technical reports, progress updates, issue logs, and engineering recommendations for management decision-making.
  • Structured cabling system (copper and fiber optic backbone/distribution).
  • Local area network, switching infrastructure & configuration, network cabinets, patching, and network architecture, integration, cybersecurity and physical layer management.
  • ATCT data connectivity for operational systems and operator positions.
  • IP telephony / voice and data interfaces supporting tower operations.
  • Wireless access services where approved for operational or administrative zones.
  • Server room / telecom room fit-out interfaces, racks, UPS-fed ICT loads, environmental monitoring, and cable management.
  • External ICT links serving guard post, security checkpoint, perimeter/fence interfaces, parking/ancillary facilities, and inter-building communications, as applicable within the project scope.
  • Integration touchpoints with security, ELV, and digital airport platforms.


What Required Skills You'll Bring;

  • Bachelor’s degree in ICT Engineering, Computer Engineering, Electronics / Communications Engineering.
  • Minimum 15 years of relevant experience in ICT engineering, preferably within airports, air navigation facilities, transportation, mission-critical buildings, or other high-availability infrastructure.
  • Demonstrated experience in design review, site supervision, testing and commissioning, and handover of ICT systems.
  • Good knowledge of structured cabling, fiber systems, IP-based networks, telecom rooms, redundancy concepts, and interface management.
  • Airport, aviation, or critical-facility project experience is strongly preferred.
  • Experience of active and passive network infrastructure, fiber optic systems, LAN/WAN architecture, rack layout, patching, and network resilience concepts, network architecture.
  • Knowledge of ICT installation practices, containment coordination, grounding/bonding interfaces, room data layouts, and equipment accommodation requirements.
  • Working knowledge of testing tools and practices for copper/fiber certification and network connectivity validation.
  • Awareness of cyber-security coordination requirements for operational technology and airport systems environments.
  • Ability to interpret project specifications, standards, interface control documents, risk registers, and testing protocols.
