Position Overview

We are seeking a master strategic synchroniser for the role of Head of Integrated Operational Planning. This individual must have a proven track record of heading the master scheduling, cross-functional testing, and command-and-control readiness for tier-1 international mega-events (e.g., World Expos, Olympic Games, FIFA World Cups, or massive multi-sector state programs).

Entering at the inception phase, you will own the master blueprint of how the entire event functions as a single ecosystem. You will turn a chaotic multi-year timeline into a highly structured, integrated operational plan. This role requires an elite corporate diplomat who can break down functional silos, force integration across logistics, transport, security, and overlay, and design the governance, readiness exercises (war gaming), and Command Centre structures required to run a world-class event without a single point of failure.

Key Responsibilities

1. Master Integration & Milestone Architecture

• Design the Integrated Master Schedule (IMS): Map, track, and govern thousands of operational interdependencies across all functional areas (Logistics, Transport, FM, Tech, Ticketing, Broadcast, Venues, Security) from early design stages through to daily live operations.
• Establish Operational Governance: Create the reporting frameworks, risk registers, and milestone tracking gates that ensure all internal departments, external delivery partners, and corporate contractors hit their critical path deadlines.
• Develop the Daily Run-Sheet Matrix: Author the comprehensive Master Daily Run-Sheet (MDRS) that dictates hour-by-hour, minute-by-minute operations, programming transitions, and crowd shifts across the entire event footprint.

2. Cross-Functional Testing, Readiness & Simulation

• Command the War Gaming Program: Design and execute a rigorous readiness testing regime, including tabletop simulation exercises, full-scale operational dress rehearsals, and stressful "desktop crisis simulations" to test the response capabilities of all functional areas.
• Operational Readiness Assessment: Systematically stress-test communications, crowd-control strategies, and transit networks, identifying operational gaps and enforcing corrective actions across the business before the public arrival.

3. Command and Control (C2) Governance

• Architect the Main Operations Centre (MOC): Design the spatial layout, technology stacks, incident management workflows, and communications infrastructure for the central Main Operations Centre (MOC) and Joint Command Centres (JCC).
• Live Event Incident Governance: During live execution, act as a primary governance anchor within the MOC, ensuring information flows instantly between Sela, public sector entities (Muroor, Civil Defense, Municipalities), international delegations, and on-ground venue managers to resolve multi-functional crises in real time.

Candidate Profile & Experience Requirements

• Mega-Event Pedigree: A minimum of 12–15+ years of senior project management, operational readiness, or integrated planning leadership, with a track record of directing the master planning or command-and-control functions for at least one World Expo or Olympic-scale multi-sport tournament.
• The Master Matrix Architect: Exceptional, demonstrated experience handling massive, hyper-complex datasets, Gantt charts, and integrated schedules. You must possess the rare ability to see the macro vision while managing the micro operational dependencies.
• Elite Diplomatic & Silo-Breaking Skills: A proven history of commanding authority and driving alignment among disparate stakeholders, including high-ranking public sector officials, commercial partners, technical engineers, and international pavilion delegates.
• Geographical Adaptability: Experience operating within the Middle East/GCC region is highly advantageous, with a clear understanding of Riyadh's rapid infrastructure growth and the overarching mandates of Vision 2030.
• Qualifications: Bachelor’s degree in Project Management, Business Operations, Engineering, or a highly analytical discipline. Advanced project management certifications (e.g., PMP, Prince2 Practitioner) or a master’s degree in a relevant field are expected.
