المهام والمسؤوليات

التميز التشغيلي وإدارة السفن: - دعم رئيس العمليات الإقليمي في الإشراف على عمليات الوكالة المتعلقة بأنشطة السفن في المنطقة. - تنسيق تخطيط زيارة السفن وتعديلات الجداول وتخطيط الأرصفة والتنفيذ التشغيلي مع الوكلاء والمحطات. - العمل كحلقة وصل رئيسية بين العمليات الإقليمية وفرق عمليات السفن في المكتب الرئيسي والمحطات والوكلاء المحليين لضمان التواصل الفوري وحل المشكلات. - مراقبة أداء السفن ودعم المبادرات لزيادة استغلال السفن وتحسين سرعة المناولة في المحطات. - تتبع مؤشرات الأداء الرئيسية (KPIs) عبر الوكلاء الإقليميين، وتحديد فجوات الأداء، ودعم تنفيذ الإجراءات التصحيحية. - تنسيق أنشطة تخطيط تخزين السفينة والبضائع مع ضمان الامتثال لمعايير السلامة والمتطلبات التنظيمية ولوائح IMDG وتعليمات البضائع الخاصة. - دعم المناولة الآمنة ونقل البضائع الخاصة، بما في ذلك البضائع المشروعية (Project Cargo) والبضائع خارج الأبعاد (Out-of-Gauge - OOG). - ضمان تحديث البيانات التشغيلية والأنظمة بدقة وفي الوقت المطلوب. - دعم تنفيذ السياسات التشغيلية والتعاميم الصادرة من المكتب الرئيسي وتحسين العمليات ومبادرات التدريب عبر المنطقة. - تقديم الدعم التشغيلي الأولي أثناء حوادث السفن وحالات الطوارئ، بالتنسيق مع الوكلاء والسلطات المحلية وهيئات التصنيف وأصحاب المصلحة في المكتب الرئيسي. تحسين المشتريات والتكاليف: - دعم تجديد العقود والتفاوض التجاري مع مقدمي الخدمات البحرية والمحطات والموردين التشغيليين. - إعداد التحليلات والتقارير والوثائق الداعمة لمراجعات المشتريات والتفاوض. - مراقبة أداء الموردين وجودة الخدمة والقدرة التنافسية للتعريفات مقابل معايير السوق. - تحديد فرص تحسين الكفاءة التشغيلية وخفض التكاليف في العمليات البحرية والمحطات. - المساعدة في تقييم وتنفيذ مبادرات توفير التكاليف مع الحفاظ على جودة الخدمة والنزاهة التشغيلية. - دعم أنشطة المشتريات المتعلقة بخدمات التغذية من طرف ثالث (Third-Party Feeder - 3PF) داخل المنطقة. مراقبة الأداء وإعداد التقارير: - إعداد تقارير تشغيلية دورية ولوحات إدارة وتحليلات مؤشرات الأداء والعروض التقديمية. - صيانة أدوات التتبع التشغيلي وسجلات المتابعة وخطط العمل لضمان إغلاق القضايا العالقة في الوقت المناسب. - تحليل الاتجاهات التشغيلية وتقديم توصيات لتحسين الأداء والإنتاجية وموثوقية الخدمة. - الاستفادة من الأدوات الرقمية وأدوات الذكاء الاصطناعي لتحسين كفاءة إعداد التقارير وتجميع البيانات والتحليلات التشغيلية. - دعم مراجعات الإدارة من خلال إعداد رؤى الأداء والتحديثات التشغيلية. إدارة أصحاب المصلحة والتعاون: - بناء علاقات عمل فعالة مع الوكلاء والمحطات ومقدمي الخدمات والعملاء وفرق المكتب الرئيسي. - المشاركة في الاجتماعات التشغيلية وتمثيل المكتب الإقليمي عند التفويض. - تسهيل التعاون عبر الوظائف لدفع التحسينات التشغيلية وتميز الخدمة. - دعم التواصل والتوافق بين أصحاب المصلحة الإقليميين والعالميين بشأن الأولويات والمبادرات التشغيلية.

الشروط والمتطلبات

  • درجة البكالوريوس في الشحن أو اللوجستيات أو إدارة سلسلة التوريد أو الدراسات البحرية أو تخصص ذي صلة.
  • خبرة لا تقل عن 8 سنوات في صناعة الشحن، خاصة في عمليات الخطوط الملاحية أو تخطيط السفن أو عمليات السفن أو لوجستيات الحاويات.
  • معرفة عملية قوية بعمليات السفن وعمليات الموانئ وعمليات شحن الحاويات.
  • خبرة في العمل مع المحطات ووكلاء الشحن وأصحاب المصلحة التشغيليين.
  • إتقان استخدام تطبيقات Microsoft Office، خاصة Excel وWord وPowerPoint وOutlook.
  • الإلمام بأدوات الإنتاجية المدعومة بالذكاء الاصطناعي وأنظمة إعداد التقارير التشغيلية.
  • مهارات تحليلية قوية وحل المشكلات مع الاهتمام بالتفاصيل.
  • القدرة على إدارة أولويات متعددة والعمل بفعالية في بيئة تشغيلية سريعة الخطى.
  • مهارات ممتازة في الكتابة والتحدث باللغة الإنجليزية.
  • الاستعداد للسفر داخل المنطقة حسب الحاجة.
  • يشترط أن يكون لدى المرشح الحق القانوني في العمل في بلد التوظيف (السعودية).

We are seeking an Assistant Manager, Operations to support the Regional Head of Operations in driving operational excellence across the region. The successful candidate will play a pivotal role in coordinating vessel and container operations, supporting agency performance, ensuring operational compliance, and collaborating with internal and external stakeholders to optimize service reliability, cost efficiency, and customer satisfaction.

Key Responsibilities

Operational Excellence & Vessel Management

  • Support the Regional Head of Operations in overseeing agency operations relating to vessel activities across the region.
  • Coordinate vessel call planning, schedule adjustments, berth planning, and operational execution with agencies and terminals.
  • Act as the primary liaison between Regional Operations, Head Office Vessel Operations teams, terminals, and local agencies to ensure timely communication and issue resolution.
  • Monitor vessel performance and support initiatives to maximize vessel utilization and improve terminal velocity.
  • Track operational KPIs across regional agencies, identify performance gaps, and support corrective action implementation.
  • Coordinate vessel and cargo stowage planning activities while ensuring compliance with safety standards, regulatory requirements, IMDG regulations, and special cargo instructions.
  • Support the safe handling and transportation of special cargo, including project cargo and out-of-gauge (OOG) shipments.
  • Ensure operational data and system updates are completed accurately and within required timelines.
  • Support the implementation of operational policies, Head Office circulars, process improvements, and training initiatives across the region.
  • Provide first-line operational support during vessel incidents and emergencies, coordinating with agencies, local authorities, classification societies, and Head Office stakeholders.

Procurement & Cost Optimization

  • Support contract renewals and commercial negotiations with marine service providers, terminals, and operational vendors.
  • Prepare supporting analyses, reports, and documentation for procurement reviews and negotiations.
  • Monitor vendor performance, service quality, and tariff competitiveness against market benchmarks.
  • Identify opportunities to improve operational efficiency and reduce costs across marine and terminal operations.
  • Assist in evaluating and implementing cost-saving initiatives while maintaining service quality and operational integrity.
  • Support procurement activities related to Third-Party Feeder (3PF) services within the region.

Performance Monitoring & Reporting

  • Prepare periodic operational reports, management dashboards, KPI analyses, and presentations.
  • Maintain operational trackers, follow-up logs, and action plans to ensure timely closure of outstanding issues.
  • Analyze operational trends and provide recommendations to improve performance, productivity, and service reliability.
  • Leverage digital and AI-enabled tools to improve reporting efficiency, data consolidation, and operational analytics.
  • Support management reviews through the preparation of performance insights and operational updates.

Stakeholder Management & Collaboration

  • Build effective working relationships with agencies, terminals, service providers, customers, and Head Office teams.
  • Participate in operational meetings and represent the Regional Office when delegated.
  • Facilitate cross-functional collaboration to drive operational improvements and service excellence.
  • Support communication and alignment between regional and global stakeholders on operational priorities and initiatives.

MUST HAVE

  • Bachelor's Degree in Shipping, Logistics, Supply Chain Management, Maritime Studies, or a related discipline.
  • Minimum 8 years of experience within the shipping industry, particularly in Liner Operations, Vessel Planning, Vessel Operations, or Container Logistics.
  • Strong practical knowledge of vessel operations, port operations, and container shipping processes.
  • Experience working with terminals, shipping agents, and operational stakeholders.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, PowerPoint, and Outlook.
  • Familiarity with AI-driven productivity tools and operational reporting systems.
  • Strong analytical and problem-solving skills with a keen attention to detail.
  • Ability to manage multiple priorities and perform effectively in a fast-paced operational environment.
  • Excellent written and verbal communication skills in English.
  • Willingness to travel within the region as required.
