شركة رائدة في قطاع التعدين والتصنيع تبحث عن مدير HSSE والسلامة من الحرائق (سعودي الجنسية) للعمل في موقعها التصنيعي بالمملكة العربية السعودية، لقيادة وإدارة وظيفة الصحة والسلامة والبيئة والأمن والسلامة من الحرائق في الموقع مع ضمان الامتثال الكامل للمتطلبات القانونية ومعايير الشركة.

المهام والمسؤوليات

  • تطوير وتنفيذ خطة EHSS السنوية، وخطة التأهب للحرائق والطوارئ، وأهداف أداء EHSS للموقع؛ مراقبة مؤشرات الأداء الرئيسية وإبلاغ النتائج للإدارة.
  • توفير القيادة والحوكمة لأداء EHSS للمقاولين، بما يشمل متطلبات نطاق العمل، وجاهزية التعبئة، والتدقيق/التفتيش، وفرض الإجراءات التصحيحية.
  • قيادة إدارة الحوادث عالية الاحتمال، وضمان التحقيقات في الوقت المناسب، والتحقق من الأسباب الجذرية، ودفع إغلاق الإجراءات مع المساءلة القوية والجاهزية للتدقيق.
  • ضمان إدارة المخاطر بفعالية: الموافقة على تقييمات المخاطر للأعمال عالية الخطورة، والتحقق من تنفيذ الضوابط الحرجة، وإجراء جولات ميدانية قيادية وعمليات ضمان.
  • الإشراف على جاهزية أنظمة الحماية من الحرائق، وتقييمات مخاطر الحرائق، والتدريبات على الطوارئ، وقدرة الاستجابة للطوارئ، بما يضمن التوافق مع المعايير المعمول بها واحتياجات الموقع.
  • الحفاظ على واجهة قوية مع الجهات الخارجية والجهات التنظيمية (مثل الهيئة الملكية/الهيئة العليا للصناعات الكيميائية حسب التطبيق)، ودعم عمليات التفتيش/التدقيق، وضمان إغلاق النتائج والأدلة على الامتثال في الوقت المناسب.
  • قيادة وتطوير فريق EHSS والسلامة من الحرائق في الموقع من خلال التدريب وبناء القدرات وإدارة الأداء وتخطيط التعاقب الوظيفي؛ تعزيز ثقافة سلامة استباقية.

الشروط والمتطلبات

  • درجة البكالوريوس في هندسة السلامة، أو هندسة الحرائق، أو الهندسة البيئية، أو مجال ذي صلة (يفضل درجة الماجستير).
  • خبرة من 10 إلى 15 سنة في مجال EHSS في العمليات الصناعية، بما في ذلك 5 سنوات على الأقل في دور إشرافي/إداري مع المسؤولية عن أداء EHSS وحوكمة المقاولين وإدارة الحرائق والطوارئ.
  • شهادة NEBOSH دبلوم (يفضل) / NEBOSH IGC (كحد أدنى) أو ما يعادلها.
  • مؤهل في السلامة من الحرائق (مثل تدريب قائم على NFPA، أو إدارة السلامة من الحرائق/ضابط حرائق) مرغوب فيه.
  • مؤهل تدقيق داخلي/رئيسي ISO 45001.

Our client in the Mining and Manufacturing sector is looking for a Saudi National HSSE and Fire Manager for its manufacturing site in Saudi Arabia to lead and manage site-wide HSSE and Fire function, ensuring full compliance with legal requirements and company standards.

Duties & Responsibilities

The client is only considering Saudi Arabian nationals for this role.

This is a leadership role responsible for driving EHSS strategy, contractor governance, regulatory compliance, emergency preparedness, fire protection, incident management, and the development of a strong safety culture across the site.

What You'll Do

  • Develop and execute the annual EHSS plan, fire & emergency readiness plan, and site EHSS performance targets; monitor KPIs and report performance to leadership.
  • Provide leadership and governance over contractor EHSS performance, including SOW requirements, mobilization readiness, audits/inspections, and enforcement of corrective actions.
  • Lead incident management for high-potential events, ensure timely investigations, validate root causes, and drive closure of actions with strong accountability and audit defensibility.
  • Ensure effective risk management: approve risk assessments for high-risk work, verify implementation of critical controls, and conduct field leadership engagements and assurance checks.
  • Oversee fire protection systems readiness, fire risk assessments, emergency drills, and emergency response capability, ensuring alignment with applicable standards and site needs.
  • Maintain strong interface with external stakeholders and regulators (e.g., Royal Commission/HCIS as applicable), support inspections/audits, and ensure timely closure of findings and compliance evidence.
  • Lead and develop the site EHSS & Fire team through coaching, capability building, performance management, and succession planning; foster a proactive safety culture.

What We're Looking For

  • Bachelor’s degree in Safety Engineering, Fire Engineering, Environmental Engineering, or related discipline (Master’s degree preferred).
  • 10-15 years of EHSS experience in industrial operations, including at least 5 years in a supervisory/managerial role with accountability for site EHSS performance, contractor governance, and fire & emergency management.
  • NEBOSH Diploma (preferred) / NEBOSH IGC (minimum) or equivalent.
  • Fire safety qualification (e.g., NFPA-based training, Fire Officer/Fire Safety Management) desirable.
  • ISO 45001 internal/lead auditor qualification.
  • Strong leadership and influencing skills; able to set direction, hold stakeholders accountable, and drive sustained improvements.
  • Competent in emergency management, incident command coordination, and crisis communications.
  • Strong analytical and reporting skills; comfortable with KPIs, dashboards, and executive presentations.
