نبذة عن الوظيفة

يدعم هذا الدور إدارة عمليات العطاءات والمناقصات في قطاع تخطيط كهربية القلب (EP) لمنطقة الشرق الأوسط وأفريقيا (MEA)، مع ضمان تقديم عطاءات دقيقة ومتوافقة وقادرة على المنافسة في الوقت المحدد، مما يساهم في نمو الأعمال وتقليل المخاطر. يتولى حامل الوظيفة تنفيذ العطاءات بالتعاون الوثيق مع فرق المبيعات والتسويق وسلسلة التوريد والمالية والشؤون القانونية والامتثال والتنظيم، وغيرها من الوظائف الأخرى. كما يساهم في تحسين الأدوات والحوكمة والتقارير والانضباط الإجرائي، ويتطلب العمل تواصلاً قوياً مع أصحاب المصلحة والالتزام بمعايير الامتثال والفطنة التجارية.

المهام والمسؤوليات

  • إدارة دورة حياة العطاءات والمناقصات الكاملة (ما قبل المناقصة، تقديم العطاء، الفوز، وما بعد الفوز) عبر قطاع EP في منطقة MEA.
  • تنسيق عمليات البحث عن المناقصات وتقديمها وتوثيقها ورفعها، مع ضمان جودة عالية والالتزام والتنافسية.
  • مراجعة متطلبات المناقصات ومعايير التقييم والمواصفات الفنية والشروط التجارية وقوائم التقديم لضمان الاكتمال والدقة.
  • تحليل نتائج العطاءات عبر مراجعات الفوز/الخسارة، ومحاكاة الأسعار، ورؤى المنافسين، وجلسات العصف الذهني لدعم استراتيجية العطاءات المستقبلية.
  • صيانة قواعد بيانات العطاءات وأدوات التتبع والمنصات المركزية لضمان جودة البيانات والشفافية والتقارير الموثوقة عبر EP MEA.
  • مراجعة الجوانب القانونية والتجارية والفنية والتشغيلية لوثائق المناقصات، ورفع المخاطر لحلها في الوقت المناسب.
  • ضمان امتثال أنشطة العطاءات لمتطلبات العملاء والسياسات الداخلية وإجراءات التشغيل القياسية (SOP) ومصفوفات الموافقة ومتطلبات الرقابة المالية (SOX).
  • دعم إنشاء وصيانة ومراجعة إجراءات التشغيل القياسية (SOP) وتعليمات العمل ووثائق العمليات بما يتوافق مع أفضل الممارسات والتوقعات التنظيمية.
  • التعاون الاستباقي مع فرق المبيعات والتسويق وسلسلة التوريد والمالية والتنظيم والشؤون القانونية والامتثال لضمان تقديم عطاءات كاملة وذات قيمة مضافة.
  • إدارة التفاعلات اليومية مع أصحاب المصلحة الداخليين والموزعين وجهات اتصال العملاء، مع إبقائهم على اطلاع بتحديثات العطاءات والمخاطر والإجراءات المطلوبة.
  • دعم وتيسير الاجتماعات قبل وبعد المناقصات للتوافق على المتطلبات والاستراتيجية والجداول الزمنية والنتائج والدروس المستفادة.
  • العمل كخبير موضوعي في عمليات العطاءات وأدواتها ومعايير التوثيق ومتطلبات الامتثال الخاصة بقطاع EP.
  • تقديم التوجيه والتدريب للفرق التجارية وغير التجارية حول عمليات العطاءات والتوثيق والأنظمة ومتطلبات الحوكمة.
  • المساهمة في خلق ثقافة التميز والدقة والمساءلة والتحسين المستمر في ممارسات إدارة العطاءات.
  • إعداد ومشاركة مقاييس أداء العطاءات ولوحات المعلومات والتقارير بشكل دوري مع قائد العطاءات والمناقصات وأصحاب المصلحة.
  • دعم صيانة وتعزيز أدوات العطاءات مثل أدوات التسعير ولوحات معلومات المناقصات والتقويم وأدوات التتبع.
  • جمع وتحليل بيانات المناقصات التاريخية وبيانات المنافسين في قطاع EP لتعزيز العطاءات المستقبلية.
  • دعم تنفيذ مبادرات التميز في العطاءات والمناقصات لمنطقة EP MEA، وتنفيذ الأنشطة المسندة ضمن الجداول الزمنية المتفق عليها.
  • تحديد واقتراح فرص تحسين العمليات لتعزيز جودة العطاءات ومدة الدورة والامتثال وتجربة أصحاب المصلحة.

الشروط والمتطلبات

  • درجة البكالوريوس من جامعة معتمدة، ويفضل أن تكون في مجال تجاري (المالية، التسويق، الاقتصاد، إدارة الأعمال).
  • خبرة لا تقل عن 4 سنوات في إدارة العطاءات والمناقصات أو التسعير أو العمليات التجارية أو إدارة العطاءات، ويفضل في أسواق منطقة الشرق الأوسط وأفريقيا أو الأسواق الإقليمية المعقدة.
  • يفضل وجود خبرة في صناعة الأجهزة الطبية أو الأدوية أو بيئة العطاءات الصحية؛ وتعد الخبرة في قطاع EP أو القلب والأوعية الدموية ميزة إضافية.
  • كفاءة متقدمة في استخدام حزمة MS Office، وخاصة Excel.

We are searching for the best talent for Bids and Tender Senior Specialist, EP MEA.

Purpose

The Bids and Tender Specialist, EP MEA supports the end-to-end bids and tender management process across the Electrophysiology business in MEA, ensuring timely, compliant, accurate, and competitive submissions that support business growth and mitigate risk. This role manages tender execution in close collaboration with Sales, Marketing, Supply Chain, Finance, Legal, Compliance, Regulatory, and other business functions.

The Bids and Tender Specialist contributes to effective tender evaluation, submission, award management, and post-award activities, while supporting the Bids and Tendering Leader in improving tools, governance, reporting, and process discipline across EP MEA.

The role requires strong stakeholder engagement, rigorous attention to compliance standards, commercial acumen, and a continuous improvement mindset to help advance bids and tendering excellence across EP MEA.

You Will Be Responsible For

Tender Management

  • Coordinate and manage the full bids and tender lifecycle, including pre-tender, quotation, submission, award, and post-award stages, across EP MEA.
  • Manage tender sourcing, application, documentation, and submission processes to ensure timely, high-quality, compliant, and competitive EP bids.
  • Review tender requirements, evaluation criteria, technical specifications, commercial terms, and submission checklists to ensure completeness and accuracy.
  • Analyze tender outcomes through win/loss reviews, pricing simulations, competitor insights, and debriefs to support future EP bid strategy.
  • Maintain bids and tender databases, trackers, and central platforms to ensure data quality, visibility, and reliable reporting across EP MEA.

Compliance & Risk Management

  • Review legal, commercial, technical, and operational aspects of tender documents and escalate risks for timely resolution.
  • Ensure tender activities comply with customer requirements, corporate policies, SOPs, approval matrices, and SOX control requirements.
  • Support creation, maintenance, and revision of SOPs, work instructions, and process documentation aligned with best practices and regulatory expectations.

Collaboration & Stakeholder Engagement

  • Collaborate proactively with EP Sales, Marketing, Supply Chain, Finance, Regulatory, Legal, Compliance, and other functions to secure complete and value-added submissions.
  • Manage day-to-day interactions with internal stakeholders, distributors, and relevant customer interfaces, keeping stakeholders informed of key bid and tender updates, risks, and required actions.
  • Support and facilitate pre- and post-tender meetings to align on requirements, strategy, timelines, outcomes, and lessons learned.

Capability Building & Knowledge Sharing

  • Act as a subject matter expert for EP bids and tender processes, tools, documentation standards, and compliance requirements.
  • Provide guidance and training to commercial and non-commercial teams on bids and tender processes, documentation, systems, and governance requirements.
  • Contribute to a culture of excellence, accuracy, accountability, and continuous improvement in tender management practices.

Performance Tracking & Continuous Improvement

  • Prepare and share regular bids and tender performance metrics, dashboards, and reports with the Bids and Tendering Leader and relevant stakeholders.
  • Support maintenance and enhancement of bids and tender tools, including quotation tools, tender dashboards, tender calendars, and tender trackers.
  • Collect and analyze historical EP tender and competitor data to strengthen future submissions.
  • Support implementation of Bids and Tendering Excellence initiatives for EP MEA and deliver assigned activities within agreed timelines.
  • Identify and propose process improvement opportunities to strengthen tender quality, cycle time, compliance, and stakeholder experience.

  • Quality of bid/no-bid recommendations, risk assessments, and leadership decision support
  • Tender performance outcomes, including win/loss insights, cycle time improvement, and value protection

Qualifications / Requirements

  • University/Bachelors Degree
  • Ideally degree in a business orientated subject (Finance, Marketing, Economics, Business)
  • Minimum 4 years of relevant experience in bids and tender management, pricing, commercial operations, or bid management, preferably across MEA or complex regional markets.
  • Experience in the Medical Device industry, Pharma, or healthcare tendering environment is preferred; EP or cardiovascular experience is an advantage.
  • Advanced proficiency in MS Office, especially Excel and PowerPoint; experience with dashboards and analytics tools is an advantage.
  • Working knowledge of SAP will be an advantage

Technical And Functional Skills

  • Strong understanding of bids and tender management, commercial processes, pricing governance, technical documentation, and bid submission requirements
  • Strong analytical skills with the ability to interpret data, identify risks and opportunities, and translate insights into practical recommendations
  • Excellent problem-solving skills, high attention to detail, and ability to manage multiple priorities in a fast-paced environment
  • Ability to develop internal/external collaborations and build positive, constructive relationships across all levels and disciplines
  • Ability to influence business partners through fact-based analysis, clear recommendations, and strong follow-through
  • Strong communication skills, including framing issues, presenting options, and explaining solutions clearly to business partners and cross-functional teams

  • Fluent in English and Arabic (French language is a plus)
