NMDC Energy تعلن عن وظيفة Senior Offshore Construction Engineer للعمل في مشاريعها بالمنطقة الشرقية، السعودية. يشترط أن يكون المرشح مقيمًا حاليًا في السعودية أو مستعدًا للانتقال إليها، مع إعطاء الأولوية لمن لديه خبرة سابقة في مشاريع أرامكو.
المهام والمسؤوليات
- المساعدة في إعداد مخرجات المشروع البحري وحضور اجتماعات البداية والاستراتيجية.
- دعم تطوير خطط التنفيذ البحري والجداول الزمنية والتحليلات الفنية-التجارية مع مراعاة معالم المشروع وتوفر الصنادل.
- إعداد أدوات البناء (سجل التحميل)، ومتطلبات الطلاء البحري، ومراقبة تقدم التصنيع والطلاء.
- مراجعة الوثائق الهندسية والرسومات والتحليلات من منظور قابلية البناء.
- دعم إعداد النطاقات التفصيلية والجداول ووثائق الواجهة لمقاولي الباطن البحريين (باستثناء الغوص و NDT)، والتنسيق للتقييمات الفنية والتجارية.
- العمل كنقطة اتصال لتنسيق المقاولين عند التكليف، ومراقبة التقدم والأداء.
- دعم إصدار طلبات الشراء للمواد البحرية غير المغطاة في الهندسة ومتابعة المشتريات.
- التنسيق مع جميع الأقسام الداخلية بشأن أنشطة النطاق البحري.
- حضور اجتماعات الأساليب وقابلية البناء، ومراجعة إجراءات التركيب وأنماط المراسي والرسومات.
- المساعدة في التقييم الفني والاستعجال والاستلام والموافقة على MRV للمواد البحرية.
- تقديم المدخلات للتقارير الأسبوعية والشهرية وحضور اجتماعات العميل.
- دعم دراسات التغييرات في خطط التنفيذ البحري بما في ذلك إعداد وثائق الواجهة والجداول الدقيقة وبيانات الطريقة.
- التواصل مع الأطراف الثالثة ومساحي الضمان البحري في المسائل البحرية والإنشائية.
- حضور اجتماعات التقدم الأسبوعية مع VPOO/OCM وإبراز المشكلات والمخاطر.
- ضمان تنفيذ خطة السلامة للمشروع ونظام HSEMS للشركة ومعايير الجودة.
- توثيق الدروس المستفادة وأفضل الممارسات والمشاركة في تدقيقات الجودة وإجراءات الإغلاق.
- بدء أوامر التغيير/المطالبات البحرية، تجميع المدخلات الفنية، ودعم تخصيص المدد البحرية.
- المساعدة في مراجعة فواتير المقاولين الباطن وتقديم توضيحات للشؤون المالية.
- إعداد وتنسيق خطط التعبئة ودعم اجتماعات التعبئة مع الفرق البحرية والميدانية.
- إعداد سجل تقييم المخاطر، حضور اجتماعات التقييم، وتعميم التعليقات الموحدة للعميل والجهات الداخلية.
- إعداد بطاقات العمل لأعمال الربط البحرية وتطوير جداول زمنية دقيقة ومخططات القوى العاملة لأنشطة الإغلاق.
- إعداد مواصفات JUB للأسطول البحري المستأجر وفقًا لمتطلبات CHOD.
- التنسيق مع OPE لضمان جاهزية وتعبئة جميع أدوات التركيب.
- ضمان تنفيذ أنشطة ما قبل التركيب/التحميل في الوقت المناسب وتوفر أحدث الوثائق البحرية المعتمدة على متن السفينة.
- المساعدة في تحديث الجداول البحرية بناءً على التقدم وتوفر الموارد، واقتراح إجراءات تعويضية للتأخيرات.
- دعم تنسيق تعبئة/إخلاء المقاولين الباطن وتقييم أدائهم.
- مراقبة العمليات البحرية اليومية، حضور الاجتماعات اليومية، والتنسيق الوثيق مع العملاء والفرق البحرية والميدانية.
- إجراء تدقيقات السلامة وجولات التفتيش على المنصات البحرية.
- التواصل مع فرق المشروع وبناء الساحات للحفاظ على مواعيد التحميل والاستمرارية البحرية.
- إجراء جولات ميدانية مشتركة على الهياكل المصنعة لتجنب الأعمال المحمولة بحرًا.
- المساعدة في إعداد الوثائق النهائية البحرية وتقارير إغلاق المشروع.
- مراجعة عقود المشروع والرسومات لتحديد مشكلات قابلية البناء ومتطلبات التغيير.
- دعم مديري الإنشاءات في توجيه الأنشطة البحرية، وضمان توفر الموارد، والامتثال للسلامة، والالتزام بالعقد ومتطلبات ISO.
- المساعدة في تعديل الجداول لإدارة التغييرات والتأخير والطوارئ مع التحكم في التكاليف.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة (يفضل تخصص ميكانيكي، مدني، أو بحري) أو ما يعادلها.
- خبرة لا تقل عن 8 سنوات في الإنشاءات البحرية في صناعة النفط والغاز.
- وعي تجاري ومالي وتعاقدي جيد.
- مهارات جيدة في التفاوض واتخاذ القرار.
- مهارات ممتازة في اللغة الإنجليزية تحدثاً وكتابة.
- مهارات إدارية محتملة.
- مهارات تواصل ممتازة.
- القدرة على العمل الجماعي والقيادة.
- فهم شامل للعمليات والمعدات البحرية.
- يجب أن يكون المرشح مقيمًا حاليًا في السعودية أو مستعدًا للانتقال إليها.

Description
Responsible for several functions on an assigned project, May work on a number of projects at any one time. Co-ordinate and monitor activities during the project various execution phases, assist and lead the Construction Engineer in the assigned task he will report to the Offshore Construction Manager / Sr. Offshore Construction Manager
Responsibilities
Start-Up Phase
- Assist OCM in preparing offshore project deliverables and attending project kick-off and strategy meetings
- Support development of offshore execution plans, construction schedules, and techno-commercial analyses, considering project milestones and barge availability
All Project Phases
- Assist OCM in preparing construction aids (load register), marine spread requirements, pipe coating scope, and monitor fabrication/pipe coating progress
- Review engineering documents, drawings, and analyses from a constructability perspective
- Support preparation of detailed scopes, schedules, and interface/bridging documents for offshore subcontracted works (excluding diving and NDT), and coordinate technical and commercial evaluations
- Act as focal point for subcontractor coordination when assigned, monitoring progress and performance
- Support issuance of Purchase Requisitions for offshore materials not covered by engineering and follow up with procurement on ordering and delivery
- Coordinate offshore scope activities with all internal departments
- Attend methods and constructability meetings and review installation procedures, anchor patterns, and drawings
- Assist in technical evaluation, expediting, receipt, and MRV approval of offshore materials
- Provide input to weekly and monthly reports and attend client meetings as required
- Support studies for changes in offshore execution plans, including preparation of bridging documents, micro-schedules, and method statements
- Liaise with third-party agencies and marine warranty surveyors on marine and construction matters
- Attend weekly progress meetings with VPOO/OCM and highlight issues and risks
- Ensure implementation of the project safety plan, company HSEMS, and quality standards
- Capture lessons learned and best practices and participate in quality audits and closeout actions
- Initiate offshore variation orders/claims, compile technical inputs, and support assignment of offshore durations
- Assist in reviewing subcontractor invoices and provide clarifications to finance
- Prepare and coordinate mobilization plans and support mobilization meetings with marine and field teams
Pre-Offshore Phase
- Prepare the Risk Assessment Register, attend RA meetings, and circulate consolidated comments to the client and internal stakeholders
- Prepare job cards for offshore hook-up works and develop detailed micro-schedules and manpower histograms for shutdown activities
- Prepare JUB specifications for hired marine spread in line with CHOD requirements
- Coordinate with OPE to ensure readiness and mobilization of all installation aids
- Ensure timely pre-installation/load-out activities and availability of latest approved offshore documentation onboard.
Offshore Execution Phase
- Assist in updating offshore schedules based on progress and resource availability and propose recovery measures for delays
- Support coordination of subcontractor mobilization/demobilization and performance evaluation
- Monitor daily offshore operations, attend daily meetings, and coordinate closely with clients, marine, and field teams
- Conduct HSE audits and safety tours on offshore spreads
- Interface with project and yard construction teams to maintain load-out dates and offshore continuity
- Conduct joint walk-throughs on fabricated structures to avoid offshore carry-over
Close-Out Phase
- Assist in preparation of offshore final documentation and project close-out reports
- Review contract documents and drawings to identify constructability issues and variation requirements
- Support Construction Managers in directing offshore activities, ensuring resource availability, safety compliance, and adherence to contract and ISO requirements
- Assist in schedule adjustments to manage changes, delays, and contingencies while controlling costs
Qualifications
- Bachelor’s degree in engineering (Preferably Mechanical, Civil, Naval), or equivalent
- Minimum 8 years' experience in Offshore Construction in Oil & Gas Industry
- Good commercial, financial and contractual awareness
- Good negotiation and decision-making skills
- Excellent spoken and written English language skills
