شركة بارسونز، إحدى الشركات الرائدة في مجال الاستشارات والهندسة، تبحث عن نائب مدير إدارة نظام الوثائق الإلكترونية (Deputy EDMS Manager) للانضمام إلى فريقها في تبوك (NEOM)، المملكة العربية السعودية، للإشراف على إدارة المعلومات الأساسية ضمن برنامج ضخم.
المهام والمسؤوليات
- إنشاء وتحديث وتطبيق سياسات مراقبة الوثائق الخاصة بالبرنامج، وتصنيفات الترقيم، وإجراءات التشغيل القياسية (SOPs) لفرق بارسونز والمقاولين والمقاولين من الباطن.
- الإشراف على نشر وإدارة وتحسين نظام إدارة الوثائق المؤسسي (EDMS) بشكل يومي، مع ضمان الامتثال للبيانات الوصفية (metadata) وتكوين النظام بشكل مثالي.
- قيادة فريق متعدد الجنسيات من مراقبي الوثائق، وإجراء عمليات تدقيق منتظمة للجودة لإزالة أخطاء الفهرسة وتأخير المهام المتراكمة أو المراجعات المفقودة.
- الحفاظ على سرية البيانات القصوى وبروتوكولات الأمن وفقاً لمتطلبات العميل ومعايير خصوصية البيانات لبارسونز، لحماية الملفات الحساسة أو المقيدة.
- إعداد تقارير متخصصة عن حالة الوثائق، وتحليلات وقت الإنجاز، وتقارير الإرسال الهندسي لمديري المشاريع الكبار لتحديد اختناقات سير العمل.
الشروط والمتطلبات
- خبرة لا تقل عن 20 عاماً في التحكم بالوثائق وإدارة السجلات في مشاريع بناء وبنية تحتية ضخمة على مستوى عالمي، مع سجل مثبت في منصب قيادي أو إداري.
- درجة البكالوريوس في إدارة الأعمال أو إدارة المعلومات أو الهندسة أو تخصص ذي صلة من مؤسسة معتمدة.
- الشهادات المهنية في حوكمة المعلومات أو إدارة السجلات تعتبر ميزة إضافية.
المهارات المطلوبة
- إتقان متقدم ومحترف لمنصات EDMS الرئيسية مثل Aconex و ProjectWise و PMWeb.
- فهم عميق للرسومات الهندسية ومراحل التصميم وسير عمل توثيق إنجاز العقود.
- خبرة مباشرة في إدارة نظم المعلومات المعقدة للمشاريع الضخمة في السعودية (مثل NEOM أو Trojena أو Oxagon أو Red Sea Global) - تعتبر ميزة مرجحة.
- مهارات تنظيمية استثنائية، دقة فائقة في التفاصيل، وإتقان كامل للغة الإنجليزية التقنية، مع قدرة قيادية قوية لتوجيه المقاولين وضمان الالتزام الصارم بجداول البرنامج الضاغطة.

Job Description:
Parsons is seeking an authoritative and highly systematic Deputy EDMS Manager to establish, govern, and lead the overarching information management framework for a multi-billion-dollar program in Tabuk, Saudi Arabia. This role requires an expert to take absolute ownership of the life cycle of all engineering, commercial, and legal records across massive infrastructure packages, ensuring flawless compliance, data integrity, and strict access control across all project entities.
What You'll Be Doing
Framework & Governance Setup: Establish, update, and enforce program-wide document control policies, numbering taxonomies, and standard operating procedures (SOPs) for Parsons teams, contractors, and subcontractors.
EDMS Management & Supervision: Oversee the deployment, optimization, and daily administration of the Enterprise Document Management System (EDMS), ensuring metadata compliance and seamless system configuration.
Team Leadership & Quality Assurance: Manage a multi-national team of document controllers, running regular quality audits to eliminate indexing errors, backlog delays, or missing revisions.
Security & Access Control: Maintain absolute data confidentiality and security protocols in strict alignment with client requirements and Parsons data privacy standards, safeguarding sensitive or restricted project files.
Reporting & Progress Tracking: Generate specialized document status metrics, turnaround-time analytics, and engineering submittal reports for Senior Project Directors to flag workflow bottlenecks.
What Required Skills You'll Bring
Minimum of 20 years of progressive experience in document control and records management on world-class, mega-scale construction and infrastructure programs, with a proven track record in a leadership or managerial capacity.
Bachelor’s degree in Business Administration, Information Management, Engineering, or a related discipline from an accredited institution. Professional certifications in Information Governance or Records Management are a significant asset.
Technical Expertise: Advanced, expert-level proficiency with major industry-standard EDMS platforms (such as Aconex, ProjectWise, or PMWeb). Deep understanding of engineering drawings, design stages, and contract closeout documentation workflows.
What Desired Skills You'll Bring
Direct experience managing complex information systems for Saudi Arabian giga-projects (such as NEOM, Trojena, Oxagon, or Red Sea Global) is heavily weighted.
