بارسونز تبحث عن مدير تجاري (PMO) متميز للانضمام إلى فريقها في الرياض. ستعمل كحلقة وصل حيوية بين تسليم المشاريع والجدوى المالية، مما يضمن أن يظل أحد أكثر مشاريع البنية التحتية طموحًا في العالم مربحًا ومتوافقًا وعلى المسار الصحيح. ستنضم إلى فريق متعدد التخصصات من "شريك التوصيل" (Delivery Partner)، حيث تتعامل مع بيئات التصميم والبناء المعقدة وتدير محافظ عقود عالية القيمة تُشكّل مستقبل المملكة.
المهام والمسؤوليات
- الإشراف المالي: الإشراف على جميع التقارير التجارية، بما في ذلك تخطيط التكاليف، وإعداد الميزانية، والتنبؤ بالتدفقات النقدية، وتحليل القيمة المكتسبة (Earned Value Analysis - EVA).
- القيادة التعاقدية: إدارة عقود معقدة (FIDIC، NEC، أو عقود مخصصة)، وضمان الالتزام الكامل بالالتزامات التعاقدية وقوانين المشتريات في المملكة العربية السعودية.
- إدارة المخاطر والتخفيف: تحديد المخاطر التعاقدية والمالية مبكرًا في دورة حياة المشروع وتطوير استراتيجيات قوية لحماية مصالح بارسونز والعميل.
- المطالبات والمنازعات: قيادة تقييم والتفاوض وحل التغييرات الكبيرة وأوامر التغيير والمنازعات المحتملة.
- واجهة أصحاب المصلحة: العمل كنقطة اتصال تجارية رئيسية مع العميل والجهات الحكومية والمقاولين من الباطن لدفع تحسين القيمة.
- تطوير الفريق: الإرشاد والقيادة لفريق من مساحي الكميات ومهندسي التكاليف، وتعزيز ثقافة النزاهة المهنية والتميز الفني.
المهارات المطلوبة
- خبرة لا تقل عن 12 عامًا في الإدارة التجارية، وتحديدًا في المشاريع الهندسية الكبرى أو مشاريع البناء الضخمة على المستوى العالمي.
- خبرة إقليمية أساسية في العمل في الشرق الأوسط (دول مجلس التعاون الخليجي)، مع فهم عميق للأطر التنظيمية السعودية وديناميكيات مشاريع رؤية 2030.
- درجة البكالوريوس في مساحة الكميات أو الإدارة التجارية أو الهندسة المدنية.
- شهادة مهنية معتمدة (مثل MRICS أو FRICS أو ما يعادلها) - مفضلة بشدة.
- إتقان استثنائي لنماذج العقود FIDIC مع خبرة في نماذج تسليم المشاريع المختلفة (DB، DBB، PMC).
- مهارات تواصل استثنائية باللغة الإنجليزية (كتابة وتحدثًا)؛ القدرة على تقديم بيانات مالية معقدة للقيادة التنفيذية العليا (C-suite).

Job Description:
Parsons is looking for an amazingly talented Commercial Manager to join our team in Riyadh! In this role you will act as the vital link between project delivery and financial viability, ensuring that one of the world's most ambitious infrastructure developments remains profitable, compliant, and on track. You will join a multidisciplinary "Delivery Partner" team, navigating complex Design-Build environments and managing high-value contract portfolios that define the future of the Kingdom.
What You Will Be Doing
Financial Guardianship: Oversee all commercial reporting, including cost planning, budgeting, cash flow forecasting, and Earned Value Analysis (EVA).
Contractual Leadership: Administer complex contracts (FIDIC, NEC, or bespoke), ensuring full adherence to contractual obligations and KSA procurement laws.
Risk & Mitigation: Proactively identify contractual and financial risks early in the project lifecycle and develop robust strategies to protect both Parsons' and the Client's interests.
Claims & Disputes: Lead the assessment, negotiation, and resolution of significant variations, change orders, and potential disputes.
Stakeholder Interface: Act as the primary commercial point of contact for the Client, government authorities, and major subcontractors to drive value optimization.
Team Development: Mentor and lead a team of Quantity Surveyors and Cost Engineers, fostering a culture of professional integrity and technical excellence.
What Required Skills You'll Bring
Experience: A minimum of 12 years of progressive experience in commercial management, specifically on large-scale global engineering or mega-construction projects.
Regional Expertise: Essential experience working in the Middle East (GCC), with a deep understanding of Saudi Arabian regulatory frameworks and Vision 2030 project dynamics.
Education: Bachelor’s degree in Quantity Surveying, Commercial Management, or Civil Engineering.
Chartered Status: Professional registration with Chartered Status (e.g., MRICS, FRICS, or equivalent) is highly preferred.
Contractual Mastery: Expert-level knowledge of FIDIC forms and experience with various project delivery models (DB, DBB, PMC).
Communication: Exceptional English verbal and written skills; ability to present complex financial data to C-suite executive leadership.
