تعلن شركة KBR, Inc. عن وظيفة Community Planner (بتصريح أمني سري) للعمل في قاعدة الأمير سلطان الجوية (PSAB) بالمملكة العربية السعودية.
نبذة عن الوظيفة
يقوم البرنامج بتوفير خدمات دعم القاعدة في قاعدة الأمير سلطان الجوية (PSAB) بالمملكة العربية السعودية، لدعم الجناح 378 للحملة الجوية (AEW) والشركاء ووحدات الإيجار. يشمل البرنامج تخطيطاً مجتمعياً وإدارة الأنشطة المتعلقة بالجوانب البشرية والمادية للمجتمع والخطط الإقليمية والحضرية والشاملة واستخدامات الأراضي. يتولى المخطط المجتمعي تسهيل تطوير وصيانة خطة تطوير القاعدة (IDP) وغيرها من الدراسات التخطيطية الشاملة التي تُستخدم أساساً لقرارات التخطيط والاستثمار في القاعدة.
المهام والمسؤوليات
- ضمان تخطيط الاستخدام المتوافق بين تطوير المرافق والبنية التحتية داخل القاعدة وخارجها، وتطوير منظور محلي وإقليمي للظروف خارج القاعدة.
- التخطيط والبرمجة ووضع الميزانيات وتنفيذ المشاريع المطلوبة لدعم البرامج المسندة، باستخدام أدوات تقدير التكاليف لإنتاج تقديرات حكومية.
- جمع البيانات وتقييم العوامل المؤثرة في التطوير المادي وصيانة وإدارة أصول البنية التحتية للقاعدة.
- إعداد دراسات تخطيطية وتطبيق أدوات وتحليل البيانات الكمية والنوعية.
- العمل كعضو متكامل في الفريق، والتعاون مع القوات الأمريكية المنتشرة في المملكة العربية السعودية ومشاركة المعلومات مع أعضاء الفريق الآخرين.
- ضمان تحقيق جميع أهداف الأداء التعاقدي وتقديم التسليمات التعاقدية للحكومة.
- العمل مع قوة عاملة متنوعة ودولية ومتعددة المهارات.
- التواجد خلال ساعتين من الإخطار للاجتماع مع موظفي الحكومة في القاعدة.
- ضمان تقديم الخدمات بنجاح لـ 4,000 فرد (بهامش 10% زيادة أو نقصان) في جميع الأوقات.
- المسؤولية عن الاستخدام السليم والمحاسبة والحفاظ على جميع الممتلكات المقدمة من الحكومة والمقاولين (بما في ذلك المرافق والمعدات والأدوات والمعلومات والبيانات).
- الامتثال لجميع القوانين الأمريكية وقانون العمل السعودي والمعايير الحاكمة النهائية (FGS) ووثيقة التوجيه البيئي الأساسي لما وراء البحار (OEBGD) وتعليمات القوات الجوية (AFI) والمعايير المحلية.
- أداء مهام أخرى حسب تكليف الإدارة.
الشروط والمتطلبات
- درجة البكالوريوس في التخطيط المجتمعي أو الهندسة المعمارية أو الهندسة (يمكن الاستغناء عنها بخبرة تخطيط مجتمعي كافية).
- خبرة عمل لا تقل عن 4 سنوات في مشاريع مماثلة.
- الجنسية الأمريكية ورخصة قيادة أمريكية سارية.
- جواز سفر (كتابي وليس بطاقة) مع صلاحية متبقية لا تقل عن 13 شهراً و6 صفحات فارغة للتأشيرات.
- تصريح أمني سري أمريكي ساري المفعول والحفاظ عليه.
- إجادة القراءة والكتابة والتحدث باللغة الإنجليزية بطلاقة.
- استيفاء متطلبات مسرح CENTCOM MOD-15.
- يفضل الالتحاق بدورة AFIT WENG 519 لمبادئ تخطيط القواعد الجوية.
- يفضل خبرة في إنشاء القواعد الجوية الأمريكية / قواعد القوات الجوية الخام وإدارة التغيير والنمو.

Roles And Responsibilities
- Ensures compatible use planning between on and off installation facility and infrastructure development and land use and develops a regional and local vicinity perspective of conditions off the installation
- Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, and program projects.
- Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.
- Prepares planning studies, applies tools, and analyzes quantitative and qualitative data.
- This position shall function as an integral team member, cooperating with and supporting U.S. deployed forces, Kingdom of Saudi Arabia (KSA) and shall share information with other integral team members as required.
- Ensure all contractual performance objectives are met and contractual submittals are provided to the government.
- Work with a diverse, international, and multi-skill workforce
- As required, be available within two (2) hours of notification to meet on the installation with Government personnel.
- Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%, at all times.
- Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment tools, information and Data).
- Ensure compliance with all US laws, Saudi Labor Law, Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Air Force Instruction (AFI) and local standards
- Performs other duties as assigned.
- May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull, and lift heavy equipment.
- Use of Land Mobile Radios, cell phones, laptops, and other devices to maintain contact and accountability of work activities.
- Work will be indoors and outdoors.
- Exposure to heat, cold, dust, noise, chemicals may occur.
- Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.
- Employees must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
- Task specific work environment training may be provided.
- Must be prepared to function in a wartime or contingency environment to support U.S. interests.
- Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.
- Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.
- Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.
- Work requires moderate to heavy physical exertion including walking to operating areas and walking up stairs.
- Bachelor’s Degree in Community Planning, Architecture, or Engineering
- Community Planning Experience above minimum may waive requirement for a bachelor’s degree
- Minimum 4 years’ work experience with similar project.
- Must be a U.S. Citizen with a current U. S. Driver's License.
- Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
- Must have and maintain a valid U. S. SECRET Security Clearance
- Must be able to read, write, speak and understand English fluently
- Candidates must also meet CENTCOM MOD-15 theater requirements.
- Attendance at the AFIT WENG 519, Air Force Installation Planning Principles course, highly desired.
- Experience setting up DOD/USAF Bare Bases as well as performing change and growth management.
