تدعو شركة جسارة لإدارة البرامج (Jasara Program Management Company) المهتمين والمؤهلين للتقدم لإبداء الاهتمام بشغل وظيفة مدير التصاريح (Permitting Manager) في الرياض، المملكة العربية السعودية. تأسست الشركة كمشروع مشترك بين أرامكو وجاكوبس وصندوق الاستثمارات العامة، وتعمل في قطاع الهندسة المدنية لدعم البرامج المعقدة التي تتطلب تنسيقاً قوياً وفهماً تنظيمياً.

المهام والمسؤوليات

  • إجراء دراسات جدوى للتصاريح لتحديد الموافقات المطلوبة والمخاطر التنظيمية.
  • تطوير وإدارة الجدول الزمني الرئيسي للتصاريح.
  • العمل كنقطة اتصال رئيسية مع الجهات الحكومية وشركات المرافق والهيئات التنظيمية.
  • الإشراف على إعداد ومراجعة وتقديم طلبات التصاريح والمستندات الداعمة.
  • إدارة طلبات المعلومات الرسمية (RFIs) من الجهات والتعليقات الرسمية حتى حلها.
  • دمج شروط التصاريح في جداول البناء وخطط تنظيم الموقع.
  • التنسيق مع المهندسين المعماريين والمهندسين لمواءمة تقديمات التصاريح مع تنفيذ المشروع.
  • مراقبة ميزانيات التصاريح والرسوم الحكومية وتكاليف الاستشاريين.
  • تقديم تحديثات دورية عن مراحل التصاريح والمخاطر والتأخيرات المحتملة لفريق إدارة المشاريع والمالكين.

الشروط والمتطلبات

  • خبرة لا تقل عن 10 سنوات.
  • معرفة عميقة بعمليات التصاريح وتقسيم المناطق والإجراءات التنظيمية والموافقات.
  • خبرة في مشاريع البنية التحتية والمباني واسعة النطاق.
  • خبرة في إدارة جداول المشاريع والمسارات الحرجة للتصاريح.
  • خبرة في مراجعة الرسومات الفنية والتقارير ووثائق الامتثال وحزم طلبات التصاريح.
  • خبرة في التنسيق مع الجهات الحكومية وشركات المرافق والهيئات التنظيمية وكبار مالكي المشاريع.
  • خبرة في الإشراف على الميزانيات وإعداد تقارير المخاطر في مشاريع البناء المعقدة.
  • مقيم حالياً في المملكة العربية السعودية ومؤهل للانتقال المحلي (Local Transfer).

Operating in the civil engineering sector, the company supports complex programs that require strong coordination, regulatory understanding, and disciplined project delivery.

We are inviting expressions of interest for the position of Permitting Manager. The role offers the opportunity to lead permitting activities that are critical to successful project execution. As Permitting Manager, you will help guide regulatory strategy, support delivery teams through complex approval pathways, and provide clear visibility on permitting progress, risks, and dependencies across major projects.

Responsibilities

  • Conduct permitting feasibility studies to identify required approvals and regulatory risks
  • Develop and manage the master permitting schedule
  • Serve as the primary point of contact with government agencies, utilities, and regulatory boards
  • Oversee the preparation, review, and submission of permit applications and supporting documentation
  • Manage agency RFIs and formal comments through resolution
  • Integrate permit conditions into construction schedules and site logistics plans
  • Coordinate with architects and engineers to align permit submissions with project execution
  • Monitor permitting budgets, agency fees, and consultant costs
  • Provide status updates on permitting milestones, risks, and potential delays to the PMCM team and project owners

Requirements

  • 10+ years of experience
  • Deep knowledge of permitting, zoning, and regulatory approval processes
  • Experience on large-scale infrastructure and building projects
  • Experience managing project schedules and permitting critical paths
  • Experience reviewing technical drawings, reports, compliance documentation, and permit application packages
  • Experience coordinating with government agencies, utilities, regulatory boards, and senior project owners
  • Experience with budget oversight and risk reporting in complex construction projects
  • Currently based in Saudi Arabia and eligible for local transfer
