  • الإشراف على أداء العمليات اليومية وحالة الطرق السريعة والشوارع الحضرية والتقاطعات وممرات النقل والبنية التحتية المرتبطة بها.

  • تطوير وتنفيذ تدابير إدارة حركة المرور للحفاظ على الحركة الآمنة والفعالة أثناء الاضطرابات المخطط لها وغير المخطط لها.
  • إجراء عمليات تفتيش فنية منتظمة وتقييمات حالة الطرق والأرصفة والتقاطعات والبنية التحتية المرتبطة بها.
  • تحديد عيوب الرصف بما في ذلك التشققات والحفر والتخدد والتسوية وتدهور السطح ومشاكل حالة الأصول الأخرى.
  • تطوير وتنسيق برامج الصيانة الوقائية والتصحيحية للطرق بناءً على حالة الأصول والأولوية التشغيلية ومتطلبات دورة الحياة.
  • دعم تخطيط وتنفيذ إعادة تأهيل الرصف وإعادة السطح وعلامات الطرق وأنشطة الصيانة المرتبطة بها.

  • تقييم سعة شبكة الطرق مقابل الطلب المتوقع على الفعاليات وتحديد نقاط الازدحام المحتملة قبل الفعاليات الكبرى.
  • تنسيق عمليات شبكة الطرق مع استراتيجيات الوصول والمغادرة لمواقف السيارات لتقليل الاصطفاف والازدحام حول الوجهات الرئيسية.
  • تحليل بيانات الاتصالات التاريخية وفي الوقت الفعلي لتحديد مناطق الازدحام المتكرر ونقاط الاختناق في الشبكة وفرص التحسين التشغيلي.
  • دعم تكامل أجهزة ITS على جانب الطريق وإشارات المرور وكاميرات CCTV ولوحات الرسائل المتغيرة (VMS) وأجهزة كشف حركة المرور وتقنيات التنقل الذكية الأخرى.
  • التنسيق في تكامل أنظمة الطرق وITS مع منصة عمليات المدينة المركزية أو منصة إدارة المرور.
  • دعم التخطيط والجاهزية التشغيلية للتقنيات المستقبلية المتصلة والمستقلة والتنقل الناشئ حيثما ينطبق.
  • تطوير ومراقبة مؤشرات أداء الشبكة التي تغطي تدفق حركة المرور والازدحام والحوادث وحالة الأصول وتوفر النظام وأداء الصيانة.
  • الاحتفاظ بسجلات دقيقة لأصول الطرق ونتائج التفتيش وتواريخ الصيانة وسجلات الحوادث والبيانات التشغيلية باستخدام GIS أو CMMS أو أنظمة إدارة الأصول.
  • إعداد تقارير فنية وتقييمات مرورية ولوحات معلومات وتوصيات الصيانة وعروض تقديمية للإدارة.
  • تحديد المخاطر التشغيلية والمتعلقة بالأصول وتطوير تدابير التخفيف والتحسين العملية.
  • التنسيق مع إدارة الأصول وعمليات مواقف السيارات والنقل العام وإدارة المرافق وتكنولوجيا المعلومات والاتصالات والأمن والصحة والسلامة والبيئة والمقاولين والاستشاريين وبائعي التكنولوجيا.
  • دعم الاستجابة للطوارئ وإدارة الحوادث واستمرارية الأعمال وأنشطة استعادة شبكة الطرق.
  • تعزيز سلامة الطرق وموثوقية الأصول والتنقل الذكي والتحسين المستمر عبر عمليات المدينة.
  • أداء المسؤوليات الأخرى المرتبطة بهذا المنصب حسب الاقتضاء.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو هندسة النقل أو هندسة الطرق أو هندسة المرور أو تخصص تقني ذي صلة.
  • خبرة لا تقل عن 10 سنوات في صيانة الطرق أو هندسة الطرق السريعة أو عمليات المرور أو ITS أو هندسة النقل أو عمليات البنية التحتية ذات الصلة.
  • خبرة لا تقل عن سنتين في دعم المشاريع العملاقة أو البلديات الكبرى أو المدن الذكية أو الوجهات الرئيسية أو البيئات الحضرية المعقدة المماثلة.
  • عضوية/تسجيل نشط في الهيئة السعودية للمهندسين (SCE).

Job Description

Parsons is looking for an amazingly talented Senior Road Network Engineer (ITS) - City Operations & Maintenance (Saudi National) to join our team! In this role you will get to oversee the operational performance, safety, asset condition, and continuous traffic flow of a city-wide road network within a landmark giga-project. You will support Intelligent Transportation Systems (ITS), traffic operations, road asset maintenance, event mobility, and smart-city integration to ensure highways, urban streets, and transit corridors operate safely and efficiently during daily operations and major events.

What You'll Be Doing

  • Oversee the day-to-day operational performance and condition of highways, urban roads, intersections, transit corridors, and associated road infrastructure.
  • Monitor real-time traffic conditions using Intelligent Transportation Systems (ITS), traffic management platforms, roadside sensors, CCTV, and traffic data feeds.
  • Analyze traffic speeds, volumes, congestion levels, travel times, incidents, and network performance to identify operational issues.
  • Monitor and optimize intelligent traffic signal operations and timing plans to improve traffic flow and reduce congestion.
  • Coordinate with Traffic Management Centers (TMC), City Operations, Security, emergency services, and other stakeholders during incidents and network disruptions.
  • Support rapid response to road accidents, vehicle breakdowns, obstructions, and other incidents affecting network availability.
  • Develop and implement traffic management measures to maintain safe and efficient movement during planned and unplanned disruptions.
  • Conduct regular technical inspections and condition assessments of roads, pavements, intersections, and associated infrastructure.
  • Identify pavement defects including cracking, potholes, rutting, settlement, surface deterioration, and other asset condition issues.
  • Develop and coordinate preventive and corrective road maintenance programs based on asset condition, operational priority, and lifecycle requirements.
  • Support planning and delivery of pavement rehabilitation, resurfacing, road marking, and associated maintenance activities.
  • Monitor the condition and maintenance of road barriers, guardrails, street lighting, stormwater drainage, road markings, signage, and associated roadside assets.
  • Coordinate maintenance activities to minimize disruption to traffic and maintain safe access throughout the network.
  • Monitor contractors performing road, ITS, and associated infrastructure maintenance and verify compliance with approved SLAs, KPIs, specifications, and safety requirements.
  • Develop and review Temporary Traffic Management (TTM) plans for construction activities, maintenance works, concerts, sporting events, festivals, and other major events.
  • Plan safe diversions, detours, temporary lane closures, traffic control arrangements, and alternative access routes.
  • Coordinate event traffic strategies with parking, public transport, security, emergency response, venue operations, and mobility teams.
  • Assess road network capacity against anticipated event demand and identify potential congestion points before major events.
  • Coordinate road network operations with parking arrival and departure strategies to reduce queuing and congestion around major destinations.
  • Analyze historical and real-time traffic telemetry to identify recurring congestion zones, network bottlenecks, and operational improvement opportunities.
  • Support integration of roadside ITS devices, traffic signals, CCTV, Variable Message Signs (VMS), traffic detectors, and other smart mobility technologies.
  • Coordinate integration of road and ITS systems with the central City Operations or Traffic Management platform.
  • Support planning and operational readiness for connected, autonomous, and emerging mobility technologies where applicable.
  • Develop and monitor network performance indicators covering traffic flow, congestion, incidents, asset condition, system availability, and maintenance performance.
  • Maintain accurate road asset records, inspection findings, maintenance histories, incident logs, and operational data using GIS, CMMS, or asset management systems.
  • Prepare technical reports, traffic assessments, dashboards, maintenance recommendations, and management presentations.
  • Identify operational and asset-related risks and develop practical mitigation and improvement measures.
  • Coordinate with Asset Management, Parking Operations, Public Transport, Facilities Management, ICT, Security, HSE, contractors, consultants, and technology vendors.
  • Support emergency response, incident management, business continuity, and road network recovery activities.
  • Promote road safety, asset reliability, smart mobility, and continuous improvement across City Operations.
  • Perform other responsibilities associated with this position as appropriate.


What Required Skills You'll Bring

  • Bachelor's Degree in Civil Engineering, Transportation Engineering, Highway Engineering, Traffic Engineering, or a related technical discipline.
  • Minimum 10+ years of experience in road maintenance, highway engineering, traffic operations, ITS, transportation engineering, or related infrastructure operations.
  • Minimum 2+ years of experience supporting giga-projects, major municipalities, smart cities, major destinations, or similarly complex urban environments.
  • Active membership/registration with the Saudi Council of Engineers (SCE).
  • Strong technical knowledge of road network operations, highway engineering, traffic management, and road asset maintenance.
  • Strong understanding of Intelligent Transportation Systems (ITS) and their application to real-time traffic operations.
  • Experience with:
  • Traffic Management Systems
  • Traffic signal control systems
  • CCTV and incident detection
  • Variable Message Signs (VMS)
  • Traffic detectors and roadside sensors
  • Traffic data and telemetry
  • Smart traffic control technologies
  • Strong understanding of traffic flow, road capacity, congestion management, intersection operations, and network performance.
  • Experience developing or reviewing Temporary Traffic Management (TTM) plans, diversions, detours, and lane closure arrangements.
  • Experience supporting major event traffic and transportation operations.
  • Strong knowledge of road and pavement inspection, maintenance, rehabilitation, and lifecycle management.
  • Knowledge of associated road assets including barriers, signage, road markings, drainage, and street lighting.
  • Strong knowledge of relevant international highway and transportation standards, including AASHTO, and applicable Saudi transportation requirements and standards.
  • Experience using traffic simulation and modelling software such as VISSIM or equivalent.
  • Familiarity with GIS platforms, CMMS, road asset management systems, and digital reporting tools.
  • Ability to analyze traffic and asset performance data and translate findings into practical operational recommendations.
  • Strong understanding of road safety, traffic incident management, and emergency response requirements.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Excellent written and verbal communication skills.
  • Ability to coordinate effectively with clients, authorities, emergency services, contractors, consultants, technology providers, and multidisciplinary operational teams.


What Desired Skills You'll Bring

  • Experience supporting road and ITS operations within Saudi Arabian giga-projects, smart cities, major municipalities, airports, entertainment destinations, or large master-planned developments.
  • Experience within City Operations, Traffic Operations, Transportation Management, Asset Management, or highway maintenance environments.

  • Familiarity with Saudi road authority requirements and relevant MOTLS, municipality, and road safety standards.
  • Experience working within Delivery Partner, PMC, client-side, or major program environments.
  • Strong stakeholder management and multidisciplinary coordination capabilities.
