Role Purpose The Senior Safety Engineer leads the day-to-day safety engineering function across onshore production and maintenance operations, acting as the senior HSE authority on site. The role ensures all O&M activities are executed in full compliance with Saudi Aramco safety standards, Front End HSE policies, and Saudi labor and civil defense regulations, while mentoring Safety Engineers and driving a proactive safety culture across national and non-national crews.
Key Responsibilities
- Lead implementation of the site HSE plan, Saudi Aramco Construction Safety Manual (CSM), General Instructions (GIs), and applicable SAES standards across all O&M activities.
- Review and approve Job Safety Analyses (JSA), risk assessments, and method statements for maintenance, shutdown, and production support work.
- Oversee the Work Permit System (hot work, confined space, excavation, lifting) and verify isolation and gas-testing compliance before work release.
- Lead incident investigations, root cause analyses, and corrective action tracking; report incidents per client and statutory requirements.
- Conduct planned inspections, safety audits, and management walkthroughs; close out findings with area supervisors.
- Develop and deliver HSE training, toolbox talks, and emergency response drills (fire, H2S, evacuation).
- Mentor and supervise Safety Engineers and safety support staff; verify competency and certification currency.
- Interface with the client's Loss Prevention and Operations teams on safety performance, KPIs, and improvement programs.
- Champion behavior-based safety, near-miss reporting, and stop-work authority across the workforce.
Minimum Qualifications & Experience
- Bachelor of Science (BSc) in Safety & Fire Engineering or any engineering discipline.
- Minimum five (5) years' experience as a Safety Engineer in the Oil & Gas or Petrochemical industry.
- Strong knowledge of Saudi Aramco safety standards (CSM, GIs, SAES) and the Work Permit System; Aramco site experience strongly preferred.
- Recognized HSE certifications preferred (NEBOSH IGC/Diploma, OSHA 30, IOSH, or equivalent).
- Saudi Council of Engineers (SCE) registration (or eligibility for non-nationals).
- Fluent English; Arabic an advantage. Valid Saudi driving license preferred.
