HSE Officer

Department / Plant: Plant
Reporting To: Plant (General) Manager / HSE Engineer / HSE Manager

Job Summary

This position is based out of City and is primarily a plant-based position providing support to manage and implement the HSE management system at the field level by working closely with power or water plant operations. This position will report directly to the HSE Engineer / Plant General Manager / PM and Corporate HSE Manager.

Roles & Responsibilities

1. Coordinate and actively participate in plant activities while maintaining focus on overall company objectives and consistency through HSE management.
2. Conduct toolbox talks (if required), HSE awareness sessions, and on-field HSE meetings with staff and contractors.
3. Lead on-site HSE training programs designed to motivate field personnel.
4. Improve unsafe act/condition and near-miss reporting, recording, and participation in investigations.
5. Coordinate and participate in the continuous auditing of HSE management systems.
6. Assist the Administration and Occupational Health Team and provide support in all aspects of the post-accident/injury treatment process.
7. Work with operations and maintenance employees to promote the permit-to-work system and ensure the safety of everyone involved in the processes.
8. Identify non-compliant, incomplete, or substandard procedures for activities involving employees and/or contractors in the plant.
9. Assist field staff and contractors in the care and inspection of their PPE and ensure PPE compliance in the field.
10. Record and report all incidents, including employee injuries.
11. Support Corporate HSE programs such as People Based Safety, 5S, and Zero Incident Process.
12. Inspect equipment logbooks and records such as scaffolding, ladders, cranes, tools, work equipment, and power tools.
13. Support HSE incentive programs and promotional programs such as Safety Day, World Environment Day, and HSE campaigns announced by Corporate.
14. Promote HSE Observation and Communication programs involving owner and contractor HSE officers.
15. Inspect portable fire extinguishers and safety eye-wash/shower stations and maintain records, if required.
16. Assist the HSE Engineer in the risk assessment process and maintenance of identified control measures.
17. Support the Incident Controller as part of the emergency response team.
18. Support Corporate Environmental programs such as waste management, plantation, and spill control.
19. Support Corporate Occupational Health Programs such as Get Healthy Stay Healthy, Stress Management, Quit Smoking Programs, Diet and Exercise initiatives.
20. Conduct regular walk-around checks to monitor HSE controls.
21. Ensure availability of first aid measures at locations.
22. Ensure availability of firefighting equipment and inspect its condition.
23. Collect environmental deviations and ensure identification and implementation of corrective actions.
24. Coordinate HSE emergency drills and reports.
25. Ensure continuous monitoring of work areas and the presence of controls for identified risks.
26. Provide induction training to new employees, visitors, contractors, and subcontractors.
27. Ensure the availability of medical facilities and medicines in the ambulance.
28. Monitor the validity of equipment certifications and operator licenses.
29. Perform other HSE duties as assigned from time to time.

Job Specifications

Educational Requirements

Desired:

• Degree Certificate

Preferred:

• NEBOSH General Certificate in Occupational Health and Safety
• HSE Trained and Certified Auditor from a recognized institute

Minimum Experience

Minimum:

• 4 years of direct working experience in a similar capacity

Preferred:

• 5+ years of relevant working experience within a multicultural team

12. Good command of English and/or Arabic language.
13. Field experience in power and/or water plants with a proven safety record.
14. Working knowledge of power plant operations, equipment, practices, procedures, and applicable local HSE regulations.
15. Strong verbal and written communication skills.
16. Familiarity with MS Word, Excel, Email, and PowerPoint.
17. Ability to demonstrate a commitment to safety at all times.
18. Strong desire to support all levels of personnel.

Desired Certification / Job Specific Skills / Training

• Familiarity with applicable K.S.A. Health, Safety, and Environmental legislation.
• Valid K.S.A. driving license, or willingness to obtain one within 3 months after completion of the probationary period.

Work Conditions

While performing the duties of this position, the employee occasionally works near moving mechanical parts and in outdoor weather conditions. In high and precarious places, the employee may occasionally be exposed to fumes, airborne particles, toxic chemicals, electrical shock hazards, and other risks. The noise level in the work environment is usually moderate, although very loud conditions may exist.
