تعلن شركة Botanica، إحدى الشركات التابعة لمجموعة البحر الأحمر الدولية (Red Sea Global)، عن توفر وظيفة مدير أول للمشتريات (Senior Manager - Procurement) في أملج، المملكة العربية السعودية.

نبذة عن الوظيفة

قيادة المشتريات وإدارة الموردين لجميع وحدات الأعمال في Botanica: النباتات والأشجار (المحلية والمستوردة)، مستلزمات النمو (الأسمدة، وقاية المحاصيل، الأوساط، الأواني)، مواد الري، المعدات، الأسطول، قطع الغيار والخدمات. يضمن الدور الجودة المناسبة بالتكلفة والوقت المناسبين، مع الالتزام بسياسة المشتريات الخاصة بشركة Botanica ومجموعة البحر الأحمر الدولية، والمعاملة العادلة والأخلاقية للموردين.

المهام والمسؤوليات

  • بناء خطة المشتريات السنوية من الميزانيات المعتمدة لوحدات الإنتاج، المشاتل، الصيانة النباتية، والوظائف الداعمة.
  • تطوير استراتيجيات الفئات: النباتات والأشجار، المدخلات الزراعية، الري، المعدات والأسطول، والخدمات.
  • توحيد الطلبات ووضع اتفاقيات إطارية وأسعار للأصناف المتكررة.
  • إدارة الدورة الكاملة للمشتريات: الطلب، طلب العروض أو المناقصة، التقييم الفني والتجاري، التفاوض، وأمر الشراء.
  • تطبيق المصادر التنافسية وسلطة التفويض (Delegation of Authority) على كل عملية شراء.
  • مصادر النباتات المستوردة من موردين دوليين مؤهلين (مثل: إيطاليا، إسبانيا، أستراليا، تايلاند، الصين، الإمارات، جنوب أفريقيا).
  • التأهيل المسبق للموردين والمشاركة مع فريق الإنتاج في الزيارات الميدانية والفحص ووضع العلامات قبل تأكيد الطلب.
  • إدارة المهل الزمنية والشحن والتخليص الجمركي عبر المنشأة الجمركية، مع التأكد من المستندات الصحية النباتية من قبل قسم الأمن الحيوي.
  • الحفاظ على قائمة الموردين المعتمدين، وتأهيلهم وتقييم أدائهم ومراجعته.
  • إدارة عقود الموردين والمطالبات والنزاعات، وتطوير الموردين المحليين قدر الإمكان.
  • تتبع التوفير في التكاليف، ومعايير الأسعار، والإنفاق حسب الفئة ووحدة الأعمال.
  • تطبيق سياسة المشتريات والأخلاقيات وتعزيز مكافحة تضارب المصالح والرشوة (بموجب ISO 37301)، والحفاظ على سجلات قابلة للتدقيق.
  • الاتفاق مع المخازن على مستويات إعادة الطلب للمواد الاستهلاكية لمنع نفاد المخزون من المدخلات الحرجة.
  • قيادة فريق المشتريات (2 موظف وفق الهيكل التنظيمي المعتمد)؛ تحديد الأهداف ومؤشرات الأداء وخطط التطوير.
  • تطبيق مسؤوليات رئيس القسم الثابتة (القسم 11.2).
  • اتباع وتطبيق جميع سياسات وإجراءات Botanica ومجموعة البحر الأحمر الدولية ذات الصلة، بما في ذلك سلطة التفويض، لضمان العمل بطريقة خاضعة للرقابة وقابلة للتدقيق ومتسقة.
  • تطبيق ودعم نظام إدارة السلامة والجودة والبيئة (ISO 9001، ISO 14001، ISO 45001) ونظام إدارة الامتثال (ISO 37301) لضمان سلامة الموظفين والامتثال القانوني والمنتجات عالية الجودة والموقف البيئي المسؤول.
  • تحديد وقيادة فرص تحسين أنظمة القسم وعملياته وممارساته وفق أفضل الممارسات العالمية، مع التركيز على خفض التكاليف وزيادة الإنتاجية وقيمة العميل.

الشروط والمتطلبات

  • درجة البكالوريوس في سلاسل الإمداد، إدارة الأعمال، الهندسة، أو الزراعة. يفضل الحصول على شهادة CIPS أو ما يعادلها.
  • خبرة لا تقل عن 12 عامًا في مجال المشتريات، منها 5 سنوات على الأقل في إدارة فريق مشتريات.
  • خبرة في المشتريات الزراعية أو البستانية أو تنسيق الحدائق أو الإنشاءات، بما في ذلك الاستيراد الدولي.

المهارات المطلوبة

  • مهارات التفاوض، وإدارة المناقصات، وتقييم العروض.
  • إدارة عقود الموردين ومعرفة إجراءات الاستيراد والجمارك.
  • تحليل الإنفاق واستخدام وحدات المشتريات في أنظمة ERP.
  • إجادة اللغتين العربية والإنجليزية بطلاقة.
  • كفاءات فنية: تخطيط المشتريات وإدارة الموردين (خبير)، المصادر والمناقصات وتقييم العروض (متقدم)، إدارة عقود الموردين (متقدم)، التنسيق مع الاستيراد والجمارك (متقدم)، تحليل الإنفاق والتحكم في التكاليف (متقدم)، التوثيق الصحي النباتي والأمن الحيوي (متوسط).

Job Purpose:

  • Lead procurement and supplier management for all Botanica business units: plants and trees (local and imported), growing inputs (fertilizers, crop protection, substrates, pots), irrigation materials, equipment, fleet, spares and services.
  • The role ensures the right quality at the right cost and time, in compliance with Botanica and RSG Group procurement policy, with fair and ethical treatment of suppliers.

 

Job Responsibilities:

 

Procurement Strategy & Planning

  • Build the annual procurement plan from the approved budgets of Production, Nursery Operations, Landscape Maintenance and support functions.
  • Develop category strategies: plants and trees, agricultural inputs, irrigation, equipment and fleet, and services.
  • Aggregate demand and set framework and rate agreements for recurring items.

 

Sourcing & Purchasing

  • Run the full cycle: requisition, RFQ or tender, technical and commercial evaluation, negotiation and purchase order.
  • Apply competitive sourcing and the Delegation of Authority to every purchase.

 

Plant Imports

  • Source imported plants from qualified international suppliers (e.g. Italy, Spain, Australia, Thailand, China, UAE, South Africa).
  • Pre-qualify suppliers and join Production on site visits, inspection and tagging before order confirmation.
  • Manage lead times, freight and customs clearance through the bonded facility, with phytosanitary documents checked by Biosecurity.

 

Supplier Management

Maintain the approved vendor list; qualify, evaluate and review supplier performance.

Manage supplier contracts, claims and disputes; develop local suppliers where possible.

 

Cost Control & Compliance

  • Track savings, price benchmarks and spend by category and business unit.
  • Enforce procurement policy, ethics, conflict-of-interest and anti-bribery controls (ISO 37301); keep audit-ready records.

 

Stores Interface

  • Agree reorder levels for consumables with stores and Nursery Operations to prevent stock-outs of critical inputs.

 

Leadership

  • Lead the procurement team (2 FTE per OD Finalized); set objectives, KPIs and development plans.
  • Deliver the fixed responsibilities of a Section Head (Section 11.2).

 

Policies, Systems, Processes & Standards

  • Follow and enforce all relevant Botanica and RSG Group policies, delegation of authority (DoA), processes, standard operating procedures and instructions so that work is carried out in a controlled, auditable and consistent manner.

 

Safety, Quality & Environment

  • Apply and champion the safety, quality and environmental management system (ISO 9001, ISO 14001, ISO 45001) and the compliance management system (ISO 37301) to ensure employee safety, legislative compliance, high-quality products and services, and a responsible environmental attitude.

 

Continuous Improvement

  • Identify and lead opportunities to improve the department's systems, processes and practices against international best practice, with a focus on cost reduction, productivity improvement and client value.

 

Job Requirements:

 

Qualification and Experience:         

  • Bachelor's degree in Supply Chain, Business, Engineering or Agriculture; CIPS or equivalent certification preferred.
  • Minimum 12 years in procurement, of which at least 5 years managing a procurement team.
  • Experience in agricultural, horticultural, landscape or construction procurement, including international imports.

 

Skills:

  • Negotiation, tendering and bid evaluation.
  • Supplier contract management and import and customs procedures.
  • Spend analysis and ERP procurement modules.
  • Fluent Arabic and English.

 

Job Context:

  • Procurement directly affects plant quality, production timelines and margins. Imported plants carry long lead times and biosecurity risk, and late or poor-quality stock cannot be fixed quickly.
  • The role must balance cost, quality, lead time and compliance, and raise supply risks early rather than after a delay hits a client.
