هيئة الزكاة والضريبة والجمارك تعلن عن وظيفة مهندس نظم / قواعد بيانات رئيسي في الرياض.

نبذة عن الوظيفة

يشغل هذا المستوى محترفون ذوو خبرة قادرون على العمل بتوجيهات عامة، ويتركز دورهم في تطوير حلول للتحديات التي تتطلب تحليلاً لحلها ومعالجتها، ومعالجة القضايا المحالة من المستويات المبتدئة. يقومون بأنشطة تشغيلية معقدة تشمل صياغة إرشادات ومعايير تشغيل أنظمة وقواعد بيانات هيئة الزكاة والضريبة والجمارك، وقيادة عمليات تثبيت وتكوين وترقية البرمجيات والأجهزة وأنظمة التشغيل والعمليات حسب الخطة، والإشراف على تنفيذ التحديثات التشغيلية والأمنية وملاحظات إصدار المورّدين، واستكشاف الأخطاء وتحديد الأسباب الجذرية وتقديم الدعم الفني للحوادث والتذاكر المعقدة، ومراقبة أنظمة وتطبيقات هيئة الزكاة والضريبة والجمارك يومياً لضمان التشغيل السليم وتقديم التوصيات للجهات المعنية.

المهام والمسؤوليات

  • تقييم نموذج التشغيل الحالي لأنظمة وقواعد بيانات هيئة الزكاة والضريبة والجمارك، وتحديد الفجوات والتحديات لتحديد مجالات التحسين في تشغيل أنظمة تكنولوجيا المعلومات وقواعد البيانات، والاطلاع على أحدث الاتجاهات والمعايير.
  • جمع احتياجات الأعمال، والإشراف على تطوير تصاميم قواعد البيانات، ومراجعة خطط سعة قواعد البيانات واعتمادها لضمان توافق المشاريع مع الخطط الموضوعة.
  • جمع المدخلات التشغيلية اللازمة، وتنفيذ العمليات اليومية لأنظمة وقواعد بيانات هيئة الزكاة والضريبة والجمارك للحفاظ على أفضل أداء تشغيلي.
  • الإشراف على جميع الأنشطة اليومية لتشغيل الأنظمة وقواعد البيانات، وتقييم جدوى الأتمتة لبناء نصوص برمجية تؤتمت العمليات اليومية عند الإمكان.
  • تطوير خطط تنفيذ الصيانة بناءً على الاحتياجات الفنية، وتنفيذ أنشطة الصيانة اللازمة بالتنسيق مع جميع الجهات المعنية للحفاظ على أداء النظام الأمثل.
  • استلام ومراجعة طلبات التغيير المتعلقة بأنظمة تكنولوجيا المعلومات وقواعد البيانات، ومراقبة تنفيذ الطلبات لضمان معالجتها في الوقت المحدد.
  • استلام وترتيب أولويات حوادث الأنظمة/قواعد البيانات والتذاكر المحالة، لضمان تنفيذ أنشطة استكشاف الأخطاء والدعم الفني في الوقت المناسب وفقاً لأولويات العمل.
  • مراقبة وتقييم أداء وصحة وسلامة أنظمة تكنولوجيا المعلومات وقواعد البيانات، والتوصية بتحسينات الأداء والأجهزة لتحقيق أهداف العمل والجودة المطلوبة.
  • مراجعة تقارير أداء تشغيل الأنظمة وقواعد البيانات، وتحليل الأداء الفعلي مقابل مؤشرات الأداء الرئيسية المحددة، وتنفيذ الإجراءات اللازمة لتحسين أداء التشغيل.
  • اتباع جميع السياسات والإجراءات وإجراءات التشغيل القياسية ذات الصلة لضمان تنفيذ العمل بطريقة محكمة ومتسقة.
  • المساعدة في حل المشكلات المحالة وتقديم الدعم اللازم للفريق المبتدئ لضمان تنفيذ العمل بكفاءة.
  • رفع المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
  • أداء مهام أخرى حسب الطلب.
  • تدريب الموظفين المبتدئين على مختلف الأنشطة الوظيفية لضمان نقل المعرفة، عند الاقتضاء.
  • توجيه المهام وتحديد أولوياتها وتعيينها وتفويض المسؤولية، ومراقبة سير العمل للمرؤوسين/الموظفين المبتدئين.
  • دعم الموظفين المبتدئين أو المرؤوسين المباشرين لتنفيذ مهامهم وفقاً للسياسات والعمليات المحددة.

الشروط والمتطلبات

  • درجة البكالوريوس في علوم الحاسب أو تقنية المعلومات أو ما يعادلها.
  • خبرة لا تقل عن 4 سنوات في مجال ذي صلة.

Purpose of Job

Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels. They undertake complex operational activities including drafting ZATCA IT systems and database operations guidelines and standards. Leading the installation, configuration and upgrades of software, hardware, operating systems and processes as planned. Supervising the implementation of operations and security patches as well as vendors’ release notes. Troubleshooting and identifying root causes, providing technical support for complex incidents and tickets. Monitoring ZATCA systems and applications on a daily basis to ensure proper operation and provide recommendations to be taken to relevant stakeholders.

Systems & Database Operations and Performance Management

  • Assess current ZATCA systems and database operational model, identify gaps and challenges to define IT systems and database operations areas of improvement and stay abreast of the latest trends and standards
  • Gather business needs, oversee the development of databases design, review and finalize database capacity plans to ensure that all projects are aligned with set plans
  • Collect needed operational inputs, perform daily operations of ZATCA systems and databases to maintain the best operational performance
  • Oversee all daily work activities of systems and database operations, assess the feasibility of automation to build scripts automating the daily operations of when possible
  • Develop maintenance implementation plans based on technical needs, and implement the necessary maintenance activities in coordination with all relevant stakeholders to maintain optimal system performance
  • Receive and review change requests related to IT systems and database, monitor the implementation of the requests to ensure that all requests are handled on time
  • Receive and prioritize systems/database incidents and escalated tickets, to ensure that troubleshooting and technical support activities are conducted timely and according to business priorities
  • Monitor and assess the performance, health and safety of IT systems and databases, recommend performance and hardware improvements to meet business objectives and required quality
  • Review Systems and Database Operations performance reports, analyze actual performance against set KPIs, and implement the needed actions to improve operations performance

Organization and Operations

  • Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
  • Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
  • Escalate complex problems to the relevant person to ensure cases/issues are closed properly
  • Perform other duties as requested

People Management

  • Train junior staff on the different job activities to ensure transfer of know-how, when applicable
  • Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
  • Support junior staff or direct reports in order to execute their duties according to set policies and processes

Communication and Contacs

Education

Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
