نبحث عن مدير مشتريات أول ذي خبرة استثنائية لقيادة والإشراف على جميع أنشطة المشتريات لمشاريع البناء واسعة النطاق. سيقود المرشح الناجح استراتيجية المشتريات وتنفيذها على المستوى الاستراتيجي، وإدارة المفاوضات التجارية المعقدة، وضمان أداء الموردين الأمثل، والامتثال الكامل لسياسات الشركة واللوائح السعودية المحلية. يتطلب هذا الدور فطنة تجارية استثنائية، وخبرة واسعة في المشتريات في قطاع البناء والبنية التحتية، وسجل نجاح مثبت في العمل داخل السوق السعودي والشرق الأوسط.
المهام والمسؤوليات
- تطوير وتأسيس وتنفيذ استراتيجيات شاملة للمشتريات تتوافق مع أهداف المشروع والميزانيات المالية وجداول التسليم، مع ضمان التوافق الاستراتيجي عبر جميع أنشطة المشتريات.
- قيادة والإشراف على عمليات المشتريات الشاملة بما في ذلك الطلب والمناقصة وتقييم العروض والتفاوض التجاري وإرساء العقود واعتماد الموردين، مع ضمان الالتزام بأفضل الممارسات والتنفيذ في الوقت المناسب.
- إدارة وتوجيه وتطوير فرق المشتريات لتقديم حلول شراء فعالة من حيث التكلفة وفي الوقت المناسب؛ وتقديم التوجيه الاستراتيجي وإدارة الأداء لضمان التميز الجماعي.
- إجراء مفاوضات تجارية متطورة مع الموردين والمقاولين من الباطن والبائعين لتأمين أفضل الشروط التجارية والأسعار التنافسية والتوزيع المتوازن للمخاطر.
- إعداد ومراجعة والموافقة على جميع وثائق المشتريات بما في ذلك طلبات العروض، وطلبات المناقصات، والعقود، ونطاقات العمل، وأوامر الشراء، وتقارير تقييم العروض الشاملة.
- ضمان امتثال جميع أنشطة المشتريات لسياسات الشركة والمتطلبات التعاقدية واللوائح السعودية المطبقة ومعايير الصناعة؛ والحفاظ على الحوكمة والجاهزية للتدقيق.
- بناء ورعاية والحفاظ على علاقات استراتيجية مع الموردين؛ وإدارة أداء الموردين وجداول التسليم ومعايير الجودة بشكل فعال، ومعالجة مشكلات سلسلة التوريد بشكل استباقي.
- التنسيق والتعاون مع فرق إدارة المشاريع والهندسة والتجارية والخدمات اللوجستية لمواءمة خطط المشتريات مع جداول تسليم المشاريع والمواصفات الفنية.
- إجراء تقييمات شاملة للتأهيل المسبق للموردين والعناية الواجبة؛ وإدارة تقييمات مخاطر البائعين ووضع استراتيجيات تخفيف شاملة.
- الإشراف على مبادرات مراقبة التكاليف، وتحديد فرص الهندسة القيمية، وتنفيذ تدابير توفير التكاليف في المشتريات لتحسين اقتصاديات المشروع.
- دعم حل النزاعات المتعلقة بالمشتريات ومطالبات سلسلة التوريد؛ وتقديم الخبرة التجارية والتوثيق لدعم نتائج المشروع.
- الحفاظ على سجلات شاملة للمشتريات، وتطوير لوحات أداء الأداء، وتقديم تقارير استراتيجية منتظمة إلى الإدارة العليا حول حالة المشتريات والمخاطر الناشئة ومؤشرات الأداء الرئيسية.
الشروط والمتطلبات
- خبرة لا تقل عن 15 عاماً في المشتريات ضمن قطاعي البناء والبنية التحتية.
- 6 سنوات على الأقل من الخبرة التجارية العملية في المشتريات في المملكة العربية السعودية أو منطقة الشرق الأوسط.
- درجة البكالوريوس في أحد التخصصات الهندسية (مثل المدني، الميكانيكي، الكهربائي) مع خبرة تجارية مثبتة في المشتريات.
- سجل حافل في قيادة فرق المشتريات وإدارة حملات المشتريات المعقدة لمشاريع البناء واسعة النطاق.
- مهارات قوية في التفاوض التجاري مع خبرة مثبتة في صياغة العقود ومراجعتها.
- معرفة عميقة بأفضل ممارسات المشتريات والشروط التجارية وإدارة سلسلة التوريد الخاصة بالبناء والبنية التحتية.
- فهم شامل للوائح المشتريات السعودية وديناميكيات السوق المحلية وقاعدة الموردين الإقليمية.
- مهارات ممتازة في إدارة أصحاب المصلحة والتواصل باللغة الإنجليزية؛ إجادة اللغة العربية ميزة إضافية.
- إتقان أنظمة المشتريات وبرامج Microsoft Office؛ خبرة في أنظمة تخطيط موارد المؤسسات (ERP) أو منصات المشتريات الإلكترونية مفضلة.
- الاستعداد للسفر إلى مواقع المشاريع حسب الحاجة.

Role Overview
We are seeking an exceptionally experienced Senior Procurement Manager to lead and oversee all procurement activities for large-scale construction projects. Key Responsibilities
- Develop, establish, and implement comprehensive procurement strategies that align with project objectives, financial budgets, and delivery schedules, ensuring strategic alignment across all procurement activities.
- Lead and oversee end-to-end procurement processes including requisitioning, tendering, bid evaluation, commercial negotiation, contract award, and supplier induction, ensuring adherence to best practices and timely execution.
- Manage, mentor, and develop procurement teams to deliver cost-effective and timely procurement solutions; provide strategic guidance and performance management to ensure team excellence.
- Conduct sophisticated commercial negotiations with suppliers, subcontractors, and vendors to secure optimal commercial terms, competitive pricing, and balanced risk allocation.
- Prepare, review, and approve all procurement documentation including RFQs, RFPs, contracts, scopes of work, purchase orders, and comprehensive bid evaluation reports.
- Ensure all procurement activities comply with company policies, contractual requirements, and applicable Saudi regulations and industry standards; maintain governance and audit readiness.
- Establish, nurture, and maintain strategic supplier relationships; actively manage supplier performance, delivery schedules, quality standards, and address supply chain issues proactively.
- Coordinate and collaborate with project management, engineering, commercial, and logistics teams to align procurement plans with project delivery timelines and technical specifications.
- Conduct thorough supplier prequalification and due diligence assessments; manage vendor risk evaluations and develop comprehensive mitigation strategies.
- Oversee cost control initiatives, identify value engineering opportunities, and implement procurement cost-saving measures to optimise project economics.
- Support resolution of procurement-related disputes and supply chain claims; provide commercial expertise and documentation to support project outcomes.
- Maintain comprehensive procurement records, develop performance dashboards, and provide regular strategic reporting to senior management on procurement status, emerging risks, and key performance indicators.
- Minimum 15 years of total experience in procurement within the construction and infrastructure sector.
- At least 6 years of hands-on commercial procurement experience in the Kingdom of Saudi Arabia (KSA) or broader Middle East (ME) region.
- Bachelor's degree in an engineering discipline (e.g., Civil, Mechanical, Electrical) with demonstrated commercial experience in procurement.
- Proven track record leading procurement teams and managing complex procurement campaigns for large-scale construction projects.
- Strong commercial negotiation skills with demonstrated experience in contract drafting and review.
- In-depth knowledge of procurement best practices, commercial terms, and supply-chain management specific to construction and infrastructure.
- Comprehensive understanding of Saudi procurement regulations, local market dynamics, and the regional supplier base.
- Excellent stakeholder management and communication skills in English; Arabic proficiency is advantageous.
- Proficiency with procurement systems and MS Office; experience with ERP or e-procurement platforms is preferred.
- Willingness to travel to project sites as required.
