نبذة عن الوظيفة
بصفة مدير المناقصات والعطاءات للمملكة العربية السعودية، ستتولى مسؤولية قيادة العملية الكاملة للمناقصات والعطاءات عبر جميع وحدات أعمال BD في المملكة. يعتبر هذا الدور محوريًا في دعم نموذج السوق المباشر لـ BD من خلال تقديم عطاءات تنافسية ومتوافقة وعالية الجودة للقطاعين الحكومي والخاص للرعاية الصحية. ستكون نقطة الاتصال الرئيسية لجميع الأنشطة المتعلقة بالمناقصات في السعودية، مع العمل عن كثب مع جهات مثل NUPCO، ومجموعات شركات الصحة القابضة، ووزارة الصحة، وهيئات المشتريات الحكومية، ومجموعات الرعاية الصحية الخاصة الرائدة. ستحتاج إلى معرفة عميقة بمشهد المشتريات الصحية السعودي، وإدارة قوية لأصحاب المصلحة، وخبرة تجارية وتعاقدية، والقدرة على تنسيق الفرق متعددة الوظائف لضمان نجاح الأعمال. كما ستلعب دورًا استراتيجيًا في الحفاظ على علاقات قوية مع شركاء المشتريات، وتحسين عمليات العطاءات الداخلية، وضمان الامتثال التنظيمي، ودعم مبادرات التوطين ورؤية 2030.
المهام والمسؤوليات
- قيادة وإدارة عمليات المناقصات والعطاءات من البداية إلى النهاية عبر جميع وحدات الأعمال في المملكة العربية السعودية، مع ضمان الامتثال الكامل لمعايير BD واللوائح المحلية وقوانين المشتريات المعمول بها.
- العمل كنقطة اتصال رئيسية للمناقصات والعطاءات لنموذج السوق المباشر في السعودية، وتنسيق استراتيجية العطاءات، وتوحيد الأسعار، والموافقات التجارية، والجداول الزمنية للتقديم، وأنشطة ما بعد الترسية.
- بناء علاقات عمل قوية مع شركاء المشتريات الرئيسيين بما في ذلك NUPCO ووزارة الصحة وشركات الصحة القابضة والمستشفيات الحكومية والمجموعات الصحية ووزارة الحرس الوطني والمؤسسات الصحية ومجموعات الرعاية الصحية الخاصة الكبرى وغيرها.
- الحفاظ على فهم عميق لعمليات تقديم العطاءات في NUPCO ودورات المشتريات ومتطلبات التأهيل وآليات الشراء والاتفاقيات الإطارية ومنصات المشتريات الإلكترونية ومصفوفة أصحاب المصلحة.
- بناء والحفاظ على مشاركة قوية مع أصحاب المصلحة داخل NUPCO بما في ذلك فرق المصادر والمشتريات والتعاقد وإدارة الفئات والمستودعات والتخطيط.
- فهم الهياكل التشغيلية والشرائية لشركات الصحة القابضة، وهياكل المجموعات الصحية، ونماذج الشراء المركزية، وعمليات صنع القرار.
- مراقبة وقيادة جميع فرص المناقصات في القطاعين الحكومي والخاص، مع ضمان التحديد الاستباقي للفرص والمشاركة التجارية المبكرة.
- التنسيق بشكل وثيق مع فرق المبيعات والتسويق والمالية وسلسلة التوريد والشؤون التنظيمية والقانونية وخدمة العملاء وقيادة الأعمال لضمان تقديم عطاءات دقيقة ومتوافقة وتنافسية.
- قيادة اجتماعات مراجعة العطاءات التجارية ودفع التوافق حول استراتيجية التسعير وتقييم المخاطر وتحديد موقع المنتج والمتطلبات التعاقدية.
- ضمان الإعداد والتقديم في الوقت المناسب للوثائق الفنية والتجارية، بما في ذلك وثائق الامتثال والشهادات ومتطلبات الهيئة العامة للغذاء والدواء ومحتوى التوطين وأقسام ESG والمقترحات المالية.
- مراقبة وصيانة قواعد بيانات المناقصات والعطاءات في BD وأدوات التتبع ومكتبات التوثيق والنماذج لتحسين الكفاءة والاتساق.
- تطوير وتنفيذ وتحسين إجراءات التشغيل القياسية المتعلقة بالمناقصات وأطر الحوكمة وأفضل الممارسات بشكل مستمر.
- تحليل نتائج المناقصات والتسعير وأنشطة المنافسين وسلوكيات المشتريات لدعم استراتيجية الأعمال وتحسين نسب الفوز.
- إعداد تقارير ومؤشرات أداء رئيسية دورية حول خط أنابيب المناقصات وأداء التقديم ونسب التحويل ومنح العقود والمخاطر والكفاءة التشغيلية.
- تحديد الفجوات في العمليات وقيادة مبادرات التحسين المستمر لتحسين وقت إنجاز المناقصات والامتثال وجودة التنفيذ.
- دعم مبادرات التوطين والقيمة المحلية المضافة بما يتوافق مع رؤية السعودية 2030، بما في ذلك المحتوى المحلي والتصنيع المحلي والاستدامة.
- دفع مبادرات ESG والاستدامة والقيمة الاجتماعية ضمن تقديمات العطاءات، وضمان التوافق مع توقعات العملاء وأولويات التحول الصحي الوطني.
الشروط والمتطلبات
- حاصل على درجة جامعية أو ما يعادلها، ويفضل أن تكون في مجال علمي أو الاقتصاد/الدراسات التجارية.
- خبرة مثبتة في إدارة المناقصات والعطاءات أو دور مماثل في مجال الرعاية الصحية.
- خبرة قوية في قيادة عمليات المناقصات وكتابة العروض وتطوير إجراءات التشغيل القياسية (SOPs).
المهارات المطلوبة
- إجادة استخدام تطبيقات MS Office الرئيسية.
- مهارة ممتازة في الحفاظ على العلاقات مع المجموعات المختلفة وضمان مشاركتها وتعاونها لتحقيق نتائج ناجحة.
- معرفة بالعقود التجارية وقانون المشتريات العامة والتقنيات المتعلقة بالمناقصات مثل Tender Eyes أو SharePoint (يفضل).

Main Responsibilities Will Include
- Lead and run end-to-end tender and bid processes across all business units in Saudi Arabia, ensuring full compliance with BD standards, local regulations, and applicable procurement laws.
- Serve as the primary Tender & Bid focal point for the Saudi direct market model, coordinating tender strategy, pricing alignment, commercial approvals, submission timelines, and post-award activities.
- Develop strong working relationships with key procurement partners across - NUPCO, MOH, Health Holding Company (HHC), government hospitals and healthcare clusters, National Guard Health Affairs, Institutions, major private healthcare groups and others
- Maintain deep understanding of NUPCO tendering processes, procurement cycles, qualification requirements, purchasing mechanisms, framework agreements, e-procurement platforms, and stakeholder matrix.
- Build and maintain strong engagement with key stakeholders within NUPCO including sourcing, procurement, contracting, category management, warehouse and planning teams.
- Understand Health Holding Company operational and procurement structures, cluster governance, centralized purchasing models, and decision-making processes.
- Monitor and lead all tender opportunities across governmental and private sectors, ensuring proactive opportunity identification and early commercial engagement.
- Coordinate closely with sales, marketing, finance, supply chain, regulatory, legal, customer service, and business leadership teams to ensure accurate, compliant, and competitive submissions.
- Lead commercial bid review meetings and drive alignment on pricing strategy, risk assessment, product positioning, and contractual requirements.
- Ensure timely preparation and submission of technical and commercial documentation, including compliance documents, certifications, SFDA requirements, localization content, ESG sections, and financial proposals.
- Monitor and maintain BD Tender & Bid databases, trackers, documentation libraries, and model responses to improve efficiency and consistency.
- Develop, implement, and continuously improve tender-related SOPs, governance frameworks, and best practices.
- Analyze tender outcomes, pricing and competitor activities & procurement behaviors to support business strategy and improve win rates.
- Generate regular KPI reports and dashboards related to tender pipeline, submission performance, conversion rates, contract awards, risks, and operational efficiency.
- Identify process gaps and lead continuous improvement initiatives to optimize tender turnaround time, compliance, and execution quality.
- Support localization and in-Kingdom value initiatives aligned with Saudi Vision 2030, including LIKT, local manufacturing, local content, and sustainability requirements.
- Drive ESG, sustainability, and social value initiatives within tender submissions, ensuring alignment with customer expectations and national healthcare transformation priorities.
- Educated to degree level or equivalent, ideally in a science based or economics/business studies related field.
- Proven experience in tender and bid management or a similar role within healthcare.
- Strong experience in leading tender processes, writing bids, and developing Standard Operating Procedures (SOPs).
- Proficient in key MS Office applications.
- Excel at maintaining relationships with various groups, ensuring their engagement and collaboration to achieve successful results.
- Knowledgeable in commercial contracts, public procurement law, and tender-related technologies such as Tender Eyes or SharePoint would be beneficial.
- Solid understanding of ESG, sustainability, and social value, with the ability to integrate these elements into bids as a plus.
