We're Hiring: Human Capital Localization & Capability Development Manager

Madinah, Kingdom of Saudi Arabia | Government & Public Service

What you'll do:

• Lead human capital localization strategies aligned with national Saudization goals
• Drive talent acquisition efforts to build strong local talent pipelines
• Design and deliver training, mentorship, and career development programs
• Partner with business leaders to close skill gaps through tailored development plans
• Own succession planning, competency frameworks, and performance development
• Report on localization KPIs and capability outcomes to senior stakeholders
• Liaise with HRDF, the Ministry of Human Resources and Social Development, and other government entities
• Build partnerships with universities, training providers, and industry bodies

What you bring:

• 10+ years of experience in talent acquisition, HR development, or localization/capability-building
• A proven track record delivering Saudization and localization programs
• Strong expertise in training needs analysis and capability program design
• Experience engaging with government entities on workforce nationalization
• Excellent stakeholder management and program leadership skills
• Bachelor's degree in HR, Business Administration, or related field (CIPD/SHRM a plus)
• Fluency in Arabic and English preferred
• Willingness to be based in Madinah, KSA
