We are looking for a Senior Construction Engineer to support the delivery of large-scale and complex residential and infrastructure developments in Makkah, Saudi Arabia.
The role will be responsible for overseeing construction execution, managing multiple construction packages, coordinating contractors and consultants, and ensuring projects are delivered safely, to the required quality standards, on schedule, and within the approved budget.
Key Responsibilities:
- Oversee and manage the execution of large-scale, complex construction projects involving multiple components, construction packages, and contractors.
- Manage multiple construction packages simultaneously and ensure effective coordination and sequencing across different workstreams.
- Oversee the execution of residential developments, including compounds, apartments, villas, and mid-rise buildings.
- Oversee and coordinate infrastructure works, including roads, water and sewer networks, stormwater, irrigation, MV/LV electrical networks, telecommunications, and utility infrastructure.
- Manage and coordinate Main Contractors, Subcontractors, and Specialist Contractors, ensuring performance, coordination, and compliance with project requirements.
- Monitor site execution and ensure works are carried out in accordance with approved drawings, specifications, method statements, ITPs, quality standards, and project requirements.
- Review designs from a constructability, value engineering, coordination, sequencing, and cost perspective and identify potential construction issues before execution.
- Manage the Design-Construction Interface, including RFIs, technical queries, design gaps, design changes, and coordination between Design Consultants and Contractors.
- Coordinate interfaces between Buildings, Infrastructure, Utilities, MEP, Landscape, Roads, and Public Realm to minimize clashes, delays, and rework.
- Monitor construction progress against the approved baseline and coordinate with Planning and Project Controls teams on Primavera P6, Critical Path, Look-ahead Programs, Recovery Plans, Progress Measurement, and Delay Analysis.
- Identify potential delays and construction risks at an early stage and support the development and implementation of mitigation and recovery strategies.
- Monitor project cost implications from a construction perspective, including Variations, Commitments, Forecasts, Claims, Cash Flow, and Final Cost Forecast, in coordination with Commercial and Project Controls teams.
- Support the review and administration of FIDIC or similar contracts, including Variations, EOTs, Claims, Back Charges, and Contractor Entitlements.
- Coordinate with Procurement teams to identify Long Lead Items and assess their impact on the construction schedule and project delivery.
- Ensure effective implementation of QA/QC requirements, including ITPs, material approvals, mock-ups, testing and commissioning, inspections, and snagging.
- Ensure strict compliance with HSE requirements across construction activities and multiple contractors and support a strong site safety culture.
- Work closely with Planning, Project Controls, Commercial, Contracts, Procurement, Design, QA/QC, and HSE teams to support effective project delivery.
- Lead and coordinate multidisciplinary construction teams, consultants, and contractors and ensure clear accountability across construction activities.
- Prepare and provide executive-level reports covering construction progress, cost, schedule, key risks, issues, and decisions required.
- Drive proactive problem-solving and ensure timely resolution of construction, design, contractor, and coordination issues.
Qualifications & Experience:
- Bachelor's degree in civil engineering, Construction Engineering, or a related field.
- Proven experience in large-scale and complex construction projects, preferably within residential, mixed-use, or large-scale development projects.
- Strong hands-on experience in construction execution, site management, and contractor management.
- Experience managing multiple construction packages and multiple contractors simultaneously.
- Strong experience in residential and infrastructure construction is highly preferred.
- Strong knowledge of construction methodologies, sequencing, coordination, and site execution.
- Strong working knowledge of Primavera P6 and construction planning principles.
- Good understanding of project cost, commercial, and contractual matters and their impact on construction delivery.
- Working knowledge of FIDIC or similar forms of contract is preferred.
- Strong understanding of QA/QC and HSE requirements in large-scale construction environments.
