We are seeking an accomplished Handover / Completions Manager to join JASARA PMC. The Handover / Completions Manager is responsible for managing and overseeing the end-of-project phase, ensuring all construction works are completed, tested, documented, and handed over to the client in full compliance with contractual, regulatory, and quality requirements. This role ensures a smooth transition from construction to operation.
Key Responsibilities
Project Completion Strategy
- Develop and implement a comprehensive handover and completion strategy
- Define completion milestones, timelines, and deliverables aligned with the overall project plan
- Lead readiness reviews to ensure all disciplines are aligned for project close-out
Snagging & Close-Out Management
- Manage and oversee snagging and de-snagging processes
- Ensure timely identification, tracking, and closure of all defects
- Provide regular reporting on completion status and outstanding items
Testing & Commissioning Oversight
- Coordinate and monitor all testing and commissioning activities
- Ensure systems are fully functional and compliant with project specifications
- Collaborate with engineering, MEP, and specialist teams
Handover Documentation
- Ensure completeness and accuracy of all required documentation, including:
- As-built drawings
- Operations & Maintenance (O&M) manuals
- Warranties and certifications
- Regulatory approvals
- Maintain structured and auditable document control throughout completion phase
Client Handover & Stakeholder Engagement
- Manage the formal project handover process to the client/end-user
- Lead inspections, walkthroughs, and approvals
- Act as the primary interface during the handover phase with:
- Clients
- Consultants
- Contractors
- Authorities
Quality Assurance & Compliance
- Ensure all works meet contractual quality and compliance standards
- Collaborate with QA/QC teams to close non-conformances
- Drive continuous improvement across close-out activities
Risk & Issue Management
- Identify potential risks impacting completion timelines
- Develop mitigation strategies and recovery plans
- Resolve issues proactively to avoid delays in handover
Requirements
- Bachelor's degree in Engineering, Construction Management, or related discipline
- Minimum 10 years of total experience in project delivery
- Minimum 3-5 years in handover, completions, or project close-out roles
- Experience working on large-scale infrastructure or giga-projects preferred
