تسعى شركة SYSTRA Brasil، إحدى الشركات العالمية الرائدة في مجال الهندسة والاستشارات المتخصصة في النقل العام والتنقل المستدام، إلى شغل وظيفة مدير العلاقات مع أصحاب المصلحة (قطاع السكك الحديدية) ضمن فرصة تقديم عطاء في مدينة الرياض، المملكة العربية السعودية. هذه الوظيفة مخصصة لحاملي الهوية الوطنية السعودية، وأي تعاقد سيكون خاضعاً لنجاح ترسية المشروع والموافقة النهائية من العميل.
المهام والمسؤوليات
- قيادة التخطيط والتنفيذ والتحسين المستمر لعمليات إدارة أصحاب المصلحة طوال دورة حياة المشروع.
- تحديد ورسم خرائط وتحليل مجموعات أصحاب المصلحة، وتقييم مستوى تأثيرهم واهتمامهم وتأثيرهم على المشروع.
- تطوير وتنفيذ وصيانة استراتيجية إدارة أصحاب المصلحة وخطة المشاركة الخاصة بالمشروع.
- بناء والحفاظ على علاقات عمل فعالة مع العميل والجهات الرسمية والهيئات التنظيمية ومقدمي المرافق والمقاولين والاستشاريين وغيرهم من أصحاب المصلحة في المشروع.
- التنسيق مع الجهات ذات الصلة لدعم الموافقات والتصاريح والواجهات ومتطلبات الوصول والتبعيات الخارجية الأخرى للمشروع.
- تنظيم وقيادة اجتماعات أصحاب المصلحة، وورش العمل، والإحاطات، وجلسات التشاور حسب الحاجة.
- إعداد مراسلات عالية الجودة لأصحاب المصلحة، والتقارير، والعروض التقديمية، ومحاضر الاجتماعات، ومتابعة الإجراءات.
- مراقبة مخاوف أصحاب المصلحة والتزاماتهم وتوقعاتهم، وضمان المتابعة وحل المشكلات في الوقت المناسب.
- إدارة المخاطر المتعلقة بأصحاب المصلحة ورفع القضايا الحرجة إلى قيادة المشروع عند الحاجة.

- خبرة لا تقل عن 15 عاماً في إدارة أصحاب المصلحة أو وظيفة ذات صلة.
- خبرة مثبتة في مشاريع السكك الحديدية الكبرى أو المترو أو النقل أو البنية التحتية.
- خبرة سابقة في العمل ضمن بيئة إدارة المشاريع (PMC) أو الاستشارات أو من جهة العميل.
- فهم قوي لتنسيق أصحاب المصلحة عبر واجهات المشروع المعقدة.
- خبرة في التعامل مع الجهات الحكومية والبلديات والهيئات التنظيمية والوكالات الخارجية.

- Identify and map internal and external stakeholders and assess their influence, interest, and project impact.
- Build and maintain effective working relationships with the client, authorities, regulatory agencies, utility providers, contractors, consultants, and other project stakeholders.
- Coordinate with relevant entities to support project approvals, permits, interfaces, access requirements, and other external dependencies.
- Organize and lead stakeholder meetings, workshops, briefings, and consultation sessions as required.
- Prepare high-quality stakeholder correspondence, reports, presentations, meeting minutes, and action trackers.
- Monitor stakeholder concerns, commitments, and expectations, ensuring timely follow-up and resolution of issues.
- Manage stakeholder-related risks and escalate critical matters to project leadership when required.
- Maintain up-to-date stakeholder registers, communication plans, contact databases, and records of engagement activities.
- Liaise with internal project teams including engineering, construction, interface, planning, communications, and commercial functions to ensure coordinated stakeholder responses.

- Minimum 15 years’ experience in stakeholder management or a related function.
- Proven experience on major rail, metro, transport, or infrastructure projects.
- Previous experience working within a PMC, consultancy, or client-side project environment.
- Strong understanding of stakeholder coordination across complex project interfaces.
- Experience engaging with government authorities, municipalities, regulatory bodies, and external agencies.
- Excellent written and verbal communication skills.
- Strong reporting, presentation, coordination, and problem-solving capabilities.
- Ability to manage stakeholder issues, risks, and escalations effectively.
