شركة بارسونز تبحث عن رئيس مساحي كميات (Principal Quantity Surveyor) للانضمام إلى فريقها في ينبع، المملكة العربية السعودية. سيتولى المرشح قيادة جميع أنشطة مسح الكميات المتعلقة بمشاريع البناء في تخصصات الهندسة المعمارية والمدنية والإنشائية والميكانيكية والكهربائية والسباكة، مع خلفية متكاملة في تشييد المباني (سكنية، تعليمية، طبية، صناعية) والأعمال التحتية (طرق، جسور، شبكات مرافق تحت الأرض)، لضمان دقة تقدير التكاليف والامتثال التعاقدي والرقابة المالية.
المهام والمسؤوليات
- إدارة إعداد كميات المواد وتحليل التكاليف واعتماد شهادات الدفع لدعم تسليم المشروع ضمن الميزانية والجدول الزمني.
- إجراء عمليات حصر الكميات التفصيلية للمواد من المخططات التصميمية وورش العمل لجميع التخصصات.
- المحافظة على جدول الكميات وأسعار الوحدات وتحديثه دورياً لضمان كفاية الميزانية وضبط التكاليف.
- إعداد تقديرات تكاليف شاملة وتقييمات كمية للتغييرات والأعمال الإضافية المقترحة.
- قيادة المفاوضات مع المقاولين بشأن أوامر التغيير.
- مراجعة والتحقق من الفواتير الشهرية للمقاولين والحسابات الختامية لضمان الدقة والامتثال.
- إجراء معاينات ميدانية للتحقق من الأعمال المنفذة وفقاً لمواصفات العقد والمخططات.
- تولي مهام مهندس الإشراف المقيم عند الحاجة، مع ضمان الامتثال الفني وضمان الجودة.
- تقديم مشورة خبراء في هندسة التكاليف وفرص الهندسة القيمية، والمساهمة في التحسين المستمر لممارسات إدارة التكاليف.
- التنسيق مع فرق مراقبة المشروع والتخطيط لضمان التوافق بين أداء التكلفة والجدول الزمني.
- ضمان الامتثال للوائح المحلية والقوانين والمعايير الدولية ذات الصلة، وأداء أي مهام أخرى تُكلّف بها.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو مسح الكميات أو تخصص ذي صلة.
- خبرة لا تقل عن 10 سنوات بعد التخرج في مجال مسح الكميات، مع تركيز قوي على مشاريع تشييد المباني والأعمال التحتية.
- سجل مثبت في إدارة مشاريع بنية تحتية أو بناء متوسطة وكبيرة الحجم.
- إتقان برامج الحاسب القياسية: MS Office (Word/Excel/PowerPoint) وAutoCAD وCivil 3D.
- طلاقة في اللغة الإنجليزية تحدثاً وكتابة، مع القدرة على إنتاج وثائق وتقارير فنية واضحة.
- خبرة في العمل ضمن بيئة فريق متعدد التخصصات والتواصل مع فرق الهندسة والمشتريات والتشييد.
- المعرفة بعقود FIDIC أو أي نماذج عقود معيارية أخرى - إلزامية.
المهارات المطلوبة
- مهارات تحليلية قوية، تفاوضية، واتصالية.
- العضوية في هيئة مهنية معترف بها (مثل RICS أو AIQS) - يُفضّل.

Job Description:
Parsons is looking for an amazingly talented Principal Quantity Surveyor to join our team! In this role you will get to lead and oversee all quantity surveying activities related to Architecture / Civil / Structural / MEP construction projects, with a well-rounded background in the construction of buildings including residential, educational, medical, and industrial facilities as well as infrastructure works such as roads, bridges, and underground utility supply systems ensuring accurate cost estimation, contract compliance, and financial control.
What You'll Be Doing:
Responsible for managing quantity take-offs, cost analysis, and payment certifications to support project delivery within budget and schedule.
Conduct detailed material quantity take-offs from design and shop drawings for all disciplines.
Maintain and periodically update the schedule of quantities and unit prices to ensure budget adequacy and cost control.
Prepare comprehensive cost estimates and quantity assessments for proposed variations and additional works.
Lead negotiations with contractors regarding change orders.
Review and validate contractor’s monthly progress invoices and final accounts to ensure accuracy and compliance.
Perform site inspections to verify completed work against contract specifications and drawings.
Assume Resident Construction Engineer duties when required, ensuring technical compliance and quality assurance.
Provide expert advice on cost engineering, value engineering opportunities and contribute to continuous improvement of cost management practices.
Coordinate with project controls and planning teams to ensure alignment between cost and schedule performance.
Ensure compliance with relevant local regulations, codes, and international standards. Perform any other job-related duties as assigned.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering, Quantity Surveying, or a related discipline.
Minimum 10 years of post-graduate experience in Quantity Surveying, with a strong focus on buildings and infrastructure construction projects.
Proven track record in managing medium and large-scale infrastructure or building projects.
Proficiency in industry-standard software such as MS Office (Word/Excel/PowerPoint), AutoCAD and Civil 3D.
Fluent in spoken and written English; ability to produce clear technical documentation and reports.
Experience working in a multidisciplinary team environment and interfacing with engineering, procurement, and construction teams.
Knowledge of FIDIC or other standard forms of contract is a must.
