Position Overview

We are seeking an elite, internationally proven Head of Transport Operations who has directed the multi-modal transport planning, traffic management, and fleet logistics for tier-1 mega-events (e.g., World Expos, Olympic Games, FIFA World Cups, or city-wide high-density cultural festivals).

Entering at the inception phase, you will be responsible for designing the macro and micro transport operational strategies from a blank sheet of paper. You will not just manage a fleet; you will define the mobility master plan. This includes orchestrating park-and-ride schemes, defining VVIP and delegation motorcade protocols, modelling crowd-arrival dynamics, and engineering the seamless transition of millions of passengers between city infrastructure and the event footprint.

Key Responsibilities

1. Strategic Mobility Master Planning & Market Modelling

• Architect the Transport Master Plan: Design and author the comprehensive transport and mobility strategy for the event, covering pedestrian flow, last-mile transit, shuttle networks, micro-mobility, and emergency vehicle routing.
• Define Market Service Models: Engage directly with global smart-mobility providers, autonomous vehicle vendors, fleet operators, and tech platforms to define service models, procurement packages, and specialized transport applications.
• Demand & Capacity Modelling: Lead complex transport modelling simulations to accurately predict crowd arrival/departure peaks, ensuring venue entry points and transit hubs are engineered for maximum throughput and minimum friction.

2. Matrixed Public Sector & Stakeholder Integration

• Cross-Government Alignment: Act as Sela's primary transport diplomat, building deep operational alliances with KSA public sector authorities, including the Royal Commission for Riyadh City (RCRC), the Ministry of Transport, Riyadh Traffic Police and the Riyadh Metro operators.
• VVIP & Protocol Coordination: Partner with international embassies, ministries, and security forces to engineer highly secure, seamless transport timelines and dedicated corridors for VVIPs, heads of state, and international pavilion delegations.

3. Operational Readiness & Peak Delivery

• Build & Command Transport Teams: Recruit, structure, and upskill a world-class transport management team, supervising its rapid expansion to encompass thousands of drivers, marshals, and tech dispatchers during peak live operations.
• Command Centre Governance: Establish and command the Transport Operational Control Centre (TOCC), utilizing real-time data, AI crowd analytics, and smart-city feeds to dynamically adjust traffic management and fleet deployment on the fly

Candidate Profile & Experience Requirements

• Mega-Event Heritage: A minimum of 12–15+ years of senior transport planning and operations experience, with a documented history of steering the transport master plan for at least one World Expo, Olympic-scale multi-sport event, or massive city-wide festival deployment.
• The Early-Stage Strategist: Proven track record of shaping transport policy, vendor scoping, and municipal infrastructure negotiations years before the event goes live.
• Multi-Modal Expertise: Deep technical understanding of integrating massive heavy rail/metro systems with bus rapid transit (BRT), point-to-point fleet logistics, and large-scale pedestrian crowd management.
• Geographical Adaptability: Experience working in the Middle East/GCC region is highly desirable, with preference given to candidates who understand the local municipal landscape of Riyadh and the strategic mandates of Vision 2030.
• Qualifications: Bachelor’s degree in Transport Planning, Civil Engineering, Logistics, or a related field. Masters in Transport Engineering or advanced professional membership (e.g., CIHT) is highly regarded.
