تعلن شركة جسارة لإدارة البرامج (Jasara PMC) عن توفر وظيفة مدير تسليم المشاريع وإتمامها (Handover / Completions Manager)، وذلك للعمل في الرياض، المملكة العربية السعودية.

المهام والمسؤوليات

  • وضع وتنفيذ استراتيجية شاملة للتسليم والإتمام.
  • تحديد مراحل الإنجاز والجداول الزمنية والتسليمات بما يتوافق مع خطة المشروع الشاملة.
  • قيادة مراجعات الجاهزية لضمان توافق جميع التخصصات لإغلاق المشروع.
  • إدارة والإشراف على عمليات إتمام الأعمال الناقصة (Snagging) وإزالة العيوب (De-snagging).
  • ضمان تحديد وتتبع وإغلاق جميع العيوب في الوقت المناسب مع تقديم تقارير دورية عن حالة الإنجاز والعناصر المتبقية.
  • التنسيق والإشراف على جميع أنشطة الاختبار والتشغيل (Testing & Commissioning) لضمان عمل الأنظمة بالكامل وفقاً للمواصفات.
  • التعاون مع فرق الهندسة والميكانيكا والكهرباء والسباكة (MEP) والفرق المتخصصة الأخرى.
  • ضمان اكتمال ودقة جميع الوثائق المطلوبة للتسليم، بما في ذلك المخططات حسب التنفيذ (As-built drawings) وأدلة التشغيل والصيانة والضمانات والشهادات والموافقات التنظيمية.
  • إدارة عملية التسليم الرسمية للعميل أو المستخدم النهائي، وقيادة عمليات التفتيش والجولات التفقدية والموافقات.
  • العمل كواجهة رئيسية خلال مرحلة التسليم مع العملاء والاستشاريين والمقاولين والجهات الرسمية.
  • ضمان مطابقة جميع الأعمال لمعايير الجودة التعاقدية والتعاون مع فرق ضمان الجودة/مراقبة الجودة لإغلاق حالات عدم المطابقة.
  • التحسين المستمر لأنشطة الإغلاق وإدارة المخاطر والقضايا التي قد تؤثر على الجداول الزمنية لإتمام المشاريع.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة أو إدارة المشاريع أو تخصص ذي صلة.
  • خبرة إجمالية لا تقل عن 10 سنوات في تنفيذ المشاريع.
  • خبرة لا تقل عن 3-5 سنوات في أدوار التسليم أو الإتمام أو إغلاق المشاريع.
  • يفضّل خبرة سابقة في العمل على مشاريع بنية تحتية ضخمة أو مشاريع عملاقة (Giga-projects).

Jasara Program Management Company (Jasara PMC) is a leading Joint Venture between Public Investment Fund (PIF), Jacobs, and Saudi Aramco, established to deliver world-class program management services across the Kingdom of Saudi Arabia. Jasara plays a key role in supporting the realization of Saudi Vision 2030, particularly in delivering giga-projects and large-scale infrastructure developments.

We are seeking an accomplished Handover / Completions Manager to join JASARA PMC. The Handover / Completions Manager is responsible for managing and overseeing the end-of-project phase, ensuring all construction works are completed, tested, documented, and handed over to the client in full compliance with contractual, regulatory, and quality requirements. This role ensures a smooth transition from construction to operation.

Key Responsibilities

Project Completion Strategy

  • Develop and implement a comprehensive handover and completion strategy
  • Define completion milestones, timelines, and deliverables aligned with the overall project plan
  • Lead readiness reviews to ensure all disciplines are aligned for project close-out

Snagging & Close-Out Management

  • Manage and oversee snagging and de-snagging processes
  • Ensure timely identification, tracking, and closure of all defects
  • Provide regular reporting on completion status and outstanding items

Testing & Commissioning Oversight

  • Coordinate and monitor all testing and commissioning activities
  • Ensure systems are fully functional and compliant with project specifications
  • Collaborate with engineering, MEP, and specialist teams

Handover Documentation

  • Ensure completeness and accuracy of all required documentation, including:
    • As-built drawings
    • Operations & Maintenance (O&M) manuals
    • Warranties and certifications
    • Regulatory approvals
  • Maintain structured and auditable document control throughout completion phase

Client Handover & Stakeholder Engagement

  • Manage the formal project handover process to the client/end-user
  • Lead inspections, walkthroughs, and approvals
  • Act as the primary interface during the handover phase with:
    • Clients
    • Consultants
    • Contractors
    • Authorities
Quality Assurance & Compliance

  • Ensure all works meet contractual quality and compliance standards
  • Collaborate with QA/QC teams to close non-conformances
  • Drive continuous improvement across close-out activities

Risk & Issue Management

  • Identify potential risks impacting completion timelines
  • Develop mitigation strategies and recovery plans
  • Resolve issues proactively to avoid delays in handover

Requirements

  • Bachelor's degree in Engineering, Construction Management, or related discipline
  • Minimum 10 years of total experience in project delivery
  • Minimum 3-5 years in handover, completions, or project close-out roles
  • Experience working on large-scale infrastructure or giga-projects preferred
