هيئة الزكاة والضريبة والجمارك تعلن عن وظيفة خبير تحقيق جمركي في الرياض، بهدف قيادة والإشراف على قضايا التحقيق الجمركي شديدة التعقيد والحساسية المتعلقة بالتهريب خارج نطاق التسوية الإدارية، مع ضمان النزاهة القانونية وكفاية الأدلة والامتثال للقوانين والإجراءات الجنائية.

المهام والمسؤوليات

  • قيادة مراجعة وتدقيق تقارير الضبط شديدة التعقيد من البداية إلى النهاية، مع ضمان الاكتمال والدقة والسلامة القانونية قبل التصعيد.
  • إجراء تحليل متقدم للأدلة بما في ذلك الأدلة المستندية والمادية والشهادات، لإثبات وقوع المخالفة والقصد.
  • تحديد والتحقق من المسؤولية الجنائية، بما في ذلك مسؤولية الأطراف المتعددة والتورط في جرائم منظمة أو متكررة.
  • الموافقة على نتائج القضايا وتقديم التوصيات النهائية بشأن الإحالة إلى النيابة العامة، مع ضمان متانة ملفات القضايا.
  • الإشراف على دورة حياة التحقيق، وضمان تنفيذ جميع المراحل في الوقت المحدد من استلام القضية إلى الإحالة.
  • ضمان الالتزام الصارم بالبروتوكولات القانونية ومتطلبات الإجراءات الواجبة وحقوق المشتبه بهم في جميع أنشطة التحقيق.
  • تقديم تفسير متخصص للقوانين الجمركية ولوائح الإنفاذ والأطر الإجرائية لأصحاب المصلحة الداخليين.
  • تحديد المشكلات النظامية والمخاطر والثغرات في ممارسات التحقيق والتوصية بإجراءات تصحيحية وتحسينات.
  • مراجعة واعتماد الوثائق الحرجة مثل تقارير الضبط وسجلات المقابلات وطلبات النيابة العامة.
  • الإشراف على عملية مقابلات المشتبه بهم، وضمان الامتثال للمعايير القانونية والإجرائية.
  • التحقق من أن إخطارات النيابة العامة تتم بدقة وفي الوقت المحدد.
  • تقديم الإرشاد والتوجيه الفني ودعم تطوير القدرات لفرق التحقيق.
  • المساهمة في تطوير السياسات وتوحيد الإجراءات ومبادرات التحسين المستمر في مجال الإنفاذ الجمركي.

الشروط والمتطلبات

  • درجة البكالوريوس في القانون أو إدارة الأعمال أو مجال ذي صلة.
  • خبرة لا تقل عن 5 سنوات في مجال ذي صلة، ويفضل في أدوار الجمارك أو الإنفاذ القانوني أو الامتثال التنظيمي أو التحقيق.

Purpose of Job

To lead and oversee highly complex and sensitive customs investigation cases related to smuggling outside the administrative resolution scope, ensuring legal integrity, evidentiary sufficiency, and alignment with applicable laws and criminal procedures.
The role is accountable for providing authoritative decisions on case outcomes, guiding investigation practices, and strengthening enforcement effectiveness through expert advisory and continuous improvement of governance frameworks, policies, and operational procedures.

Job Resposiblites

  • Lead end-to-end review and validation of complex seizure reports, ensuring completeness, accuracy, and legal soundness prior to escalation.
  • Conduct advanced analysis of evidence, including documentary, physical, and testimonial evidence, to establish violation occurrence and intent.
  • Determine and validate criminal liability, including multi-party accountability and involvement in organized or repeated offenses.
  • Approve case outcomes and make final recommendations on referral to Public Prosecution, ensuring robustness of case files.
  • Oversee investigation lifecycle, ensuring timely execution of all stages from case intake to referral.
  • Ensure strict adherence to legal protocols, due process requirements, and suspect rights in all investigation activities.

Job Details

  • Provide expert interpretation of customs laws, enforcement regulations, and procedural frameworks to internal stakeholders.
  • Identify systemic issues, risks, and gaps in investigation practices and recommend corrective measures and enhancements.
  • Review and endorse critical documentation such as seizure reports, interview records, and prosecution requests.
  • Oversee suspect interviews process, ensuring compliance with legal and procedural standards.
  • Validate that Public Prosecution notifications are made accurately and within mandated timelines.
  • Provide mentorship, technical guidance, and capability development support to investigation teams.
  • Contribute to policy development, standardization of procedures, and continuous improvement initiatives in customs enforcement.

Communication and Contacs

Education

  • Bachelor’s degree in: Law, Business Administration, or related discipline

Experience

  • Minimum 5+ years of relevant experience, preferably in customs, legal enforcement, regulatory compliance, or investigation roles.
