شركة بارسونز (فرع الرياض) تسعى لتوظيف محترف متميز في إدارة العقود تحت مسمى "Senior Contract Administration Staff" لدعم مشروع سكك حديدية رئيسي في الرياض. ستعمل ضمن فريق متخصص في تقييم المطالبات والدفاع عنها تحت إشراف مدير المطالعات.

المهام والمسؤوليات

  • إجراء تحليل التأخير في المطالبات والنزاعات المعقدة.
  • تحليل مطالبات تمديد الوقت وإعداد توصيات بشأن الاستحقاق.
  • تقييم أضرار التأخير والتعطيل.
  • دعم المطالبات الرئيسية والمساهمة في استراتيجيات حل النزاعات.
  • الفحص المبدئي للمطالبات الواردة من المقاولين عبر: التحقق من تقديمها ضمن الأطر الزمنية التعاقدية، والتأكد من معقولية الإثبات الأولي، وتقديم المشورة بشأن الامتثال الإداري للعقد.
  • التحليل الجنائي للمطالبات والمطالبات المحتملة من خلال: مراجعة مطالبات المقاولين، والتنسيق مع فريق المشروع للحصول على المعلومات، والتحقيق في القضايا الفنية للإنشاءات، وتحليل المسار الحرج للجدول الزمني، وتحديد أي تأخير متزامن ناجم عن المقاول، وصياغة دفاع العميل أو المطالبة المضادة، وتحديد استحقاق المقاول (إن وجد) فيما يتعلق بتغيير النطاق، وتمديد الوقت، والمبلغ المالي.
  • تقديم مدخلات تخطيط جنائي متخصصة في التقارير عبر: كتابة تقارير مطالبات واضحة وشاملة، وتأكيد نتائج التحليل الجنائي، وإعداد مستندات للمراجعة من قبل أقران إدارة العقود، ودعم التقديمات إلى المهندس، وإعداد عروض تقديمية موجزة لأصحاب المصلحة الداخليين.

الشروط والمتطلبات

  • درجة في الهندسة المدنية أو تخصص ذي صلة بالإنشاءات (الهندسة، المساحة الكمّية، أو ما يعادلها) - إلزامي.
  • خبرة لا تقل عن 10 سنوات بعد التخرج في مشاريع مدنية ثقيلة.
  • خبرة إنشائية في قطاع السكك الحديدية / المترو - إلزامي.
  • عضوية كاملة في مؤسسة مهنية تقنية (MICE, MRICS, IEAust أو ما يعادلها).
  • معرفة بعقود فيديك (FIDIC) أو ما يعادلها.
  • خلفية قوية في التخطيط والبرمجة لمشاريع إنشائية بمليارات الدولارات.

المهارات المطلوبة

  • خبرة قوية في المطالبات التعاقدية الكبرى وحل النزاعات، مع قدرة مثبتة على إجراء تحقيقات جنائية في القضايا الفنية للإنشاءات، وتحليل تأخير البرنامج، وتقييم المبلغ المالي.
  • معرفة سليمة ببروتوكولات SCL والممارسات الموصى بها من AACE لمطالبات تمديد الوقت.
  • خبرة في بناء برامج تمديد الوقت باستخدام برنامج Primavera (مفضلة) أو القدرة على ذلك.
  • معرفة جيدة بالعمل مع برنامج Primavera.
  • معرفة أو إلمام عادل ببرنامج TILOS.
  • مهارات تواصل شفهية وكتابية وعرضية قوية.
  • مهارات تنظيم وإدارة وقت ممتازة.
  • مظهر لائق وقدرة على التعبير بوضوح.

Job Description

Parsons is seeking a highly talented Senior Contract Administration professional to support a major rail project. In this role, you will provide expert advice on construction claims, including forensic planning, schedule delay analysis, acceleration, disruption and productivity analysis, as well as general claims assessment and defense support. Reporting to the Senior Claims Manager, you will be a senior member of a team of Contract Administrators and Claims Specialists responsible for assessing and defending contractors’ claims. The ideal candidate will have strong stakeholder management skills, a proven track record of successfully resolving delay and disruption claims on major civil projects, and a technical background in engineering, quantity surveying, or a related field.

What You'll Be Doing

  • Undertake delay analysis on complex claims and disputes.
  • Analyze extension-of-time claims and prepare recommendations on entitlement.
  • Assess delay and disruption damages.
  • Support major claims and contribute to dispute resolution strategies.
  • Pre-qualify claims received from contractors by:
    • Checking that claims are submitted within contractual timescales.
    • Confirming that initial substantiation provided by contractors is reasonable.
    • Advising whether claims are administratively compliant with the contract.
  • Conduct forensic analysis of claims and potential claims by:
    • Reviewing contractors’ claims and potential claims.
    • Liaising with the project team to obtain relevant background information and documentation.
    • Investigating technical construction issues in detail.
    • Undertaking delay analysis of the program’s critical path.
    • Identifying any contractor-caused concurrent delay.
    • Formulating the client’s defense and/or counterclaim, as appropriate.
  • Ascertain contractor entitlement, if any, in relation to:
    • Change in scope.
    • Extension of time.
    • Financial quantum.
  • Provide expert forensic planning input into reports by:
    • Writing clear and comprehensive claims reports.
    • Confirming the results of forensic analysis of claims and potential claims.
    • Preparing documents for review, analysis, and approval by Contract Administration peers.
    • Supporting submissions to the Engineer for formal consideration.
    • Developing summary presentations for key internal stakeholders.
What Required Skills You'll Bring

  • Degree in civil engineering is essential, or in a construction-related discipline (e.g., engineering, quantity surveying, or equivalent).
  • At least 10 years of relevant post-qualification experience on heavy civils projects.
  • Rail/Metro sector construction experience is essential.
  • Full membership of a technical professional institution (e.g., MICE, MRICS, IEAust, or equivalent).
  • Knowledge of FIDIC contracts (or equivalent).
  • Strong planning and programming background on multi-billion-dollar construction projects.
  • Strong background in major contract claims and dispute resolution, with a proven ability to:
    • Conduct forensic investigations of technical construction issues.
    • Undertake program delay analysis.
    • Assess financial quantum.
  • Sound knowledge of SCL Protocols and AACE Recommended Practices for extension-of-time claims.
  • Experience in building programmes for extension of time using Primavera is preferred, or the ability to do so.
  • Good working knowledge of Primavera.
  • Fair knowledge or familiarity with TILOS.
  • Strong oral, written, and presentation skills.
  • Excellent organizational and time management skills.
  • Presentable and articulate.
