بارسونز تبحث عن مدير عقود (PMO) للانضمام إلى فريقها في الرياض، المملكة العربية السعودية. يشغل هذا الدور حلقة الوصل الحيوية بين تسليم المشاريع والجدوى المالية، ليضمن بقاء أحد أكثر مشاريع البنية التحتية طموحًا في العالم مربحًا ومتوافقًا وضمن الجدول الزمني، وذلك ضمن فريق 'شريك تسليم' متعدد التخصصات يتعامل مع بيئات التصميم-البناء المعقدة ويدير حافظات عقود عالية القيمة.
المهام والمسؤوليات
- تولي جميع جوانب إدارة العقود، بما في ذلك إدارة العقود المعقدة (FIDIC أو NEC أو العقود المخصصة)، وضمان الالتزام الكامل بالالتزامات التعاقدية والقوانين السعودية.
- تحديد المخاطر التعاقدية والمالية في وقت مبكر من دورة حياة المشروع، ووضع استراتيجيات قوية لحماية مصالح بارسونز والعميل.
- إجراء تقييم والتفاوض وحل التغييرات وأوامر التغيير والنزاعات المحتملة الهامة.
- تعزيز ثقافة النزاهة المهنية والتميز التقني.
- تقديم التوجيه لجميع أنشطة إدارة العقود، مع التركيز على تحقيق نتائج ناجحة عبر حافظة المشاريع.
- تنفيذ استراتيجيات الإدارة التجارية والتعاقدية لتحقيق أهداف المشروع، وتسليم المخرجات في الوقت المناسب، وتعظيم القيمة.
- المساعدة في تقييم طلبات التغيير، بما في ذلك تطوير وإدارة وثائق إدارة التغيير حتى الانتهاء من تعليمات الطوارئ وأوامر التغيير.
- ضمان الامتثال للشروط والأحكام التعاقدية، بما في ذلك إدارة المطالبات والتغييرات والنزاعات.
- تقديم المشورة بشأن تفسير العقود واستراتيجيات تخفيف المخاطر.
- المساعدة في تطوير وإدارة ميزانيات المشاريع، وضمان التوافق مع الأهداف المالية.
- إعداد تقارير مفصلة وتوقعات وتحليل التكاليف للإدارة العليا وأصحاب المصلحة.
- التنسيق مع فريق المشتريات وضمان توافق الأنشطة مع متطلبات المشروع وسياسات المنظمة.
- تطوير والحفاظ على علاقات قوية مع الاستشاريين والموردين والمقاولين لضمان الأداء الأمثل.
- تحديد وتقييم وتخفيف المخاطر التجارية طوال دورة حياة المشروع.
- وضع خطط طوارئ لمواجهة التحديات المالية والتعاقدية المحتملة.
- تعزيز ثقافة التعاون والتميز.
- التعاون مع أصحاب المصلحة الداخليين والخارجيين لضمان التوافق في الأمور التجارية.
- تمثيل المشروع في المناقشات والمفاوضات التجارية مع أصحاب المصلحة.
- ضمان الامتثال للمتطلبات القانونية والتنظيمية والتعاقدية.
- إعداد وتقديم تقارير شاملة لأصحاب المصلحة والإدارة العليا.
الشروط والمتطلبات
- درجة البكالوريوس في مسح الكميات أو قانون البناء.
- خبرة لا تقل عن 12 عامًا في إدارة العقود التجارية و/أو التعاقدية عبر قطاعات إنشائية متعددة.
- معرفة واسعة بمبادئ إدارة التكاليف والتجارية وعمليات المشتريات ومبادئ إدارة العقود.
- سجل مثبت في إدارة عقود كبيرة الحجم والتسليم ضمن الميزانية والجدول الزمني.
- الإلمام باللوائح المحلية والمعايير الصناعية وأفضل الممارسات.
- إجادة استخدام برامج إدارة المشاريع والأدوات المالية.
المهارات المطلوبة
- مهارات استثنائية في التواصل والقيادة.
- القدرة على إدارة علاقات معقدة مع أصحاب المصلحة وحل النزاعات بفعالية.
- يفضل الحصول على شهادة مهنية (MRICS).
- خبرة في مشاريع PMO مرغوبة بشدة.
- التفكير الاستراتيجي والقدرة على اتخاذ القرارات.
- مهارات تحليلية قوية وحل المشكلات.
- خبرة في القيادة وإدارة الفرق.
- الاهتمام بالتفاصيل والدقة في التقارير المالية.
- القدرة على العمل تحت الضغط وإدارة أولويات متعددة بفعالية.

Job Description:
Parsons is looking for an amazingly talented Contracts Manager to join our team! In this role you will act as the vital link between project delivery and financial viability, ensuring that one of the world's most ambitious infrastructure developments remains profitable, compliant, and on track. You will join a multidisciplinary "Delivery Partner" team, navigating complex Design-Build environments and managing high-value contract portfolios that define the future of the Kingdom.
What You'll Be Doing:
Undertake all aspects of contract management including administering complex contracts (FIDIC, NEC, or bespoke), ensuring full adherence to contractual obligations and KSA law.
Proactively identify contractual and financial risks early in the project lifecycle and develop robust strategies to protect both Parsons' and the Client's interests.
Undertake assessment, negotiation, and resolution of significant variations, change orders, and potential disputes.
Foster a culture of professional integrity and technical excellence.
Provide direction for all contract management activities focusing on successful outcomes, across the portfolio.
Implement commercial & contract management strategies to achieve project objectives, output deliverables in a timely manner, and maximize value.
Assist in evaluation of Change Requests, including developing and managing change management documentation through to finalizing EI’s and VO’s.
Ensure compliance with contractual terms and conditions, including managing claims, variations, and disputes.
Provide advice on contract interpretation and risk mitigation strategies.
Assist the development and management of project budgets, ensuring alignment with financial goals.
Prepare detailed reports, forecasts, and cost analysis for senior management and stakeholders.
Coordinate with procurement team and ensure the activities align with project requirements and organizational policies.
Develop and maintain strong relationships with consultants, suppliers and contractors to ensure optimal performance.
Identify, assess, and mitigate commercial risks throughout the project lifecycle.
Develop contingency plans to address potential financial and contractual challenges.
Foster a culture of collaboration and excellence.
Collaborate with internal and external stakeholders to ensure alignment on commercial matters.
Represent the project in commercial discussions and negotiations with stakeholders.
Ensure adherence to legal, regulatory, and contractual requirements.
Prepare and present comprehensive reports to stakeholders and senior management.
What Required Skills You'll Bring:
Bachelor’s degree in Quantity Surveying, or Construction Law.
Minimum of 12 years of experience in commercial and-or contracts management across multiple construction sectors.
Extensive knowledge of cost & commercial management principles, procurement processes, and contract management principles.
Proven track record of managing large-scale contracts and delivering within budget and schedule.
Familiarity with local regulations, industry standards, and best practices.
Proficiency in project management software and financial tools.
Exceptional communication and leadership skills.
Ability to manage complex stakeholder relationships and resolve disputes effectively.
What Desired Skills You'll Bring:
Professional certification (MRICS) is preferred.
Experience in PMO projects is highly desirable.
