KBR تعلن عن وظيفة Community Planner (بمستوى تصريح سري) للعمل في قاعدة الأمير سلطان الجوية (PSAB) في المملكة العربية السعودية.
نبذة عن الوظيفة
- يقدم برنامج KBR PSAB خدمات دعم القاعدة (BOS-I) في قاعدة الأمير سلطان الجوية لدعم الجناح الجوي 378 ووحدات المهمة والموظفين المؤقتين والدائمين، بالإضافة إلى خمسة مواقع عسكرية نائية.
- يقوم مخطط المجتمع بتقديم التخطيط المجتمعي وإدارة الأنشطة المتعلقة بالجوانب البشرية والمادية للتخطيط الإقليمي والحضري والشامل واستخدام الأراضي، ويسهل تطوير وصيانة خطة تطوير المنشأة (IDP) وغيرها من الدراسات التخطيطية.
المهام والمسؤوليات
- ضمان التخطيط المتوافق للاستخدام بين المنشآت داخل وخارج القاعدة وتطوير البنية التحتية واستخدام الأراضي، ووضع منظور إقليمي ومحلي للظروف خارج القاعدة.
- تخطيط وبرمجة وإعداد الميزانية وتنفيذ المشاريع المطلوبة لدعم البرامج المعينة، واستخدام أدوات تقدير التكلفة لإنتاج تقديرات حكومية وبرمجة المشاريع.
- جمع البيانات وتقييم العوامل المؤثرة على التطوير المادي وصيانة وإدارة أصول البنية التحتية للقاعدة.
- إعداد دراسات تخطيطية وتطبيق الأدوات وتحليل البيانات الكمية والنوعية.
- العمل كعضو متكامل في الفريق، والتعاون مع القوات الأمريكية المنتشرة ومملكة العربية السعودية، ومشاركة المعلومات مع أعضاء الفريق الآخرين حسب الحاجة.
- ضمان تحقيق جميع أهداف الأداء التعاقدية وتقديم التسليمات التعاقدية للحكومة.
- العمل مع قوى عاملة دولية ومتعددة المهارات ومتنوعة.
- التواجد خلال ساعتين من الإخطار للاجتماع مع موظفي الحكومة في القاعدة عند الحاجة.
- ضمان تقديم الخدمات بنجاح لـ 4000 فرد (بزيادة أو نقصان 10%) في جميع الأوقات.
- المسؤولية عن الاستخدام السليم والمحاسبة وحماية جميع الممتلكات المقدمة من الحكومة والمقاول (بما في ذلك المرافق والمعدات والأدوات والمعلومات والبيانات).
- ضمان الامتثال لجميع القوانين الأمريكية وقانون العمل السعودي ومعايير الحكم النهائية (FGS) ووثيقة التوجيه البيئي الأساسية (OEBGD) وتعليمات القوات الجوية (AFI) والمعايير المحلية.
- أداء مهام أخرى يتم تكليفه بها.
الشروط والمتطلبات
- درجة البكالوريوس في التخطيط المجتمعي أو الهندسة المعمارية أو الهندسة (يمكن تجاوزها بخبرة كافية في التخطيط المجتمعي).
- خبرة لا تقل عن 4 سنوات في مشاريع مماثلة.
- مواطن أمريكي مع رخصة قيادة أمريكية سارية.
- جواز سفر (وليس بطاقة جواز) مع صلاحية متبقية لا تقل عن 13 شهرًا و6 صفحات فارغة للتأشيرات.
- تصريح أمني سري أمريكي ساري المفعول (Secret Clearance).
- إجادة القراءة والكتابة والتحدث باللغة الإنجليزية بطلاقة.
- استيفاء متطلبات مسرح CENTCOM MOD-15.
- يفضل حضور دورة AFIT WENG 519 (مبادئ تخطيط المنشآت الجوية).
- يفضل خبرة في إعداد القواعد الجوية الأمريكية (Bare Bases) وإدارة التغيير والنمو.
- القدرة على رفع أوزان تصل إلى 35 رطلاً، ورفع جماعي حتى 50 رطلاً، والتسلق، والجلوس أو الوقوف لفترات طويلة، والانحناء والتمدد.
- ارتداء معدات الوقاية الشخصية مثل الخوذة والأحذية الفولاذية والسترات الواقية من الرصاص عند الحاجة.
- العمل في بيئات داخلية وخارجية، والتعرض للحرارة والبرودة والغبار والضوضاء والمواد الكيميائية.
- قد يتطلب العمل الإضافي أو العمل بنظام الورديات حسب الحاجة التعاقدية، والسفر من حين لآخر إلى المتكرر.

Program Summary
The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.
Job Summary
The Prince Sultan Air Base (PSAB) Base Community Planner shall provide community planning, and the management of activities related to human as well as physical aspects of community, regional, urban, comprehensive, and land use plans in support of an installation. Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions.
Roles and Responsibilities
Ensures compatible use planning between on and off installation facility and infrastructure development and land use and develops a regional and local vicinity perspective of conditions off the installation
Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, and program projects.
Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.
Prepares planning studies, applies tools, and analyzes quantitative and qualitative data.
This position shall function as an integral team member, cooperating with and supporting U.S. deployed forces, Kingdom of Saudi Arabia (KSA) and shall share information with other integral team members as required.
Ensure all contractual performance objectives are met and contractual submittals are provided to the government.
Work with a diverse, international, and multi-skill workforce
As required, be available within two (2) hours of notification to meet on the installation with Government personnel.
Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%, at all times.
Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment tools, information and Data).
Ensure compliance with all US laws, Saudi Labor Law, Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Air Force Instruction (AFI) and local standards
Performs other duties as assigned.
MATERIAL & EQUIPMENT DIRECTLY USED:
May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull, and lift heavy equipment.
Use of Land Mobile Radios, cell phones, laptops, and other devices to maintain contact and accountability of work activities.
WORKING ENVIRONMENT:
Work will be indoors and outdoors.
Exposure to heat, cold, dust, noise, chemicals may occur.
Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.
Employees must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
Task specific work environment training may be provided.
Must be prepared to function in a wartime or contingency environment to support U.S. interests.
PHYSICAL ACTIVITIES:
Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.
Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.
Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.
Work requires moderate to heavy physical exertion including walking to operating areas and walking up stairs.
Basic Qualifications
Bachelor’s Degree in Community Planning, Architecture, or Engineering
Community Planning Experience above minimum may waive requirement for a bachelor’s degree
Minimum 4 years’ work experience with similar project.
Must be a U.S. Citizen with a current U. S. Driver's License.
Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
Must have and maintain a valid U. S. SECRET Security Clearance
Must be able to read, write, speak and understand English fluently
Candidates must also meet CENTCOM MOD-15 theater requirements.
Preferred Qualifications
Attendance at the AFIT WENG 519, Air Force Installation Planning Principles course, highly desired.
Experience setting up DOD/USAF Bare Bases as well as performing change and growth management.
