تعلن شركة البحر الأحمر الدولية عن وظيفة Senior Specialist - Quantity Surveyor (أخصائي أول - مساح كميات) للإشراف على أنشطة مسح الكميات والإدارة التجارية طوال دورة حياة المشروع، بما في ذلك التخطيط للتكاليف والقياس والتقييم وإدارة العقود ومراقبة التكاليف.

المهام والمسؤوليات

  • إعداد تقديرات تفصيلية للتكاليف والموازنات وخطط التكاليف لمشاريع البناء.
  • تطوير جداول الكميات (BOQ) بناءً على الرسومات والمواصفات المعتمدة.
  • إجراء عمليات حصر الكميات وقياس الأعمال المدنية والمعمارية والإنشائية والبنية التحتية.
  • تحليل تكاليف المشاريع وتحديد فرص خفض التكاليف.
  • دعم مبادرات الهندسة القيمية وجهود تحسين التكاليف.
  • إدارة عقود البناء وضمان الامتثال للالتزامات التعاقدية.
  • مراجعة وثائق العقود والمواصفات والرسومات والشروط التجارية.
  • تقييم مطالبات المقاولين والتغييرات وتمديدات الوقت والإشعارات التعاقدية.
  • المساعدة في إعداد والتفاوض على الاتفاقيات التجارية.
  • ضمان التوثيق السليم للمراسلات والسجلات التعاقدية.
  • مراقبة النفقات مقابل الميزانيات المعتمدة.
  • إعداد تقارير التكاليف الشهرية والتوقعات ولوحات المعلومات التجارية.
  • تتبع الالتزامات والمدفوعات والاستحقاقات واستخدام الميزانية.
  • مراجعة والتحقق من طلبات الدفع المؤقتة للمقاولين.
  • تقييم الأعمال المنجزة والتوصية بشهادات الدفع.
  • التحقق من الكميات وإنجازات التقدم والمستندات الداعمة.
  • التنسيق مع فرق المالية ومراقبة المشاريع بشأن عمليات الدفع.
  • المساعدة في إعداد المناقصات وتقييم العروض واختيار المقاولين.
  • مراجعة العروض التجارية المقدمة من المقاولين والموردين.
  • مقارنة عروض المناقصات وإعداد تقارير التقييم التجاري.
  • دعم المفاوضات المتعلقة بتكاليف المشروع والشروط التجارية.
  • الحفاظ على سجلات دقيقة للكميات والعقود والمدفوعات والتغييرات.
  • ضمان الامتثال لإجراءات الشركة والالتزامات التعاقدية والمعايير الصناعية.
  • دعم عمليات التدقيق الداخلي والخارجي المتعلقة بالأنشطة التجارية للمشروع.
  • المشاركة في إغلاق المشروع وتسوية الحساب النهائي.

الشروط والمتطلبات

  • درجة البكالوريوس في مسح الكميات أو الهندسة المدنية أو إدارة الإنشاءات أو تخصص ذي صلة.
  • يفضل الحصول على شهادة مهنية مثل MRICS أو RICS أو CIQS أو ما يعادلها.
  • خبرة لا تقل عن 4-7 سنوات في مسح الكميات والإدارة التجارية.
  • خبرة في مشاريع البناء الكبرى أو البنية التحتية أو الضيافة أو الاستخدامات المتعددة أو المشاريع الضخمة.
  • خبرة مثبتة في إدارة مدفوعات المقاولين والتغييرات والمطالبات وإدارة العقود.
  • يفضل خبرة في العمل مع العقود المستندة إلى فيديك (FIDIC).

المهارات المطلوبة

  • حصر الكميات والقياس.
  • تقدير التكاليف وتخطيط التكاليف.
  • تطوير وإدارة جداول الكميات (BOQ).
  • إدارة العقود.
  • إدارة أوامر التغيير والتغييرات.
  • مراقبة التكاليف والتنبؤ بها.
  • تقييم المطالبات والتحليل التجاري.
  • المشتريات وتقييم المناقصات.
  • تقييم المخاطر وإعداد التقارير التجارية.
  • فهم جيد لعقود فيديك (FIDIC) وعقود البناء.
  • إتقان استخدام مجموعة Microsoft Office (Excel, Word, PowerPoint).
  • خبرة في استخدام برامج مسح الكميات مثل CostX أو Candy أو CCS أو ما يعادلها.
  • يفضل خبرة في Primavera P6.
  • يفضل خبرة في أنظمة SAP أو Oracle أو ERP.
  • خبرة في AutoCAD وأدوات مراجعة وثائق البناء.

Job Description:

The Senior Specialist - Quantity Surveyor is responsible for managing quantity surveying and commercial activities throughout the project lifecycle, including cost planning, measurement, valuation, contract administration, change management, and cost control. The role ensures that projects are delivered within approved budgets while maintaining compliance with contractual requirements, company policies, and industry best practices.  

 

Job Responsibilities:

  • Prepare detailed cost estimates, budgets, and cost plans for construction projects. 

  • Develop Bills of Quantities (BOQ) based on approved drawings and specifications. 

  • Conduct quantity take-offs and measurement of civil, architectural, structural, and infrastructure works. 

  • Analyze project costs and identify cost-saving opportunities. 

  • Support value engineering initiatives and cost optimization efforts. 

  • Administer construction contracts and ensure compliance with contractual obligations. 

  • Review contract documents, specifications, drawings, and commercial terms. 

  • Evaluate contractor claims, variations, extensions of time, and contractual notices. 

  • Assist in the preparation and negotiation of commercial agreements. 

  • Ensure proper documentation of contractual communications and records. 

  • Monitor project expenditures against approved budgets. 

  • Prepare monthly cost reports, forecasts, and commercial dashboards. 

  • Track commitments, payments, accruals, and budget utilization. 

  • Review and verify contractor interim payment applications. 

  • Assess completed works and certify payment recommendations. 

  • Validate quantities, progress achievements, and supporting documentation. 

  • Coordinate with Finance and Project Controls teams regarding payment processes. 

  • Assist in tender preparation, bid evaluations, and contractor selection processes. 

  • Review commercial submissions received from contractors and suppliers. 

  • Compare bid submissions and prepare commercial evaluation reports. 

  • Support negotiations related to project costs and commercial terms. 

  • Maintain accurate records of quantities, contracts, payments, and variations. 

  • Ensure compliance with company procedures, contractual obligations, and industry standards. 

  • Support internal and external audits related to project commercial activities. 

  • Participate in project close-out and final account settlement processes. 

 

Qualification and Experience:

  • Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline. 

  • Professional certification such as MRICS, RICS, CIQS, or equivalent is preferred. 

  • Minimum 4-7  years of quantity surveying and commercial management experience. 

  • Experience in major construction, infrastructure, hospitality, mixed-use, or mega-project developments. 

  • Proven experience managing contractor payments, variations, claims, and contract administration. 

  • Experience working with FIDIC-based contracts is highly desirable.
