نبذة عن الوظيفة
في هذا الدور، ستتولى قيادة جميع الأنشطة الهندسية ضمن المشروع والإشراف عليها، مع ضمان الالتزام بمعايير الجودة والتكلفة والوقت. ستكون مسؤولاً عن إدارة أنشطة التصميم، وميزانية المشروع الهندسية، وعملية تغيير التصميم. ستنسق جميع المهام التقنية - سواء نفذتها فرقنا الداخلية أو الشركاء والمقاولون من الباطن - لضمان التكامل التقني السلس لمشاريع Grid Solutions. ستعمل ضمن الإطار الاستراتيجي الذي تم تطويره مع مدراء المشاريع لضمان حلول تقنية مُحسَّنة وفعالة من حيث التكلفة والتشغيل تتماشى مع توقعات العملاء وجدول المشروع.
المهام والمسؤوليات
- المساءلة عن دورة الحياة الهندسية الكاملة، وضمان تحقيق جميع المخرجات التقنية لأهداف الجودة والتكلفة والوقت للمشروع.
- دمج الأنشطة الهندسية مع المشتريات والإنشاءات والتشغيل لضمان سير المشروع بسلاسة ومنع العزلة الوظيفية.
- قيادة فرق التصميم متعددة التخصصات (داخلية وخارجية) لدفع التميز التقني والكفاءة التشغيلية طوال المشروع.
- إدارة عملية تجميد التصميم وحدود النطاق التقني (تقسيم المسؤوليات) بين جميع شركاء المشروع.
- الإشراف على حل الواجهات التقنية المعقدة بين العميل والشركاء والمقاولين من الأطراف الثالثة لضمان توافق الأنظمة.
- الحفاظ على سيطرة فعالة على الميزانية الهندسية وعبء العمل، وتحديد المخاطر التقنية والتخفيف منها قبل أن تؤثر على الجوانب المالية.
- ضمان الامتثال التقني والالتزام بالالتزامات التعاقدية والمواصفات الفنية للعميل وجميع المعايير التنظيمية الوطنية (مثل SEC ومدونات الشبكة السعودية) والدولية (مثل IEC وIEEE).
- العمل كجهة الاتصال التقنية الأساسية للعميل ومقدمي الخدمات المحليين، وقيادة المفاوضات والعروض التقديمية التقنية.
- تأمين موافقات التصميم في الوقت المناسب من خلال الإدارة المنهجية للاستفسارات الفنية ودورات تعليقات العملاء.
- ضمان دمج مبادئ السلامة في التصميم ومتطلبات الصحة والسلامة والبيئة في كل مرحلة من مراحل العملية الهندسية.
- مراقبة الأداء الهندسي من خلال مؤشرات الأداء الرئيسية ودفع التحسين المستمر في كفاءة التصميم وجودته.
- توجيه عملية التوثيق النهائي (مخططات حسب التنفيذ، كتيبات التشغيل والصيانة) والمساهمة في الدروس المستفادة من المشروع.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة الكهربائية أو مجال ذي صلة.
- خبرة لا تقل عن 7 سنوات في قيادة أنشطة التصميم الأولي ضمن بيئات EPC، وتحديداً في قطاعات النقل والتوزيع، توليد الطاقة، أو قطاع الطاقة.
- فهم منهجي للمعايير الدولية (IEC, IEEE, ANSI, NEMA, CIGRE) واللوائح الإقليمية بما فيها معايير الشركة السعودية للكهرباء والمواصفات الفنية (TMSS, TESP, TCP).
- خبرة في التعامل مع مقدمي الخدمات السعوديين والعملاء لمواءمة مخرجات المشروع مع متطلبات الشبكة الوطنية.
- خبرة عملية في محطات الجهد العالي GIS/AIS من 132 كيلوفولت إلى 400 كيلوفولت وما فوق.
- سجل حافل في إدارة المشاريع التقنية ضمن بيئات فرق متعددة التخصصات ودولية.
- الاستعداد للسفر عالمياً والعمل في مواقع مختلفة حسب احتياجات المشروع.
- مهارات تواصل وتفاوض سليمة.
- طلاقة احترافية في اللغة الإنجليزية للتواصل الفعال مع الجهات الدولية والعملاء المحليين.
المهارات المطلوبة
- خبرة واسعة في التصميم الأولي لمحطات الجهد العالي، تشمل المخططات العامة، تصميم الدليل المدني، أنظمة التأريض والحماية من الصواعق، وترتيبات GIS/MV/غرف التحكم.
- فهم مخاطر تنفيذ المشروع والعمليات المالية.
- قدرة مثبتة على تعزيز التعاون وبناء فرق فعالة.
- إجراء مراجعات تصميمية تفصيلية لهياكل الصلب للمحطات، الخلوصات الكهربائية الآمنة، ومسارات الكابلات.
- فهم مثبت لمراجعة تصميم معدات الجهد العالي والمتوسط، ويفضل أن يكون مدعوماً باختبارات القبول في المصنع والزيارات الميدانية.
- التواصل الفعال عبر الأقسام والوظائف متعددة التخصصات لتحقيق أهداف المشروع المشتركة.
- نهج منهجي لتحديد وحل التحديات التقنية المعقدة.

Engineering Management & Project Integration
- Accountability for the end-to-end engineering lifecycle, ensuring all technical deliverables meet project Quality, Cost, and Time (QCT) targets.
- Integrating engineering activities with Procurement, Construction, and Commissioning to ensure a seamless project flow and prevent functional silos.
- Heading up multidisciplinary design teams (internal and external) to drive technical excellence and operational efficiency throughout the project.
- Managing the Design Freeze process and technical scope boundaries (Division of Responsibility) among all project partners.
- Overseeing the resolution of complex technical interfaces between the customer, partners, and third-party contractors to ensure system compatibility.
- Maintaining sound control over the engineering budget and workload, identifying and mitigating technical risks before they impact project financials.
- Technical Compliance & Integrity: Ensuring all engineering deliverables and the final solution strictly adhere to contractual obligations, client technical specifications, and all mandatory national (e.g., SEC, Saudi Grid Codes) and international (e.g., IEC, IEEE) regulatory standards.
- Technical Authority: Acting as the primary technical contact for the Customer and local utility providers, heading up technical negotiations and presentations.
- Approval Management: Securing timely design approvals through systematic management of technical queries and customer comment cycles.
- Ensuring Safety by Design principles and EHS requirements are embedded in every stage of the engineering process.
- Monitoring engineering performance through key metrics (KPIs) and driving continuous improvement in design efficiency and quality.
- Steering the final documentation process (As-Builts, O&M Manuals) and contributing to project Lessons Learned (Return of Experience - REX).
- Bachelor’s degree in Electrical Engineering or related field.
- Minimum 7 years of established experience heading up primary design activities within EPC environments, specifically in Transmission and Distribution, Power Generation, or the Energy sector.
- Systematic understanding of international standards (IEC, IEEE, ANSI, NEMA, CIGRE) and regional regulations, including Saudi Electricity Company (SEC) standards and technical specifications (TMSS, TESP, TCP).
- Experience engaging with Saudi utility providers and clients to align project deliverables with national grid requirements.
- Practical experience with High Voltage (HV) GIS/AIS substations ranging from 132kV up to 400kV and above.
- Successful track record in technical project management within multidisciplinary and international team environments.
- Willingness to travel globally and work in various locations as required by project needs.
- Sound communication and negotiation skills.
- Professional fluency in English for effective communication with international stakeholders and local clients.
- Extensive experience in High Voltage Substation Primary Design, covering general layouts, civil guide design, earthing and lightning protection systems, and GIS/MV/Control building arrangements.
- Understanding of project execution risks and financial processes.
- Demonstrated ability to foster collaboration and build effective teams.
- Conducting detailed design reviews for substation steel structures, electrical safety clearances, and cable routing.
- Demonstrated understanding of High Voltage and Medium Voltage equipment design review, ideally supplemented by insights from Factory Acceptance Tests (FATs) and site visits.
- Communicating effectively across multidisciplinary departments and functions to achieve shared project goals.
- Systematic approach to identifying and resolving complex technical challenges.
- Experience in fostering a collaborative team environment and building professional relationships with diverse stakeholders.
- Systematic communication of technical data through effective presentation skills to various audiences.
