Job Brief:

We are seeking an experienced Safety Managers to lead the Health, Safety, and Environment (HSE) function for a landmark high-rise development in Riyadh & Makkah. The successful candidate will be responsible for developing, implementing, and maintaining a proactive safety culture while ensuring full compliance with Saudi regulations, project requirements, and international HSE standards.

The role requires a strong background in managing HSE on major high-rise construction projects, excellent leadership skills, and the ability to effectively engage with project teams, subcontractors, consultants, and regulatory authorities to achieve the highest standards of health and safety performance.

Key Roles & Responsibilities:

• Develop, implement, and manage the project Health, Safety & Environment (HSE) plan in line with Saudi regulations and international best practice.
• Lead the site safety team and ensure adequate safety supervision across all work areas.
• Conduct site safety audits and risk assessments and enforce corrective actions for non-compliance.
• Investigate incidents and accidents, prepare reports, and implement preventive measures.
• Deliver safety inductions, toolbox talks, and training programs to site personnel and subcontractors.
• Liaise with Civil Defense and relevant Riyadh authorities on safety compliance and permits.
• Monitor and report HSE KPIs (LTI, near misses, man-hours) to project management.
• Ensure emergency preparedness and response plans are in place and tested for the site.

Qualifications:

• Bachelor's degree in occupational health & safety, Engineering, Environmental Science, or a related discipline.
• NEBOSH International Diploma or NEBOSH Construction Certificate is highly preferred.
• OSHA Certification or equivalent HSE qualification.
• Professional HSE certifications (IOSH, CSP, Grad IOSH, or equivalent) are considered an advantage.
• Membership in a recognized HSE professional organization is preferred.

Experience:

• Minimum 10-15 years of experience in Health, Safety, and Environment management.
• Proven experience on high-rise tower construction projects.
• Experience may be gained anywhere within the Kingdom of Saudi Arabia.
• Previous experience with major developers or Tier-1 contractors is highly desirable.
• Strong knowledge of Saudi HSE regulations, Civil Defense requirements, and international safety standards.
