نبحث عن مهندس سلامة وصحة مهنية وبيئة (HSE) ذي خبرة عالية للانضمام إلى فريق شركة إيجيس في الرياض، المملكة العربية السعودية. سيلعب هذا الدور محورياً في تطوير وتنفيذ وصيانة أنظمة إدارة شاملة للصحة والسلامة والبيئة عبر جميع عملياتنا، مع التركيز على الامتثال للوائح السعودية وأفضل الممارسات العالمية.

المهام والمسؤوليات

  • تطوير ومراجعة وتحديث خطط إدارة الصحة والسلامة والبيئة وفقاً للوائح السعودية وقوانين العمل ومعايير المنظمة.
  • إنشاء وتنفيذ جداول مراقبة شاملة تشمل جولات ميدانية وتفتيشات ومراجعات وتقييمات للسلامة عبر جميع المجالات التشغيلية.
  • تصميم وتنفيذ أطر الكفاءة ومصفوفات التدريب لفرق HSE، وضمان حصول جميع الأفراد على الشهادات والمهارات المطلوبة.
  • قيادة وتيسير اجتماعات السلامة والصحة المهنية الدورية والتفتيشات وورش العمل، وتوثيق الملاحظات والإجراءات والإغلاق بدقة وشفافية.
  • مراجعة واعتماد والتحقق من خطط HSE وبيانات الطرق وتقييمات المخاطر والتسليمات ذات الصلة من المقاولين والمقاولين من الباطن.
  • إجراء تحديد دقيق للمخاطر وتقييم المخاطر، وتطوير وتوصيل إجراءات التحكم المناسبة لجميع الأطراف المعنية.
  • ضمان التواصل الفعال لسياسات HSE وأهدافها ومعاييرها ومعلومات المخاطر لجميع الموظفين والمقاولين بطريقة واضحة وميسرة.
  • إجراء اجتماعات سلامة ما قبل بدء العمل مع المقاولين والموردين لوضع توقعات ومتطلبات واضحة.
  • مراقبة وتقييم أداء HSE عبر جميع العمليات، وتحديد حالات عدم المطابقة وتنفيذ الإجراءات التصحيحية في الوقت المناسب.
  • التحقيق في جميع الحوادث والإصابات والحوادث الوشيكة، وإعداد تقارير مفصلة وتقديم توصيات لمنع التكرار.
  • دعم تخطيط الاستجابة للطوارئ وضمان توفر الترتيبات المناسبة للأمن وإدارة المرور والطوارئ.
  • الحفاظ على توثيق شامل لنظام HSE وإعداد تقارير أداء دورية لمراجعة الإدارة.
  • التعاون مع فرق المشروع واستشاريي التصميم لدمج متطلبات HSE في جميع الأنشطة التشغيلية.
  • تقديم التوجيه الفني والإرشاد والدعم للمقاولين وأعضاء الفريق بشأن أفضل ممارسات HSE ومتطلبات الامتثال.
  • البقاء على اطلاع دائم بتطورات لوائح HSE والمعايير الصناعية وأفضل الممارسات، والتوصية بتحسينات العمليات والابتكارات.
  • تعزيز ثقافة سلامة شاملة وداعمة تشجع على التواصل المفتوح والتحسين المستمر عبر جميع مستويات المنظمة.

الشروط والمتطلبات

  • درجة البكالوريوس في السلامة والصحة المهنية أو الهندسة أو العلوم البيئية أو مجال ذي صلة.
  • مؤهل المستوى 5 أو أعلى في السلامة والصحة المهنية (دبلوم NEBOSH، IOSH Level 5، NVQ Level 5، OTHM Level 6، أو ما يعادلها).
  • شهادة مهنية مثل CM/Cert.-IOSH أو CSP أو CRSP أو MIIRSM أو ما يعادلها.
  • شهادة مراجع رئيسي في ISO 45001:2018.
  • خبرة مهنية لا تقل عن 10 سنوات في إدارة الصحة والسلامة والبيئة.
  • خبرة مثبتة في قطاعات البناء أو الصناعة أو التصنيع أو النفط والغاز.
  • سجل حافل في تطوير وتنفيذ أنظمة إدارة HSE.
  • خبرة في إجراء مراجعات السلامة والتفتيشات والتحقيقات في الحوادث.
  • خلفية في إدارة المقاولين والرقابة على الامتثال لـ HSE.
  • يفضل خبرة في الإشراف أو الاستشارات.
  • الإلمام باللوائح السعودية للصحة والسلامة والبيئة ومتطلبات قانون العمل يعتبر ميزة.

Job Description

We're looking for a dedicated and detail-oriented HSE Engineer to join our team in Riyadh, Saudi Arabia. In this role, you'll play a crucial part in developing, implementing, and maintaining comprehensive Health, Safety, and Environment management systems across our operations. The ideal candidate will demonstrate exceptional analytical skills, a collaborative approach, and an unwavering commitment to fostering a safety-first culture. You'll work closely with cross-functional teams, contractors, and stakeholders to ensure compliance with all HSE requirements and continuously improve our safety performance in accordance with Saudi regulations and international best practices.

  • Develop, review, and update Health, Safety, and Environment Management Plans in accordance with Saudi Arabian regulations, labor laws, and organizational standards
  • Create and execute comprehensive monitoring schedules, including site tours, inspections, audits, and safety assessments across all operational areas
  • Design and implement competency frameworks and training matrices for HSE teams, ensuring all personnel maintain current certifications and skills
  • Lead and facilitate regular Health and Safety meetings, inspections, and workshops; document observations, actions, and close-outs with transparency and precision
  • Review, approve, and verify HSE plans, method statements, risk assessments, and related deliverables from contractors and subcontractors
  • Conduct thorough hazard identification and risk assessments; develop and communicate appropriate control measures to all relevant parties
  • Ensure effective communication of HSE policies, objectives, standards, and hazard information to all personnel and contractors in a clear and accessible manner
  • Perform pre-start safety kick-off meetings with contractors and vendors to establish clear expectations and requirements
  • Monitor and evaluate HSE performance across all operations; identify nonconformances and implement corrective actions in a timely manner
  • Investigate all accidents, incidents, and near misses; prepare detailed reports and provide recommendations to prevent recurrence
  • Support emergency response planning and ensure the availability of appropriate security, traffic management, and emergency arrangements
  • Maintain comprehensive HSE documentation and prepare regular performance reports for management review
  • Collaborate with project teams and design consultants to integrate HSE requirements into all operational activities
  • Provide technical guidance, mentoring, and support to contractors and team members on HSE best practices and compliance requirements
  • Stay current with evolving HSE regulations, industry standards, and best practices; recommend process improvements and innovations
  • Foster an inclusive and supportive safety culture that encourages open communication and continuous improvement across all levels of the organization

Qualifications

  • Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science, or a related field
  • Level 5 or higher qualification in Occupational Health and Safety (NEBOSH Diploma, IOSH Level 5, NVQ Level 5, OTHM Level 6, or equivalent)
  • Professional certification such as CM/Cert.-IOSH, CSP, CRSP, MIIRSM, or equivalent
  • ISO 45001:2018 Lead Auditor certification
  • Minimum 10 years of professional experience in Health, Safety, and Environment management
  • Demonstrated experience in construction, industrial, manufacturing, or oil and gas sectors
  • Proven track record in developing and implementing HSE management systems
  • Experience conducting safety audits, inspections, and incident investigations
  • Background in contractor management and HSE compliance oversight
  • Supervision or consulting experience is highly preferred
  • Familiarity with Saudi Arabian HSE regulations and labor law requirements is advantageous
  • Strong analytical and problem-solving abilities with meticulous attention to detail
  • Excellent written and verbal communication skills in English
  • Proficiency in HSE documentation systems, risk assessment tools, and reporting software
  • Ability to develop and deliver effective safety training and toolbox talks
  • Knowledge of Saudi Arabian HSE regulations, labor laws, and legal requirements
  • Competency in hazard identification, risk assessment, and control implementation
