شركة ACWA China تعلن عن وظيفة مهندس أنظمة القياس والتحكم (I&C) في مشروع محطة رومة 1 لتوليد الطاقة بالغاز، في مدينة رومة، المملكة العربية السعودية.
نبذة عن الوظيفة
يعمل المهندس تحت إشراف رئيس القسم، ويتولى تخطيط جميع أعمال الصيانة الوقائية والتصحيحية، والإغلاقات الشهرية والسنوية، وأعمال الإصلاح لمعدات القياس والتحكم في المحطة.
المهام والمسؤوليات
- تعيين مهام الصيانة الوقائية والتصحيحية حسب توجيهات رئيس القسم، والإشراف على أنشطة فريق الصيانة وتنسيقها.
- تنفيذ أوامر العمل عبر نظام CMMS (SAP) والتنسيق مع مهندس التخطيط لإنجاز المهام والمسائل الفنية.
- الحفاظ على التواصل والتقارير اللازمة للإبلاغ عن حالة الأمور التي تتطلب إجراءً، وضمان اتخاذ الإجراءات التصحيحية.
- مساعدة رئيس قسم الصيانة في تنفيذ الصيانة التصحيحية والمجدولة مع مراعاة خطة الصيانة السنوية.
- إجراء التقييم الفني للعروض الواردة من قسم المشتريات والتوصية بالخيار المناسب.
- إعداد أوامر الشراء لقطع الغيار والمواد الاستهلاكية مع الالتزام بالقيود الميزانية، وتوفير المخزون الاستراتيجي لقطع الغيار لضمان متطلبات الصيانة.
- مراجعة التوصية بإجراءات صيانة وتعليمات عمل جديدة.
- الإشراف المباشر على جميع الموظفين المكلفين في منطقته وتوجيههم وتنسيق أنشطتهم.
- تنفيذ أي مهام أخرى يكلف بها من الإدارة من وقت لآخر.
- ضمان إجراء تقييمات الأثر البيئي ومخاطر المخاطر والتحكم بها وتحديثها.
- تنفيذ ومراقبة والإبلاغ عن أهداف وبرامج نظام الإدارة المتكامل (IMS).
- توفير الموارد اللازمة للتنفيذ الفعال واستدامة نظام IMS.
- الإبلاغ دورياً عن أداء IMS للإدارة.
- ضمان الامتثال القانوني ضمن نطاق أنشطته.
- ضمان تحديد السبب الجذري لعدم المطابقات والانحرافات، وتنفيذ الإجراءات التصحيحية والوقائية.
- تحديد فجوات الكفاءة للموظفين التابعين له وتنفيذ الإجراءات اللازمة.
- إجراء تقييم الأداء السنوي للموظفين الذين يرفعون إليه تقاريرهم.
- المسؤولية عن ضمان الامتثال للمتطلبات القانونية والتعاقدية والتنظيمية.
- تقديم التدريب أثناء العمل (OJT) للموظفين الجدد وتقييم أدائهم.
- تحديد وتوثيق والتحكم في المخاطر في منطقة العمل الموكلة.
- ضمان مراقبة الجوانب المحددة واتباع الضوابط التشغيلية.
- الإبلاغ عن الانحرافات في نظام الإدارة المتكامل، وتحديد السبب الجذري وتنفيذ الإجراءات التصحيحية والوقائية.
- الإبلاغ عن حالات الطوارئ والحوادث والحوادث الوشيكة.
- الاستخدام الفعال للموارد.
- أداء المهام الأخرى المكلف بها.
الشروط والمتطلبات
- الحد الأدنى من التعليم: درجة البكالوريوس في الهندسة (B.E) في تخصص القياس والتحكم (I&C) من كلية أو جامعة مدتها أربع سنوات.
- الخبرة الدنيا: من ست إلى عشر سنوات خبرة ذات صلة وتدريب، أو مزيج معادل من التعليم والخبرة.
- الخبرة المفضلة: 12 سنة خبرة ذات صلة وتدريب، أو مزيج معادل من التعليم والخبرة.
المهارات المطلوبة
- الإلمام بمبادئ نظم إدارة الجودة والصحة والسلامة المهنية والبيئة.
- المعرفة بالمتطلبات القانونية المطبقة.
- تقييم مخاطر المخاطر.
- تقييم الأثر البيئي.
- مهارات التحقيق.
- المعرفة باحتواء التسربات.
- المعرفة بإدارة حالات الطوارئ المتعلقة بالصحة والسلامة والبيئة.

Roles & Responsibilities
- Assigns preventive and corrective maintenance jobs as per the direction of Section Head. Supervises and co-ordinates activities of maintenance staff. Maintains records, prepares reports and composes correspondence related to work.
- Executes work order through CMMS (SAP) and co-ordinates with planning engineer for job completion and technical matters.
- Maintain such communications and relations as are necessary to report on the status of matters requiring action and to ensure that corrective action is undertaken.
- Helps Section Head Maintenance Manager in executing corrective and planned maintenance with due regard to annual scheduled maintenance plan.
- To perform technical evaluation of quotations received from purchase department and recommend appropriate choice.
- To prepare purchase requisitions for spare parts and consumables ensuring budgetary constraints and arrange strategic spares availability to cope up with the maintenance requirements.
- Review and recommend new maintenance procedures and work instructions.
- Supervise, direct and co-ordinate the activities of all personnel assigned to his area.
- To carry out any other duty assigned to him by the management from time to time.
- Ensure Environmental Aspect-Impact and Hazard Risk Assessment are carried out, controlled and updated.
- Implement, monitor and report IMS objectives, Targets and programs.
- Provide necessary resources for effective implementation and sustenance of IMS.
- Report IMS performance to the management periodically.
- Ensure Legal compliance with respect to their scope of activities.
- Ensure identification of root cause for the identified non conformances/ deviations and to implement corrective actions/Preventive actions.
- Identify the competency gap for their subordinate personnel and implement necessary actions.
- Carry out annual performance evaluation of reporting employees.
- Responsible to ensure the compliance to legal requirements, contractual and organizational requirements.
- Provide on-the-job training to new employees and evaluate their OJT Performance.
- Identification, documentation and control of hazards in assigned work area.
- Ensure aspects identified are monitored and operational controls are followed.
- Report deviations in Integrated Management System, identify root cause and implement corrective and preventive actions.
- Reporting of emergencies and incidents and near misses.
- Effective resource utilization.
- Perform other duties as assigned.
