Role Description

The Bidding Specialist will lead and manage the end-to-end proposal lifecycle for government and enterprise digital transformation tenders. Based on-site in Riyadh, you will be responsible for identifying, analyzing, and submitting competitive technical and commercial proposals aligned with Bareq’s products and services.

Key responsibilities

• Continuously tracking opportunites on procurement platforms (such as Etimad), analyzing complex technical RFPs/RFQs, and mapping client scope against Bareq's solutions.
• Drafting, structuring, and assembling comprehensive technical and commercial bid packages in compliance with client and regulatory standards.
• Collaborating with product, technical, and finance teams to gather scope estimates, structure BOQs, and optimize pricing models for win-rate optimization.
• Maintaining up-to-date records of submissions, deadlines, and outcomes.
• Aligning bids with Bareq’s products and services.
• Continuously updating standard proposal templates.

Qualifications

• Strong proposal and bid management skills, including experience analyzing technical RFPs/RFQs and preparing structured technical and commercial offers.
• Solid understanding of digital transformation, AI-powered solutions, and enterprise software (ERP or similar platforms) is highly beneficial.
• Advanced written communication skills for drafting clear, persuasive bid documentation in English; Arabic proficiency is an advantage.
• Experience working with government tenders or large private-sector bids in Saudi Arabia.
• Bachelor’s degree in Business, Engineering, Information Technology, or a related field, or equivalent practical experience.
• 2+ years managing public and private sector RFP/RFQ responses within Saudi Arabia.
