🚀 We're Hiring: Public-Private Partnership (PPP) Director

📍 Location: Saudi Arabia (Riyadh) 🏢 Reports to: Group CEO (or Platform Board) 🎯 Scope: All group PPP projects, from opportunity through operation

About the Role

• The Group has made the decision to enter public-sector partnerships - particularly municipal infrastructure projects - as an investor and long-term partner (typically 15-30 years), not just a service provider. This role leads an independent platform that structures deals, establishes project companies (SPCs), and contracts with the group's operating units as vendors under clear, arm's-length agreements.
• This is an investor and deal-structuring role - not a project or operations management position. You'll be the platform's first hire, responsible for building it from scratch.

Purpose of the Role

• Capture the right PPP opportunities, structure them financially and legally, win them, then establish project companies and manage the portfolio to deliver investment returns for the Group and sustainable business for its units.

Key Responsibilities

• Set the Group's PPP strategy target sectors, project scale, and priorities
• Identify opportunities with municipalities, government entities, and the National Center for Privatization (NCP)
• Prepare and submit Unsolicited Proposals to government entities
• Lead feasibility studies and financial modeling with the advisory team
• Structure deals: contract term, payment mechanism, risk allocation, and ownership structure
• Lead technical and financial proposals through RFQ and RFP stages
• Negotiate with government entities through award and contract signing
• Build alliances with investment and technical partners
• Negotiate with banks and financiers to reach financial close
• Manage external financial, legal, and technical advisors
• Establish project companies (SPCs) post-award and set their governance
• Contract with group units at market rates, on a documented, arm's-length basis
• Monitor financial and operational performance of each project throughout the contract term
• Report regularly to the CEO and Investment Committee
• Manage contractual obligations with government entities and financiers
• Propose exit or refinancing opportunities as projects mature

Requirements

• Bachelor's degree in Finance, Economics, Engineering, or Law; Master's (MBA or Finance) preferred
• 12+ years of total experience
• 7+ years specifically in PPP projects, project finance, or infrastructure investment
• Proven involvement in at least two PPP deals that reached award or financial close
• Strong experience in the Saudi market and with government entities; GCC experience is a plus
• Fluent in Arabic and English (written and spoken)
• CFA or APMG PPP certification (CP3P) preferred
