We’re looking for a proven Head of Programs to take ownership of multiple, concurrent high-tech security programmes in Saudi Arabia. This is a Riyadh-based leadership role, focused on delivery, governance, and stakeholder control across complex, mission-critical projects.

If you’ve been in the Kingdom long enough to know how programmes really move (and how they stall), and you can run tight governance without killing momentum, this one’s for you.

The role (what you’ll own)

• Lead a portfolio of major security technology programmes/projects across KSA, end-to-end delivery
• Programme governance: RAID, scope control, baselined plans, stage gates, change control (CCB), dependency management
• Full lifecycle delivery: initiation, planning, execution, monitoring/controlling, handover/close
• Stakeholder management at senior level: client leadership, government-facing stakeholders, internal execs, vendors/partners, technical teams
• Budget and commercial control: forecasting, burn, cost-to-complete, contract/vendor management, SOW oversight
• Delivery reporting: steering committees, programme dashboards, KPIs, milestones, executive updates that are clear and defensible
• Risk, security and compliance alignment (where applicable): governance that stands up under scrutiny
• Build and lead local delivery capability aligned to Saudization objectives (team leadership, coaching, performance)

Project keywords / environment:

• High-tech security programmes: integrated security systems, command & control, surveillance/ISR platforms, access control, perimeter security, SOC/NOC enablement, secure communications, cyber/physical convergence
• Complex multi-vendor delivery: systems integration, hardware + software + infrastructure, OT/IT interfaces, cloud/on-prem hybrids
• Critical environments: aviation/airports, defense, national security, strategic infrastructure, large-scale technology deployments
• PMO / governance heavy programmes: steering committees, executive sponsors, cross-functional delivery, strict timelines and dependencies

Requirements":

• 10+ years programme / portfolio / major project delivery experience
• Minimum 7 years delivering and running major programmes inside Saudi Arabia (Kingdom-based, not remote oversight)
• Experience delivering complex, high-tech security programmes with multiple workstreams and vendors
• Background in one or more: security, defense, aviation, or technology
• Strong governance and stakeholder management in KSA environments
• PMP (or equivalent) strongly preferred (please state certification clearly)
• Riyadh-based (or able to relocate immediately)

Nice to have (if you’ve got it, say it)

• PRINCE2 / MSP, PgMP, ITIL, Agile delivery exposure (where relevant)
• Experience setting up PMO controls, templates, reporting cadence, and governance frameworks
• Experience with government programmes / regulated environments in KSA
